Narendra Modi and the Chinese question

When he visits China next week, Prime Minister Narendra Modi will have his plate full. Economic relations and security matters will be high on his list of priorities. In one sense, relations between the two countries could not have been better. In the first 10 months of 2014-15, bilateral trade stood at $61 billion. China is India’s biggest trading partner now. The two countries are members of the Brics (Brazil, Russia, India, China and South Africa) group; coordinate their policy responses on a variety of issues of mutual interest globally and China’s President Xi Jinpingwas among the first leaders to visit India after Modi was sworn in as the prime minister. In one sense, relations between the two countries could not have been better. In the first 10 months of 2014-15, bilateral trade stood at $61 billion. China is India’s biggest trading partner now. The two countries are members of the Brics (Brazil, Russia, India, China and South Africa) group; coordinate their policy responses on a variety of issues of mutual interest globally and China’s President Xi Jinpingwas among the first leaders to visit India after Modi was sworn in as the prime minister. But there is another aspect to the relation that does not inspire much confidence. India and China have a long-standing border dispute involving territory running into thousands of kilometres. The rancour in relations is due to a much bigger problem: of how the two countries perceive their role in Asia and the world. There is antagonism on that plane. From mutual fears of containment to geopolitical contests in far-off continents (Africa is one example), to wooing countries in South and Southeast Asia, contest stands out in much bolder relief as compared with cooperation. The security challenges with China, as they have evolved over the past two to three years, merit a closer look. They certainly deserve a far more coherent policy response than what has been seen until now. For one, the scale of Chinese claims and intrusions in all sectors has now increased manifold. The Chinese now claim the whole of Arunachal Pradesh as their territory. Any visit by an Indian prime minister to that state and any construction of physical assets evokes a Chinese reaction. This is a strong reversal of their earlier position—right from the inception of the border dispute—that this sector (the eastern sector) of the disputed boundary is Indian territory. In the western sector (in Jammu and Kashmir)— which is the site of military confrontation—incursions into Indian territory are now routine across the entire swathe of the Line of Actual Control (LAC) from Depsang in the north to Chumar in the southeast.

Agency : New Delhi Gold imports surged 19.5 per cent to reach USD 34.32 billion in 2014-15 due to declining prices and easing of restrictions by the Reserve Bank. Imports of the metal were USD 28.7 billion the previous fiscal, 2013-14. Increase in gold imports impacts the country’s trade deficit, which has reached USD 137 billion in 2014-15, and the current account deficit (CAD). The imports almost doubled in March to USD 4.98 billion which pushed the trade deficit to a four-month high of USD 11.79 billion for the month, according to the Commerce Ministry data. India is the largest importer of gold, which mainly caters to the de-

mand of the jewellery industry. The Reserve Bank and the government have maintained that the CAD level is comfortable, but the spike in gold imports may spark fresh worries. It has narrowed to 1.7 per cent for the first nine months of the previous fiscal. According to the Reserve Bank data, in the April-December period of last fiscal, CAD stood at USD 31.1 billion or 2.3 percent of GDP. On November 28, RBI had scrapped the controversial 80:20 scheme. Under the programme, which was put in place in August 2013 to put a tight leash on gold inflows, at least 20 per cent of the imported gold had to be exported before bringing in new lots.
