When I got down to meet them, they raised some slogans. As soon as they raised wrong slogans, I stopped them and told them to raise good slogans instead,” Vadra said here. The National Commission for Protection of Child Rights (NCPCR) had issued a notice to Vadra on Thursday over alleged use of children in election campaign. The complaint pertains to a video in which children were seen using abusive language in front of Vadra. The Congress general secretary in charge of eastern Uttar Pradesh admitted that the notice had come, saying a video of the incident was in the public domain.

Modi biopic to be released on May 24, a day after election results

New Delhi : PM Narendra Modi, the biopic based on the life of Prime Minister Narendra Modi, will now be released countrywide on May 24, the next day of the general election results, makers of the Vivek Oberoistarrer announced on Friday. It was set to hit the theatres on April 11 but a day before, the Election Commission of India (ECI) had banned its release during the poll period. The ECI had said that any such film that subserved the purpose of any political entity or individual should not be displayed in the electronic media. Why the Reserve Bank is playing with fire with currency swaps

Important changes are afoot in the Reserve Bank of India (RBI) liquidity management system, and yet this has elicited relatively little serious analysis or scrutiny. Earlier this spring, RBI conducted a foreign exchange (forex) swap of $5 billion, and, on 23 April, conducted a second swap of the same amount. Like the first, this second swap was oversubscribed, with bids worth $18.65 billion. The bids were accepted at a premium of 8.38, equivalent to an annualized rate of 4.01% (the premium in the earlier swap was slightly lower, at 7.76). RBI, in effect, has infused the equivalent of $10 billion worth of rupee liquidity into the financial system, by buying dollars, and promising to swap the rupees back into dollars at the pre-specified price in three years. Boosters of the current government, who presumably approved of the controversial replacement of Urjit Patel by Shaktikanta Das as governor late last year, have praised this innovative new addition to the liquidity management toolbox by the erstwhile bureaucrat turned central banker. RBI has said that the swap window remains open, and more such offerings may occur in the future. As astutely pointed out by columnist Diva Jain, writing in ‘Business Standard’ on 23 April, RBI is operating like a hedge fund, taking on considerable interest rate and exchange rate risk, as defined by both the tenure and the structure of the swaps. In effect, RBI is betting both on a falling rupee interest rate and a rising dollar interest rate, in addition to betting against a significant depreciation of the rupee, all within this three-year period. This is a very risky bet, and, if it does not pay off, RBI will suffer a considerable financial loss. Such a trade, whereby RBI takes on both its own and counter-party risk, is rare even in the world of sophisticated advanced economy hedge funds such as those on Wall Street, and is almost unheard of amongst major central banks, who prefer to stick to more conservative liquidity management tools which assure profit or, at any rate, are not prone to the danger of a large loss. For example, the Bank of Canada, which like RBI, has an explicit inflation target mandate, rarely if ever intervenes directly in forex markets, and manages domestic liquidity through conventional means such as open market operations (OMOs). The $10 billion dollar question is: why is RBI taking on such unnecessary risk, when it’s conventional, and safe, tools have worked perfectly well so far? Macroeconomic theory offers the answer. By buying dollars and selling rupees, RBI, in effect, is hoping that the rupee will depreciate as a direct result of this forex market intervention, and a weaker domestic currency, by making exports more attractive and imports more expensive, is an indirect mechanism to loosen monetary policy, if the conventional interest rate channel is not working. A volatile rupee may also entice “hot” money and carry traders into the market, thus inducing excessive exchange rate movements and capital flows, increasing economic and financial market uncertainty, for sure, with little if any upside gains. As a former central bank official cannily noted to us, the forex swaps amount to a form of “quantitative easing” through the back door. Let’s connect the dots. RBI’s Monetary Policy Committee (MPC), since Das has taken over as governor, has twice reduced the repo (policy) rate by 25 basis points, for a 50 point cut in total. Yet – and this is the crux – there has, so far, been a remarkable failure of pass-through to key interest rates in the economy, such as the G-Sec (government security) yield curve, especially for longer maturities, nor much, if any, reduction in benchmark borrowing and lending rates by large commercial and public sector banks. In other words, the monetary transmission mechanism, which is crucial if inflation targeting is - Kapilkumar M. Hirpara to work as intended, Editor has failed.

Gujarat villages need subsidy for Pepsi to withdraw case against Gujarat farmers; biogas, But there’s no one to pay rights activists hope firm has learnt a lesson

Ahmedabad : Subsidies for construction of biogas plants have not been distributed in Gujarat in the last one-and-a-hald years despite strong demand from households for the green fuel. Gujarat Agro Industries Corp (GAIC), responsible for issuing the subsidy for over a decade, stopped abruptly in 2017 citing reasons such as shortage of human resources and a confusion over whether it was actually the agency responsible for distributing the subsidy. Subsidised organisations, which used to provide technical knowhow to people on how to construct the plants, said they have hundreds of pending requests but no nodal agency has responded. The National Biogas and Manure Management Programme is a central scheme under the Ministry of New and Renewable Energy (MNRE) and provides for setting up of family-type biogas plants, mainly for rural and semi-urban households.

