In a major security breach, 160 mobile phones were being used inside the premises of Bhondsi jail here and prisoners had access to most of them, police said today. The police last week detected 160 mobile phones working inside the premises of the jail, located in Bhondsi village on the city’s outskirts, using its cyber technology, Police Commissioner of Gurgaon Navdeep Singh Virk said. It was identified that prisoners had access to most of the mobile phones, he said. “This information was passed onto the jail authorities following which they conducted search operations and seized some phones and sim cards,” the Commissioner said.

The Supreme Court on Monday dismissed the plea of former Haryana chief minister Om Prakash Chautala and others, challenging their conviction and award of 10-year jail term for the teachers’ recruitment scam. “We are not inclined to entertain any of these appeals and they are dismissed,” a bench of Justices FMI Kalifulla and Shiva Kirti Singh said. Besides 80-yearold Chautala’s appeal, the bench also dismissed the plea of his son Ajay Singh Chautala, 54, and others in the case saying that the Delhi high court verdict was a “reasoned one”. The court, however, said that the convicts may move the high court with their pleas seeking relief like parole on health ground. Chautala, his son and three others are serving a 10-year jail term in the case. A Su-

Power and electoral politics in India The Indian electricity sector remains in dire straits with consumers and firms having to suffer through frequent rationing and outages. Despite some improvements over the last three decades, deficiencies in the electricity sector have persisted, primarily due to the inability to increase production. For example, power generation in Uttar Pradesh (UP) in 2010 totalled 21 terawatt hours, a figure no higher than it was in 1995. As demand for electricity continues to grow, production shortfalls mean tight constraints on electricity supply. In India, as in many other developing countries, electricity is largely managed by utilities that are owned and operated by the government. It is hence plausible that the failures of India’s electricity sector are ultimately due to inefficiencies intrinsic to the country’s political processes. While political interference is believed to be a major problem plaguing the Indian electricity sector, there is little empirical research that credibly documents the existence of political distortions, nor is there evidence confirming that such distortions carry significant economic costs. This lack of empirical evidence makes it difficult to take an informed stance on recent debates about reforms of the electricity sector. In this context, we study and present empirical evidence that the Indian electricity sector suffers from political distortions that may carry large economic costs. (“Election cycles and electricity provision: Evidence from a quasi-experiment with Indian special elections”, forthcoming in the Journal of Public Economics) Using a dataset on about 4,000 state-level assembly constituencies, this study explores whether state governments distort the supply of electricity for electoral purposes. More precisely, we leverage the unpredictable occurrence of by-elections to ask whether electricity supply increases as a result of electoral contests. Since no data on electricity supply is available at the level of state constituencies, we use as a proxy night lights data from the US air force’s Defense Meteorological Satellite Program’s Operational Linescan System (DMSP-OLS). The night lights data has several advantages over administrative data. As electricity must be supplied to a geographical unit for the satellites to detect any light at night, DMSP-OLS provides an objective and accurate indicator for electricity supply that is available at very low levels of geography. Electoral cycles in the Indian electricity sector are possible because the top managers of the electricity utilities are appointed by state governments and therefore have incentives to conform to their wishes. Electricity is also highly valued by consumers and firms, such that any increase may carry substantial electoral rewards.

Agency | New Delhi Pressure is mounting on RBI to cut interest rate in its third monetary policy review of this fiscal on Tuesday while experts are divided over the issue, saying high retail inflation may hold it back from doing so. Most bankers and experts believe that the possibility of an interest rate cut by the Reserve Bank on August 4 is very low as retail inflation remains high. However, India Inc is pitching for a rate cut because of low wholesale inflation and slowdown in industrial growth. Even the government wants the benchmark rate to be cut to prop up growth. “I am not expecting any rate cut,” SBI chairperson Arundhati Bhattacharya said. “WPI is (negative), but CPI has gone up a little though it is mainly on account of food prices. RBI has been benchmarking it to CPI numbers, I think it is unlikely,” she added. While retail inflation in June rose to an eight-month high of 5.4 per cent, the overall wholesale price index (WPI) based inflation was (-)2.4 per cent in the same month. RBI mostly tracks the consumer price inflation for its monetary policy decision.

The Patidar community, in a bid to press for their demands for reservation in Other Backward Castes (OBC) quota, will take out rallies in different parts of Gujarat on Monday and Tuesday. Three rallies will be held in Gandhinagar, Sabarkantha and Amreli districts on Monday and the fourth in Vadodara district on Tuesday. “We will hold a rally in Gandhinagar Monday, where around 20,000 people from Patel community will take part to press for our demands for reservation under OBC quota,” Hardik Patel, member of Patidar Anamat Andolan Samiti said. “The other two rallies will be held in Himmatnagar town of Sabarkantha district and in Bagasara town of Amreli district Monday, where around 50,000
