Cash Transfer To The Poor And The Job Losers Is A Must For Economy

As the peak of the second wave of the Covid pandemic begins to slowly recede, the havoc wreaked on lakhs of families has been occupying the attention of the whole country. There is widespread dismay and anger at the way the health emergency caught the Modi governmentunprepared. Its mishandling and unscientific attitude turned it into a catastrophe for thepeople.From amongst the debris of the second wave, another calamity is emerging, that is theeconomic one. Millions have lost their livelihoods and are jobless; small businesses andshopkeepers are ruined; many households are in debt and hunger is rampant.The Gross Domestic Product (GDP) figures of 2021 announced by the National StatisticalOrganisation show a 7.3 per cent contraction, the worst performance in the last fourdecades. Every sector of the economy, except agriculture, shows a fall in output. Thegovernment is pointing to the growth of 1.6 per cent in the fourth quarter (January to March2021) as a sign of recovery. But the situation is only going to get worse with the impact ofthe second Covid wave between April and June and the various lockdowns which had to beimposed across states. Some indications of the seriousness of the crisis are already evident. The rate ofunemployment in May was nearly 12 per cent – according to the CMIE. Urban joblessnessrate was nearly 15 per cent in the same month. The growth of India’s domestic factoryorders and production in May was the lowest in the last 10 months. Household consumptiondropped further; with no demand, investment is not forthcoming. It is at such a time, that the government should have stepped in with increased governmentspending. It is only government expenditure in the form of cash subsidies, job allowances,increased MNREGA expenditure and increased credit to small and medium enterprises thatcan provide relief and put purchasing power in the hands of the people, stimulate demand.Increased public investment in infrastructure and rural development would also help in themedium and long term.Just about everyone, except a few diehard, fiscal fundamentalists, are calling for moregovernment spending. The president of Confederation of Indian Industry, Uday Kotak, hascalled for a big economic stimulus including cash subsidies. The former finance minister, PChidambaram, who is a firm adherent of neoliberal policies has called upon the governmentto spend more by borrowing or even printing money. So have a whole range of economistsand public finance experts.But the Modi government remains impervious to all these pleas. The finance minister,Nirmala Sitharaman, has in an interview, in response to a question on fiscal stimulus, replied that let the budgeted expenditure reach the people first. She said that the budget hasalready provided for a Covid related expenditure package.But this is a hollow claim. The budget of 2021-22 has provided for a government expenditureof Rs 34,83,236 crore while Rs 34,50,305 crore was spent in 2020-21, which means thatonly Rs 32,931 crores of extra spending is provided for in 2021-22. A close look at thebudget provisions show that there is hardly an increase in MNREGA allocations and foodsubsidy, most glaring of all is the sleight of hand in the health budget, where actually therewas barely a 11 per cent increase over previous years’ expenditure on health and familywelfare.The government has obstinately refused to provide cash subsidies for the poor and needy. Since the middle of last year, opposition parties have been demanding that cash transfer ofRs 7,500 a month be made to all non-income tax payees. But the government has notbudged on this.During the second wave, all that the government has done is to renew the scheme of 5 kg offoodgrains to all those covered under the Food Security Act for a period of three months.However, the 1 kg of dal which was provided last year has been discontinued. The Modi government is unwilling to follow the policies adopted by the United States andUK governments which originated the neoliberal policies. The Trump administration andnow the Biden administration have together provided over $ 5 trillion in fiscal stimulus andcash transfers which amounts to 27 per cent of GDP. The UK government has spent anequivalent of 17 per cent of the GDP in fiscal stimulus, which includes e m p l o y m e n t - Kapilkumar M. Hirpara supportand cash transfers.

was conceptualised when he was at the helm in Gujarat. It envisages building a 30km dam across the Gulf of Khambhat. This dam will create a fresh water reservoir in the sea. However, this project has largely remained on paper for

over a decade now. The state government during the budget session in March 2021 had told the state legislature that it has already spent Rs 158.53 crore as on December 31, 2020 on conducting 29 different studies related to the project.

Union Home Minister Amit Shah on Thursday inaugurated nine medical oxygen plants in Gujarat. The oxygen plants were set up at government hospitals in different parts of the state with the help of the NGO – Vallabh Youth Organisation. Hospitals in Tilakvada, Sagbara, Ahmedabad (Sola Civil), and Daskroi in Ahmedabad district were the recipients of the same. Medical facilities in Kalavad, Kapadvanj, Bhanwad, Mehsana, and Porbandar were the other recipients of the oxygen plants. Western Railway To Celebrate World Environment Day On 5th June Sunvilla News: Ahmedabad Every year, World Environment Day is celebrated on 5th June across the globe in order to increase the awareness among people about the environment safety as well as to educate the need for environmental conservation measures. In view of the current scenario of COVID situation, Western Railway has a slew of activities lined up to mark this occasion with this year’s theme of ‘Ecosystem Restoration’. It will include webinar, virtual drawing & painting competition as well as felicitation of the Divisions/Units of Western Railway in recognition of the measures taken for ecosystem restoration. General Manager & other officers will observe the day with tree plantation drives. According to a press release issued by Shri Sumit Thakur – Chief Public Relations Officer of Western Railway, various initiatives have been undertaken

by Western Railway under the dynamic leadership of General Manager Shri Alok Kansal, for mitigating environmental impacts and reduce Green House Gas emissions and have resulted in desired outcomes. In view of the prevailing COVID-19 situation, Western Railway will observe the World Environment Day through webinar by following all COVID safety protocols. Shri Subhahjit Mukherjee, Founder of Mission Green Mumbai will address the webinar on Ecosystem Restoration/ Rainwater Conservation. It will be attended by PHODs, DRMs, CWMs, other senior officers and staff. GM Shri Kansal will also inaugurate the recent environmentfriendly initiatives implemented over Western Railway such as

Rain Water Harvesting, Restoration & Conservation of Water body/ Garden, Automatic Coach Washing Machines, etc. The Divisions will be showcasing presentations on the various steps & efforts taken towards the conservation of our ecosystem and also the pivotal role played by Railways in the restoration. To encourage as well as to promote the spirit for Green Initiatives amongst railway employees, it is planned to felicitate the Best Performing Units. Similarly, in order to inculcate enthusiasm of the occasion amongst the family members of the employees, a virtual drawing & painting competition will also be conducted with the themes: Save the Forests; Reverse Climate Change; Conserving our Bio-diversity; Reduce, Reuse & Recycle.