A family-type biogas plant generates biogas from organic substances such as cattle dung and other bio-degradable materials such as biomass from farms, gardens, kitchens and night soil wastes, etc, and provides clean and economic fuel for cooking and lighting. A large section of Gujarat’s rural population is engaged in agriculture, animal husbandry and dairy, and the installation of biogas plants caught up as a practice in the 1980s. However, that momentum is now lost. For example, in Valsad district in south Gujarat, the number of biogas plants being constructed

Helpline flooded with water scarcity complaints

Ahmedabad : T h i s summer has been particularly harsh on Gujarat, what with large swathes of rural areas and most of its urban centres experiencing severe water scarcity. According to official records, waterrelated complaints registered with the government have increased manifold beginning earlyMarch through April. The government’s water helpline ‘1916’ has received as many as 860 complaints in April. But on the first day of May itself, the number of complaints reached an astounding 257, and an equally staggering 159 till 6 pm on May 2. The figure is likely to cross 200 by the end of the day. While the government doesn’t react to water-related complaints on an SOS basis, it is also not as if it is not doing its bit to mitigate water scarcity issues. In fact, data shows

that a good 393 tankers have been currently doing about 1,605 trips daily to ferry water in 15 crisis-hit districts of the state. Following the spike in complaints, the state government instructed its ministers and senior party leaders to visit their constituencies to oversee proper distribution of water among rural residents and also hear from them what more could be done. In a statement attributed to the Company spokesperson, PepsiCo India said that “after discussions with the Government, the Company has agreed to withdraw cases against farmers” and they are

relying on these discussions “to find a long term and an amicable resolution of all issues around seed protection” faced by the company. PepsiCo had sought a penalty of Rs 1.05 crore from four Gujarat farmers after the company accused these farmers of growing, and selling without approval, a particular variety of potato developed by PepsiCo and given to farmers under a contractual buy back agreement. The company had also asked these farmers to either stop growing the

Ahmedabad : Ever since the Electronic-way (E-way) bill system was rolled out a year ago, Gujarat has topped the chart when it comes to the generation of inter-state e-way bills. The state generated 4.3 crore interstate e-way bills in 2018-19, which is the highest among all Indian states, shows data provided by the state commercial tax department. The system was rolled out from April 1, 2018, as part of which businesses and transporters willing to move any goods worth more than Rs 50,000 from one state to another, are required to produce an e-way bill. “Gujarat is a manufacturingheavy state. There is significant movement of manufactured goods from here to various parts of the country. Similarly, huge quantities of raw material are procured by industries operational in Gujarat from other states. Both these requirements involve generation of a high number

of e-way bills,” said Ajay Kumar, special commissioner, state commercial tax department. Industry players also attribute the growth in e-way bill generation to the opening of new markets due to implementation of Goods and Services Tax (GST). “During the VAT era, transporting goods from Gujarat to other states attracted a slew of other taxes. However, after the GST rollout, these taxes have been unified across the country, which led to opening up of new markets for goods manufactured

here,” said Jaimin Vasa, president, Gujarat Chamber of Commerce and Industry (GCCI). “Greater e-way bill generation is therefore a reflection of increased manufacturing activity in the state. Commercial tax experts also attributed the increase in eway bill generation to better enforcement. “Under the valueadded tax (VAT) regime, a similar system was in place for interstate movement of goods and therefore, the compliance under GST regime was better in Gujarat. Moreover, we have deployed mobile squads from place to place to enforce better compliance,” Ajay Kumar added. According to data provided by state commercial tax department, evaded tax as well as penalty to the tune of Rs 82.15 crore was collected from 5,152 vehicles by mobile squads in FY 2018-19.

The groups stated that they hoped “PepsiCo and others would have learnt a good lesson about farmers’ rights in India’s Protection of Plant Varieties & Farmers Rights (PPV&FR) Act 2001 from this episode and that such harassment of farmers will

not get repeated again.” Earlier in the day, ASHA had stated that nothing less than a clear reiteration of farmers’ rights over breeders rights should be acceptable for any settlement negotiated between the government and the company. “The Section 39(1) (iv) of the Protection of Plant Varieties & Farmers Rights (PPV&FR) Act 2001 is satisfactory and justifiable. This specific section of the sui generis statute that India brought in 2001, provides an entitlement to farmers of India to cultivate any variety that they would like to, including PVP-registered varieties. The section is applicable irrespective of the source of seed, type of seed, type of registrant, type of crop, and to who and how the harvest was sold. Nothing matters except whether the farmer has sold branded seeds or not, as far as farmers’ rights are concerned,” ASHA had stated.
