33,750 new Covid-19 cases, 123 deaths in India in 24 hours Covid-19 took yet another big jump in India, crossing the mark of 30,000 just a day after breaching 20,000.As many as 33,750 persons in the country tested positive for the infection in last 24 hours, the health ministry said on Monday morning. A total of 123 patients succumbed to it during this period.The daily positivity rate rose to 3.84 per centh, while the weekly positivity case was 1.68 per cent.Recovery rate at 98.2%; active caseload rises to 1.45kA total of 10,846 patients recovered from Covid-19 in last 24 hours. The overall recover is 3.42 crore (3,42,95,407), which is 98.2 per cent of the cases recorded in the country till now.Th active caseload of Covid-19 reached 1,45,582. Over 68.09 crore samples have been tested for Covid-19 in India till now, of which 8.78 lakh were carried out in last 24 hours.

The Gujarat health department has prepared around 3,500 centres across the state for the special vaccination campaign, and has said it will extend the daily timings of the drive from the current schedule of 9 am to 6 pm. According to the health department, vaccination will be carried out in schools and Industrial Training Institutes (ITIs), and authorities will ensure that out-of-school children are also covered.

The process of deployment of the missile system has begun and it will take at least six more weeks

to complete the deployment. The first regiment of the missile system is being deployed in such a way that it can cover parts of the border with China in the northern sector as well as the frontier with Pakistan. “The transportation of various critical components of

‘One Nation-One Ombudsman’ For Banks Comes Into Force

Fancying on Prime Minister Modi’s ‘One nation-One poll’ idea, the Reserve Bank of India has launched the ‘One nation-One ombudsman’ programme. But unlike Modi’s poll plan,which could change the very nature and structure of democracy and governance in India, thereason for which it is vehemently opposed by opposition parties, RBI’s ombudsman mighthardly make a difference to the remediation of complaints against banks and financialinstitutions. By all available indications, the one nation ombudsman will be as toothless asthe paper tiger that its previous incarnation was. In the wake of the pandemic and the increased use of online transactions, financialtransactions through the digital mode have grown manifold. Concomitantly, complaintsrelated to electronic and digital banking transactions viz., ATM/ debit cards, credit cards andmobile/electronic banking collectively have witnessed a spurt, constituting more than 40 percent of the total complaints received in Ombudsman offices.The RBI’s Integrated Ombudsman Scheme (RBIOS) for providing cost free redress ofcustomer complaints involving deficiency in services rendered by entities regulated by theReserve Bank was launched in November 2021. The new scheme integrates the threeexisting ombudsman schemes pertaining to banking (launched in 2006), nonbankingfinancial companies (introduced in 2018) and system participants14 (notified in 2019). TheScheme, which has also been extended to cover non-scheduled primary urban co-operativebanks with a deposit size of Rs 50 crore and above and adopts a ‘One Nation OneOmbudsman’ approach by making the redressal mechanism jurisdiction neutral.The new move stems from the realisation that as more users go digital, they will expect ahigher quality of service from digital payments and also expect better protection from fraudand risk. The RBI’s high level committee on deepening of digital payments hadrecommended that payment systems use machine driven, online dispute resolution systemsto handle complaints. To manage fraud, the committee recommended the creation of sharedfraud registries that must be created and used to grade each payment transaction for risk.This transition to a digital economy will require all payments acceptance systems to move todigital as the default option. Similarly, on the bank side, digital transactions must be a part ofserving the customer. No additional charges to be levied on the consumer for suchtransactions, the panel recommended.All noble thoughts. But on the ground, the situation is quite different. Recently, a Bengalurutechie was shocked to hear from a member of his bank’s fraud detection team that thecomplaint to the ombudsman ‘would anyway come’ to them and that he need not expectanything to come out of it.In fact, this is the crux of the problem. The ombudsman merelyrefers the case back to the bank for its comments and in most cases the bank manages topass the buck to somebody other than itself. Under the prevailing RBI rules, the liability of the customers to card fraud is limited, with theburden shared by both, but the banks are to be held responsible if the fraud occurred due tonegligence on its part or a third party. As per the recommendations of the committee, RBIhas decided to establish the Centralised Receipt and ProcessingCentre to receive thecomplaints filed under the scheme and process them.A couple of years ago, the Kerala High Court ruled that banks cannot be absolved of liabilityfor unauthorised withdrawals from their customers’ accounts and that SMS alerts cannot bethe basis to determine the liability of a customer, for there would be account holders whomay not be in the habit of checking SMS alerts regularly. Despite these strict guidelines, banks manage to get away by laying the blame on thecustomers. When it is an issue between the individual customer and the bank, the diceinvariably falls in favour of the latter as it is an unequal fight between an individual and theclout of an institution. The ombudsman ends up being a mute spectator. The sad fact is that the ombudsman is - Kapilkumar M. Hirpara not in a position to influence.
