“We do not need four points” - Sushma Swaraj Exactly 274 of the 2,995 words that made up External Affairs Minister Sushma Swaraj’s superbly crafted speech to the United Nations General Assembly on Thursday dealt with Pakistan. Her message, delivered in response to Prime Minister Nawaz Sharif’s fourpoint peace plan, was simple. “We do not need four points,” she said, “we need just one — give up terrorism and let us sit down and talk.” “Let us hold talks at the level of NSAs [national security advisors] on all issues connected to terrorism,” she went on. “If the response is serious and credible, India is prepared to address all outstanding issues through a bilateral dialogue.” This apparently reasonable formulation, as the world’s diplomats would have known, elided the real problem. The NSA-level talks India and Pakistan agreed to hold in September were called off, after all, not because Islamabad was unwilling to engage in discussion, but because New Delhi balked at the prospect of a meeting between Kashmiri separatists and the Pakistani PM’s special envoy, Sartaj Aziz. The external affairs minister’s speech points, in fact, to the deeper problem. Not talking is merely a posture, not a policy. Delhi is seeming to simply be digging in its heels and holding the line, rather than creatively forging a way forward. Nawaz’s four-point proposal was deeply disingenuous, for demilitarisation of the Line of Control without a commitment to end cross-border infiltration is meaningless. However, it at least gave world leaders the appearance of a leader willing to address the world’s concerns on the prospects of India and Pakistan lurching into a conflict through missteps or miscalculation. Swaraj’s speech, on the other hand, proposed no roadmap for action. For all practical purposes, India is appearing like a kindergarten student insisting on sulking until her demand for ice cream is met. Delhi can, and should, be more creative in pushing forward its counter-terrorism concerns. Clear and consistent articulation of the steps Delhi wishes Pakistan to take is a critical step forward. India has, in the past, laid down all sorts of demands — from action against Lashkar-e-Toiba military head Zaki-ur-Rehman Lakhvi to the rendition of top terror fugitives — only to back down later. Learning from this experience, Islamabad has every reason to expect the same process to play out again. Instead of allowing Islamabad to take the lead, and eventually be dragged, kicking and screaming, to the table by the United States, Delhi would do well to seize the initiative, and spell out what it wants to talk about, and when.

Agency | Chennai It could be argued by some that a fantasy epic is by definition infantile and it should, therefore, be treated purely as a fun outing. But even if one were accept that line of thinking and allow the film some leeway, Puli, directed by Chimbu Deven, is unconscionably puerile. The paucity of depth and genuine originality robs it of any possibility of being regarded as a success. Puli has numerous quirky creatures, including a talking bird, a wise tor-

toise, a shiny green frog with an uncanny sense of direction and an entire clan of invisible midgets straight from the isle of Lilliput. At one point, the dwarves capture the hero and tie up him up a la Gulliver only to realise that he is harmless. No sooner is he set free than he breaks into song and dance with his erstwhile captors. The size of the midgets in relation to the protagonist fluctuates all through the number but nobody seems to care. This is a fantasy after all! Much of the action

in the second half of Puli - this is the only passage of the film that is somewhat watchable - takes place on the CGI-generated grounds of a garish palace. The structure is complete with ornate thrones, watch towers, sprawling arenas for duels, and dark, dank garrets to hold prisoners. Comparisons with Baahubali are inevitable, but the Rajamouli film, for all its own share of flaws, was infinitely better mounted, told a more engaging story, and had much beefier actors.

It said definitive agreements in this regard will be entered into later. “Adani shall be responsible for EBIDTA gains and losses arising from the port operation for this period,” the filing said. Pakistan Maritime Security Agency (PMSA) on Saturday apprehended around 65 fishermen along with their 12 boats off the Gujarat coast, officials of National Fishworkers Forum (NFF) said. This is the biggest and the fourth major incident of apprehending Indian fishermen by PMSA since January this year. “PMSA personnel have apprehended around 65 fishermen and their 12 boats off Gujarat coast,” Secretary of NFF Manish Lodhari. “Those fishermen from Okha and Porbandar town of the state sailed off the coast of Gujarat four to five days ago and today they were held captive,” Lodhari said. He said around 11 boats were from Porbandar and

one was from Okha. The NFF official said he got to know about the incident from the fishermen who were in contact with him through a wireless phone set. “All those 65 fishermen are still in the middle of the Arabian sea and surrounded by the PMSA personnel when one of the sailors gave me this information,” Lodhari

said. Apart from them, nationals from Nigeria, Myanmar, Nepal and Pakistan populate Indian jails in significant numbers. The 2014 data released by National Crime Records Bureau (NCRB) has for the first time categorised foreigners incarcerated in jails across the country according to their nationality. The National Green Tribunal (NGT) has ordered formation of a three-member committee to frame guidelines to control pollution levels in ceramic industries at Morbi cluster by evolving parameters and standards for use of coal-gasifiers. The use of coal-based gasifiers has remained a major bone of contention between authorities and ceramic unit owners and after a lengthy legal battle in Gujarat high court, it was settled that installation of certain equipment converts such gasifiers into zero discharge unit.
