Police today rescued a man who was kidnapped six days ago and arrested eight persons in this connection in Mainpuri district, police said here Saturday. Viresh alias Veeru was abducted by some persons from Kurawali area in Mainpuri district on January 28 and the kidnappers demanded Rs 35 lakh as ransom for his safe release, a police spokesman said. He said that during investigation it was found that the kidnappers have called the family members at the Kali river to pay the ransom amount.

Three teachers of the Jawahar Navodaya Vidyalaya here, accused of sexually harassing several schoolgirls, have been arrested, police said Saturday. Rajan Gajbhiye and Shailesh Ramteke were arrested in Nagpur last night. Upon their interrogation, another teacher, Sandeep Ladkhedkar, was arrested from here. They were remanded in four-day police custody by the local court, police said. All of them have been suspended by the Deputy Commissioner of Navodaya Vidyalaya Committee, Pune.

800 more Indians evacuated from Yemen Agency : New Delhi, Apr 4

About 800 Indians were today evacuated from strife-torn Yemen where situation has deteriorated significantly due to escalation in fighting between warring groups. With today's evacuation, India has so far taken out 1,800 of its citizens from the country. Minister of State for External Affairs V K Singh, who was overseeing the massive evacuation operation from Djibouti, had also gone to Sanaa, the largest Yemeni city from where Air India rescued Indians after getting permission to land. Official sources said the evacuation operation was going on notwithstanding the deteriorating situation across Yemen.

The Gujarat government has come in for criticism from the Comptroller and Auditor General (CAG) following the increase in the number of rapes in the state. The state saw a sharp rise of 76% in rape cases in 2013, compared to the previous year, according to the CAG report for the year ended March 2014. As per the report, the number of cases grew to 733 in 2013, from 472 in 2012 and 433 in 2009. CAG said that the state has seen an increase in the number of girl child victims of rape over the years. While

the number of victims below 10 years was 15 in 2009, it grew to 22 in 2010, dropped to 16 in 2011, but again grew to 24 in 2012 and 35 in 2013. Protecting the small farmer The recent attempt by the Gujarat government to reintroduce the Farm Income Insurance Scheme (FIIS) can reform agricultural insurance and prevent farm-level distress. The government’s present National Crop Insurance Programme covers prevented/ failed sowing, post-harvest losses, and losses from natural calamities on an individual basis. It is an area-based approach that covers a wide variety of food, oilseed and horticulture crops. However, low literacy, the absence of infrastructure to measure data accurately at the farm level, and the limited penetration of formal financial credit have made the scheme inefficient, leading to reduced trust among farmers. Additionally, in the current globalised market with widely varying market prices, the scheme is unable to protect farmers against price fluctuations. In a true market economy, the government must resist from distorting market prices through instruments like MSP, and rely instead on other financial instruments to protect farmers. The FIIS, originally introduced in 2003 and withdrawn the next year, has been revived in Gujarat. Any decrease in the predicted income due to yield fluctuations or market fluctuations is insured under the scheme. By only considering yield losses from natural perils, it also ensures that farmers are incentivised to produce more, and that inefficiency in farming is not rewarded. The success of FIIS will depend on whether the government is willing to move away from the current mundane system of manual inspection and data gathering to the new era of big data and technology. When the FIIS pilot was tried a decade ago, it proved to be premature, but the time is right now to correct some of the errors in the previous scheme and move ahead. FIIS also provides the government an opportunity to streamline some recently announced initiatives such as assessing soil health through soil health cards, and rationalising fertilizer and water usage by insuring only the efficient cost of production. It also incentivises farmers to use the available agriculture markets and engage with formal markets to take advantage of insurance in case of income dips. This will also bring in much-needed transparency in agriculture prices and bridge the gap between price discovery and realisation for the smallholding farmer. FIIS might be the right instrument to integrate farm-level subsidies and remove leakages in the system. If implemented with the right intentions and rigour, it could act as a credible instrument to prevent farmer suicides and contribute to national food security. While minimum support prices (MSPs), announced by various State governments, have traditionally been the instrument used to fight declining prices, they have scarcely been effective at the farm level. For example, among rice and wheat farmers, more than half the produce is consumed at the household level and the rest mostly sold to traders at much lower prices. Other challenges such as the impact of climate change on agriculture and the World Trade Organization’s antiMSP stress on reforms underline the need for a reliable mechanism to improve the resilience of small farm holders.

21 lifters suspended for using banned substances Agency : New Delhi In what could be termed as one of the biggest doping scandals in recent years, as many as 21 weightlifters have been provisionally suspended by the Indian Weightlifting Federation after testing positive for banned substances. The lifters tested positive across different championships — both out-of-competition and in-competition. But the maximum numbers of offenders were caught at the National Youth and Junior Weightlifting Championships, which was held in Yamunanagar in January. During the National Youth and Junior Weightlifting Championships, eight lifters had tested positive. Punjab’s Simranpreet Kaur, who won a gold medal in 63kg in both the Youth and Junior catego-

Gujarat Chief Minister Anandiben Patel is all set to inaugurate the Narmada Canal oriented Swarnim Gujarat bulk pipeline projects tomorrow(Sunday, April 5). Presently about 150 crore litre water is supplied to rural and urban areas of Saurashtra-Kutch, North Gujarat, Panchmahal, Gandhinagar and Ahmedabad districts. The state government has set up three major pumping stations next to Saurashtra branch canal of Narmada project at Dhanki in Lakhtar taluka to supply sufficient water to Saurashtra-Kutch by executing Saurashtra-Kutch water grid project. Three bulk pipelines are connected

to Dhanki pumping stations. Dhanki pumping stations are having facility to supply daily 165 crore litre water. Dhanki to Khirai(Malia) – 120.50 km, Dhanki to Hadala(Rajkot) – 146.10 km, Dhanki to Navda(Barwala) – 94.50 km. Estimated cost of three schemes is around Rs. 2500 crore. Mild steel pipe of 1850-2400 mm has been laid to execute this project. The total length of pipeline is 361 km. Government has planned daily supply of 165 crore litre Narmada water to over 175 lakh people of 4,710 villages and 120 towns of Saurashtra region and 877 villages and 14 towns of Kutch district. Under Narmada master plan,

the government has planned Narmada water supply to 9633 villages and 131 towns of Saurashtra, Kutch, North Gujarat, Panchmahal and Ahmedabad district’s water scarcity areas. Gujarat government had established Gujarat Water Infrastructure Limited Company in 1999. So far, the works of 37 bulk water supply schemes have been completed in which 1000 mm and 2400 mm diameter pipes are used in length of 2486 km long network at a cost of Rs. 10,820 crore. Daily 150 crore litre water is lifted for supply to Saurashtra, Kutch, Panchmahal, North Gujarat, Gandhinagar and Ahmedabad district’s rural and urban areas.

Huge traffic jam on bridges and Ashram Road on last day of Air Show

The last day of British Air Show at Sabarmati River Front in Ahmedabad resulted into massive traffic jam on Ashram road and on three bridges over River Sabarmati. At some places

the traffic jam was so much that vehicles couldn’t move for over an hour. Though people have been asked to come to River Front to watch the Air Show, lot of people prefer to watch it from the bridge which is

obviously on height compared to low height River Front. Air Show was held twice a day during 11:0011:20 am and 4:00-4:20 PM during 1-4 April. Today was the last day and there was so much rush to watch

the show that three bridges: Vivekanda Bridge, Nehru

Even under scorching sun, British Air Show powered by four aircraft was watched by lakhs of people in the span of four days. Routine air traffic was restricted and the sky was reserved for Air Show on 1-2-3-4 April.
