I took the night train to Delhi to participate in budget-day discussions and my co-passenger, who boarded the train in ravaged Punjab, asked me a simple question: “50 farmers are committing suicide everyday; will the budget end farmer suicides?” My answer was — and still is — “No.” The Union budget is just the government’s bookkeeping exercise to balance revenue and expenditure. It is not the policy document it is projected to be. Central budget allocations for agriculture are far less significant than the collective budgets of the states because agriculture is a state subject. While giving Aadhaar legal sanctity and linking it to welfare programmes is Parliament’s prerogative, it is in the states that implementation will actually take place and where every sharecropper and tenant’s name has to be recorded in the land records. These — and not the budget — will be the tipping points to achieving transformative rural change. The time for universally applicable, pan-India policy has passed. Less than 100 districts have 80 per cent of India’s poor and most of these are drought-prone. Funding has to be structured keeping this in mind. More than the budget, it’s the executive decisions of the government taken in the normal course of work that pose a clear and present danger to the hopes of farmer prosperity. Take one such instance: 65 per cent of maize is consumed by the poultry industry and much of the rest by the starch industry. At their behest, India allowed duty-free import of 5,00,000 tonnes of subsidised maize. Consequently, the February spot price of maize fell by over Rs 400 and, for June deliveries in the futures market, to Rs 1,172, way below the MSP. The average maize yield is 25 quintals per acre. Farmers will suffer a loss of Rs 10,000 for each acre of maize sown. India has over 200 lakh acres under maize cultivation. That translates to a collective loss of Rs 20,000 crore for maize farmers alone. Now compare this to the ministry of agriculture and farmers welfare allocation of about Rs 20,000 crore. Additionally, when maize prices fall below the MSP, as in the recent past, government does not initiate purchases. We farmers, too, seek international trade agreements and realise the need to ensure cheap food for consumers. But when this subdues farm produce prices, then the government must fully compensate farmers in more ways than it claims to do.

Agency | New Delhi The Supreme Court on Thursday agreed to hear a plea of two cellular operator associations challenging Delhi High Court order upholding Trai’s decision making it mandatory for them to compensate subscribers for call drops from January 1, 2016. The plea of the associations was mentioned before a bench of Chief Justice T S Thakur seeking urgent hearing on the matter. The bench also comprising Justice U U Lalit asked the associations “Why don’t you correct the system?” Senior advocate Kapil Sibal, appearing for the telecom associations, said that this matter required urgent hearing as Delhi HC has upheld the Trai order, after which the bench agreed to hear the plea on Friday. The high court had, earlier this week, upheld the October 16, 2015 RPT 2015 decision of Telecom Regulatory Authority of India (Trai) making it mandatory for cellular operators to pay consumers one rupee per call drop experienced on their networks, subject to a cap of Rs. 3 a day.

Bhavnath fair begins in Girnar foothills ‘Verbal clash’ in Gujarat assembly house: Correspondent | Junagadh

The famous five day Bhavnath fair, held every year at the Bhavnath Mahadev temple in the foothills of Girnar (Girnar Taleti) around 8 km from Junagadh and which culminates on the Mahshivratri day with great show of devotional and festive energy by Naga sages, started today with the performance of the traditional ritual of religious flag hoisting (Dhawjarohan) amid vedic chants. Mahant of the main temple, Hari Giriji Maharaj along with other saints performed the ritual among chanting of Vedic mantras. Collector Alok Kumar was also present on the occasion. After the main temple dwajarohan was also done in Juna, Aavahan and Agni Akhadas, Annaksheetras and other places. The

fair commences from the Hindu calendar date of Magh Vad 11 which coincided with March 3 this year. Attended by around a million devotees and sages the fair culminates on Mahashivratri (March 7 this year) when it is believed that in the moonless night Lord Shiva performed his tandava, the cosmic dance of destruction, a mahapuja is performed. ritual begins at midnight on Mahashivaratri every year, when naga bavas, or naked sages, seated on elephants and decked in ornaments, arrive holding flags and blowing conch shells, tungis, and turis, the sounds of which reverberate through the entire space. Devotees believe that Lord Shiva himself visits the shrine on this occasion. Girnar is said to be the abode of

the nine immortal nathas, and eighty-four siddhas, all of whom also visit the temple in their invisible spirit forms during Mahashivaratri. Offerings are made to the deities, and the festive energy is expressed through performances of dance, music and traditional bhavai theatre. Before going to the fair, many pilgrims visit the holy hills of Girnar. Visitors are served free meals by the organizers which is called ‘Harihar’ locally. Special stalls sell idols, rosaries brought from Ayodhya and Mathura, and delectable sweets. The evening leading up to the midnight ritual of Mahashivaratri, at the wrestling grounds, or akhada, next to the temple, the naga bavas gather for a ritual involving a blend of dance and martial arts.
