B o r d e r l e s s World Foundation (BWF), in association with HDFC Securities, handed over the ambulance to the Border Security Force (BSF) on Wednesday evening, the officials said. This critical care ambulance is to be placed at outposts in Samba, Hiranagar and Ramgarh sectors, which have been most affected by Pakistani shelling, they said. "The ambulance is equipped with latest equipment and medical gadgetry and would be of great help in saving valuable lives," said Adhik Kadam, Founder Director of BWF, who handed over the ambulance's key to N S Jamwal, IG (BSF, Jammu) during a function here. BWF had also provided a critical care ambulance to BSF last year, the officials said.

The A-SAT test restores the India-China strategic balance

The Narendra Modi government’s decision to conduct a live anti-satellite (A-SAT) test was bold and timely. Bold because the political leadership overcame past hesitations and authorised the Defence Research and Development Organisation (DRDO) to conduct it. While the decision was not in defiance of an established discriminatory international regime that circumscribed India strategically as was the decision in 1998 to go nuclear, taking a step that could feed into international concerns about militarisation of outer space required careful consideration. One such consideration would have been the adverse international reaction to China’s A-SAT test in 2007 conducted at a height of 865 kilometres that produced substantial space debris, which interferes with existing and future space activities and therefore raises international concerns. We have acted more responsibly by conducting our test at a height of 300 kilometres to ensure that the debris generated will fall earthwards within weeks. Most significantly, international reaction to our test (barring Pakistan’s) has not been adverse including US political reaction. More than NASA’s debris-related technical concerns as a space organisation which have been credibly refuted by our space scientists, it is the American government’s reaction that matters. We rightly preferred a kinetic kill instead of “fly-by tests” and jamming to prove the precision of our capability and exclude any ambiguity. Our test was timely. Unlike our nuclear tests, the international environment for us to take strategic steps to protect our security is more favourable, particularly because of increased strategic understandings with the US. While we have rightly said that our test was not directed against any country, in reality just as we developed nuclear weapon capability to principally deter China, the A-SAT capability also redresses the India-China strategic balance. China’s strategic antagonism towards us is demonstrated by its cover to Pakistan on our core issue of terrorism by preventing Masood Azhar’s designation as a terrorist by the United Nations Security Council (UNSC) 1267 Committee. China is disdainful of India’s reaction to this and to its opposition to India’s Nuclear Suppliers Group (NSG) membership. It remains unwilling to treat India as a political equal. China is also highly active diplomatically to thwart India’s moves to finally initiate text-based negotiations in the United Nations General Assembly on Security Council expansion. China’s bullying tactics against weaker countries as well as global concerns about its threatening cyber capabilities require the development of counters by India. China is bristling at the US move to raise the Masood Azhar issue in the UNSC as its duplicitous position will be publicly exposed. China’s apologists in India, who make the bizarre argument that on this, as well as that of line of actual control (LAC) clarification and NSG membership, India should not have made a public push because these issues are not intrinsically important enough to turn them into a litmus test of our ties with China may have reason to be unhappy because India has not prevailed upon the US, France and the UK to desist from a move that would make us lose China’s goodwill unnecessarily. New Delhi: The Reserve Bank of India (RBI) on Thursday cut its key interest rate by 25 basis points or 0.25 per cent to 6 per cent, in a widely expected move to propel the economy. Announcing a back-to-back

cut in the repo rate just a week before the national election, the RBI's monetary policy committee also maintained its neutral stance on the trajectory of interest rates going ahead. A neutral stance enables the central bank to move either way on the key rates. Repo

rate is the key interest rate at which the RBI lends shortterm funds to commercial banks. Four out of the six members of the Monetary Policy Committee voted in favour of a 25 basis points cut in repo rate, while the other two voted to keep the

rate unchanged. More than 85 per cent of the nearly 70 economists polled by news agency Reuters had expected the central bank to cut the benchmark lending rate by 25 basis points to 6.00 per cent today. The central bank projected GDP growth at 7.2 per cent for financial year 2019-20, according to its first policy statement of financial year 2019-20. The RBI said it expects economic growth to be in the range of 6.8-7.1 per cent in the first half of the current financial year, and in the range of 7.3-7.4 per cent in the second half with "risks evenly balanced". Inflation is

likely to remain benign in the short term, it noted. Assuming a normal monsoon in 2019, the RBI lowered its CPI inflation projection to 2.4 per cent in the fourth quarter of 2018-19. For the first half of the current financial year, which began on April 1, the central bank expects inflation at 2.9-3.0 per cent, and 3.5-3.8 per cent in the second half. Thursday's rate cut - the second this year - means commercial banks will have more room to pass on the benefit of lower lending rates to loan borrowers. At the same time it would also translate into a lower interest rate earned by depositors.

Mallya’s lawyers told State Bank of India, which is among lenders owed 1.142 billion pounds ($1.5 billion) by his defunct Kingfisher Airlines, that their client is willing to cut his spending to 29,500 pounds a month, SBI’s lawyers told a London court Wednesday. He is currently spending about 18,300 pounds a week. The banks are seeking to seize about 258,000 pounds held in Mallya’s ICICI Bank UK Plc account. They have accused Mallya of willfully defaulting on debts of Kingfisher Airlines, which was founded in 2005 and folded in 2012. The UK resident

is fighting his extradition to India to face criminal fraud charges. Mallya, who added a portfolio of real estate, yachts, Scotch whisky and Formula 1 racing to his United Breweries Ltd. business over the last two decades, continues to live a “lavish lifestyle,” according to a written application from SBI’s lawyers. New Delhi: The Reserve Bank of India Thursday cut benchmark interest rate by 0.25 per cent for the second time in a row to bring interest rate to the lowest level in one year on softening inflation. The rate cut was widely expected to boost the economy. The central bank, however, kept monetary policy stance at 'neutral'. It lowered its economic growth forecast to 7.2 percent for the 2019/20 April-March fiscal year, from the February view of 7.4 percent. In the second policy review under Governor Shaktikanta Das, the sixmember Monetary Policy Committee voted 4:2 in favour of the rate cut. The benchmark interest rate was cut by 0.25 per cent to 6 per cent, a move that will result in lower cost of borrowing for the banks that are expected to transmit the same to individuals and corporates.

The RBI had on February 7 had last cut interest rate to 6.25 per cent from 6.5 per cent. Last time repo rate stood at 6 per cent was in April 2018. The rate cut is in consonance of achieving the medium term objective of maintaining inflation at the 4 per cent level while supporting growth, RBI said in a statement. Several analysts, however, believed that country's weakening economic growth and subdued inflation

outlook warrant a larger reduction but expected the RBI to remain cautious given uncertainty over who will lead the government after the coming election and what their fiscal policy will be. Campaigning for votes, political parties have been promising doleouts including direct cash payments to poor people if they win power, stoking potential inflation fears. The inflation outlook could also be upset by the perennial risk of sharply higher food prices if the monsoon season rains disappoint, as has been predicted by Skymet. While the central bank projected retail inflation at 3.8 percent by January-March 2020 - within its target of 4 percent - it also warned of the upside risks to price pressures if food and fuel prices rose abruptly, or if fiscal deficits overshot targets.
