giving Rs.551 crore to the north and east municipal corporations as loan for payment of salaries of workers,” Kejriwal said in Bengaluru, where he is undergoing treatment at a naturopathy centre. The North Delhi Municipal Corporation will also be paid Rs.142 crore against the stamp duty bill. “It is with great

difficulty that we have been able to find this Rs.550 crore for loan. The Delhi government is facing Rs.3,000 crore value added tax shortfall,” Kejriwal said soon after he announced about the loan. Is freedom of speech absolute and unconditional?

“Modi! Modi! Modi!” I looked around. Was I in a political rally? Or in Wembley or Madison Square Garden? What was this circus? It was, would you believe, the normally elegant debate held at the end of the Jaipur Literature Festival. Invited to participate to support the motion — Is freedom of speech absolute and unconditional? — I had anticipated well articulated points by eloquent adversaries. The brilliant actor Anupam Kher was on to supporting that there should be restrictions on freedom of speech. His points: India is the greatest because we can say what we want. It has the longest list of banned books and films. The now repealed Section 66A that threw people in jail for Facebook and Twitter posts was done by the Congress. According to Section 295A in the IPC, any citizen can file a complaint of hurt sentiments and the person would be jailed. Section 295A was passed by the British in 1927. This was used to jail a puzzled comedian, Kiku Sharda, who acted out a spoof on godman Gurmeet Ram Rahim Singh. Section 295A was also used to issue arrest warrants to All India Bakchod, Karan Johar, Ranveer Singh and Arjun Kapoor. The Nikkei Business Activity index climbed to a 19-month high of 54.3 last month from 53.6 in December, pointing to a marked expansion of activity across the sector. The overall increase in services output was mainly driven by a seventh successive monthly expansion of new business orders. “The services sector gained traction and posted its strongest monthly gain in activity for over one-and-a-half years,” Pollyanna De Lima, economist at Markit, which compiles the survey, said. Meanwhile, the seasonally adjusted Nikkei India Composite PMI Output index, which maps both manufacturing and services sectors, climbed from 51.6 in December to an 11-month high of 53.3 in January.
