An Indian-made light fighter helicopter in service with the Air Force Agency News: New Delhi The indigenously-built Light Combat Helicopter (LCH) ‘Prachand’ has been inducted into the Indian Air Force (IAF) at the Jodhpur airbase on Monday .The event took place in the presence of Defence Minister Rajnath Singh, Chief of Defence Services (CDS) General Anil Chauhan, and Indian Air Force (IAF) Chief Air Chief Marshal VR Chaudhari. After a discussion on the trust vote, Speaker Kultar Singh Sandhwan put it to vote. He asked MLAs to raise hands who were in support, and then asked those who were against the motion of confidence. The members of the Congress party walked out as soon as the discussion began, They were demanding that the Speaker should give them time to speak and raise issues during the Zero Hour. 91 AAP MLAs supported the motion while one of the three SAD MLAs who was present in the House and a lone BSP MLA did not oppose the motion. “So, 93 MLAs have supported the motion and none is against it. Thus, the motion is unanimously passed,” the Speaker said. Delhi Police has provided Z+ security to Chief of Defense Staff Gen Anil Chauhan on the directions of Ministry of Home Affairs, an official said on Monday. Anil Chauhan on Friday became India’s new Chief of Defence Staff with a mandate to implement the ambitious theaterisation plan that aims to ensure tri-services synergy and prepare the armed forces for future security challenges facing the nation. “CDS Gen Anil Chauhan has been provided with Z+ security on MHA’s order,” confirmed a senior police officer. Gen Chauhan, a former Eastern Army Commander, took charge as the country’s senior-most military commander over nine months after first Chief of Defence Staff (CDS) Gen Bipin Rawat died in a helicopter crash in Tamil Nadu.

SUNVILLA SAMACHAR Why the Government’s Decision to Abort CEL Sale Should Ring Alarm Bells Concerns arising out of the decision of the government to scrap the strategic sale of Central Electronics Ltd (CEL) are serious. The credibility of the Central Public Sector Enterprises (CPSE) disinvestment process itself is now under a cloud. The decision was announced by the Department of Investment and Public Asset Management (DIPAM) on September 28 by the Ministry of Finance, of which DIPAM is now a part. Apparently, the decision has been taken on the ground that there were quasi-judicial proceedings pending against the bidder selected by DIPAM, which the bidder had hidden from it. But this claim has no credibility. DIPAM has been hiding the evidence available with it for almost a year, and has claimed that no wrong was committed. Evidence available on National Company Law Appellate Tribunal (NCLAT) proceedings against the successful bidder, M/s Nandal Finance and Leasing Pvt Ltd, was communicated by CEL employees immediately after its selection, but DIPAM said that disinvestment rules and regulations were being followed. The government has been triggered to scrap the disinvestment by the September 19 order of the Lokpal of India, which seeks from the Central Vigilance Commissioner a fresh inquiry into the sale of CEL. The order of the Full Bench of Lokpal of India clearly argues that DIPAM has been misleading, and that the CVC should investigate irregularities and corruption. Bad luck for the government. Complaint No. 3867/2022, filed by me, was considered on July 5 by the Lokpal. It was referred to the CVC with the direction to submit a status report by August 10. The CVC submitted it dated August 12, and it was rejected by the Full Bench of Lokpal. The Lokpal found that the CVC had merely forwarded the DIPAM report, stating that rules were followed, without investigating itself. The Bench was not satisfied with the lackadaisical approach of CVC. Its September 19 order stated that the main issues regarding irregularities and corruption had not been examined. The CVC was requested to examine these allegations and convey their opinions within four weeks ― by October 25, 2022. Since there was a good chance that to save face, the CVC would be able to nail the misconduct of the DIPAM secretary, the government has decided to terminate the transaction relating to the strategic sale of 100% government equity in CEL.Senior scientists and Directors of CSIR wrote to DIPAM about the competence and financial standing of the bidders. Even then, the DIPAM secretary continued to report to constitutional - Kapilkumar M. Hirpara bodies that DIPAM did due diligence.

The Municipal Corporation of Delhi (MCD) shot back, saying it categorically dismisses the allegation that the corporations’ rankings have dropped in Swachh Survekshan 2022 vis-a-vis the previous year.
The AAP’s reaction came a day after the annual cleanliness survey conducted by the Centre placed the erstwhile North Delhi Municipal Corporation (NDMC) in the bottom 10 among 45 cities in the country. In Swachh Survekshan 2022, the NDMC was ranked 37th, the EDMC 34th and the SDMC 28th. AAP’s MCD election in-charge Durgesh Pathak said Delhi’s rank in Swachh Survekshan 2022 is a “matter of shame”, adding that it has once again proved the “incompetence of the BJP, which has been ruling the MCD for 15 years”. “The BJP has brought shame to Delhi yet again. The BJP-ruled MCD has been adjudged as the worst of the lot in the swachhta survey this year,” he said. The MCD, in a statement, pointed out that the erstwhile SDMC has bagged the 28th rank, which is three ranks better than its position last year, the EDMC has got the 34th rank, which is an improvement of six ranks, and the NDMC has got the 37th rank, which is a substantive improvement of eight ranks than its last year’s performance in the category of cities with a population of more than 10 lakh. In the previous edition of the survey, the NDMC was ranked 45th, the EDMC 40th and the SDMC 31st.
Agency News : Aurangabad As many as 200 railway stations across the country will get a facelift with modern amenities, Railways Minister Ashwini Vaishnaw said on Monday. He attended the foundation stone laying ceremony for a coach maintenance factory at the Aurangabad railway station in Maharashtra. “Tendering process for 47 railway stations is completed while physical work has started at 32 stations,” he said. He said the railways is being transformed. “The government has prepared a master plan to revamp 200 railway stations. Overhead spaces will be created on the stations which will have worldclass facilities including waiting lounges and food courts, besides amusement facilities for children,” the minister said. Vaishnaw also said that railway stations will act as the “platform” for the sale of regional products. Speaking on the contribution of the Marathwada region in Maharashtra in the making of Vande Bharat trains, the minister said, “the country will have 400 ‘Vande Bharat’ trains in future and 100 of these trains will be manufactured in the coach factory at Latur in Marathwada. Additional security has been provided to the CM, who enjoys a Z Plus category security cover, a senior SID official had said. Security was stepped up at Shinde’s private residence in Thane and the official residence ‘Varsha’ in Mumbai. Shinde had received a threat letter suspected to have been sent by Naxalites last October when he was the Urban Development Minister and also guardian minister of Gadchiroli district, affected by naxalism. Shinde became the chief minister on June 30 this year after his rebellion with Shiv Sena MLAs led to the collapse of the Uddhav Thackeray-led government.
