and then will take decision. According to state Health Minister Nitinbhai Patel, state Food control department had taken 37 samples of three noodle brands. Results of 27 samples are out so far. The official said that one of the militants was also killed though his identity had yet to be established. A reinforcement party of security personnel was rushed to the spot for a combing operation to catch the militants, said sources. Defence minister Manohar Parrikar said those who committed this “cowardly act” will be brought to book. Parrikar

also conveyed his condolences to the bereaved families of the armymen who lost their lives, a defence ministry statement said. Prime Minister Narendra Modi termed the attack ‘mindless’. Minister of state for home Kiren Rijiju announced the Centre will not enter into peace talks with any emerging militant outfits in the northeast as the Narendra Modi government decided to take a “tough line” against the insurgents. He also said the contentious Armed Forces Special Powers Act (Afspa) will stay on in the north-eastern states other than Tripura where the law was repealed on May 27 by the state government after 18 years. Analysts say the attack may have been provoked by the reported killing of a woman by soldiers this week following which the district observed a complete shutdown on Wednesday.

The Union Consumer Affairs, Food and Public Distribution Minister Ram Vilas Paswan on Thursday criticised the move by Shree Somnath Trust (SST) that restricted the entry for non-Hindus to the famous Shiva Temple - Somnath, one of the 12 Jyotirlingas. Reacting

to the news about SST discriminating between the devotees visiting Somnath temple, Paswan said, “It is wrong. You cannot prevent someone from entering temple on the basis of caste or religion. Irrespective of a temple or a Mosque, such discrimination should not take place.” The tem-

Militants armed with advanced weapons ambushed an army convoy in Manipur’s Chandel district bordering Myanmar on Thursday morning, killing about 20 soldiers and wounding over a dozen others in one of the deadliest attacks in the restive region. Officials said a Dogra Regiment team was on a routine road opening patrol (ROP) along Moltuk village, around 110 kilometres south of state capital Imphal, when the guerrillas attacked the group with rocket-propelled grenades. A team of 6 Dogra Regiment was on the patrol as part of its daily routine along Tengnoupal-New Samtal road when it was attacked by an unidentified insurgent outfit first with a powerful Improvised Explosive Device (IED), a police official said in Imphal. After the IED blast, the insurgents resorted to heavy

firing at the convoy of four army vehicles with rocket-propelled grenadess and automatic weapons, army sources said in Delhi. “Twenty armymen were killed and 11 injured in the attack,” army spokeperson Col Rohan Anand said in Delhi. An Assam Rifles (South) spokesperson said, “All the victims have been evacuated to the military hospital at Leimakhong.”

Prepare for the rainless day The Indian Meteorological Department (IMD) has predicted that India will get deficient rains in 2015, likely to be 88 per cent of the long period average (LPA) of 89 cm, which is the average seasonal rain (June-September) received by the country in the 50 years between 1951 and 2000. The probability of getting below normal or deficient rainfall is 93 per cent, which is in contrast to the first forecast by the IMD, which pegged a less than 70 per cent probability on below normal or deficient rains (at 93 per cent of the LPA) for the upcoming monsoon season. But Skymet, a private sector forecaster, is still holding on to its first forecast of a normal monsoon, with rainfall likely to be 102 per cent of the LPA. It appears now that there is an open challenge and competition between Skymet and the IMD — and various stakeholders are keenly watching this contest. While one would wish that Skymet’s forecast came true, so that farmers would not suffer another year of increased distress, the government cannot take any chances and remain passive. In any case, the government will rely on its official agency, the IMD, rather than a private forecaster. Also, the IMD’s June forecast is taken very seriously due to its proximity to the monsoon season. The international weather agencies, especially the National Oceanic and Atmospheric Administration (NOAA), the US federal agency monitoring El Niño developments in the Pacific Ocean, declared the onset of El Niño, with a 90 per cent chance of it continuing in the summer of 2015. This means that the Pacific Ocean waters are likely to continue heating and, thus, will be disrupting the Indian monsoons during the year. AccuWeather, another weather agency, says that “while there will be some rainfall in the region (India), the pattern could evolve into significant drought and negatively impact agriculture from central India to much of Pakistan”. But this agency also recognises the positive role of the Indian Ocean Dipole (IOD), the warming of the Indian Ocean that could counter the impact of El Niño, provided the IOD strengthens further, and India may even get normal rainfall. The IMD’s Australian counterpart, the Bureau of Meteorology, is also predicting drier-than-normal weather conditions in the ensuing months. So, overall, it seems that a tussle is going on between El Niño (Pacific warming) and the IOD (warming of the Indian Ocean), and the net result will depend upon which factor emerges stronger. Skymet seems to be relying more on the IOD, which currently is neutral to slightly positive, and the IMD is leaning towards the strengthening of El Niño. Needless to say, there are many other weather factors that go into their sophisticated modelling. But these, in brief, are the important factors for a layman to understand what is going on. It would be interesting to see what the historical relationship between El Niño and drought is.

At other times, the children pick coal that drops from passing steam engines (but I thought they had been replaced with diesel and electric locomotives) to feed their family of a mother (played with extraordinary ease by Iyshwarya Rajesh) and a grandmother. Agency | New Delhi The divestment of shares has no effect on ownership or development of the long-standing joint venture, VE Commercial Vehicles. Swedish commercial vehicle major Volvo on Thursday exited Eicher Motors by selling its residual 3.7 per cent stake in the Indian firm for about Rs 1,695 crore. “The Volvo Group has sold its remaining holding in the listed Indian automotive manufacturer, Eicher Motors Limited. The sale corresponds to 10,05,610 shares with a total value of approximately SEK 2.2 billion (about Rs 1,695 crore),” Volvo said in a statement. The divestment of shares has no effect on ownership or development of the long-

standing joint venture, VE Commercial Vehicles (VECV), it clarified. The sale will have a positive impact on the Volvo Group’s cash flow after net investments and net financial debt in a corresponding amount in the second quarter of 2015, the company said. Volvo said the sale will also “generate a capital gain of approximately SEK 2.1 billion, which will impact operating income in the trucks segment in the second quarter of 2015“. Eicher Motors was trading at Rs 17,200 in the afternoon trade, down 5.55 per cent. Earlier in March, Volvo sold around 4.7 per cent stake in Eicher Motors for over Rs 1,920 crore by selling 12.7 lakh shares.

Can the Uber, Ola apps be blocked?

Agency | New Delhi The Delhi government is trying to block taxi hailing apps like Uber and Ola Cabs, but is it really possible? Taxi aggregators are in the firing line over passenger safety again after a 21-year-old Delhi woman alleged she was molested by a driver in an Uber cab near Gurgaon on Saturday morning. The allegation came just six months after a 25-year-old financial analyst was allegedly raped in an Uber cab in Delhi, over which the victim took the cab aggregator’s parent company to court in the US. Following an

order from the Delhi government, the Department of Telecommunication had issued an order to Internet Service Providers to block the websites and apps of taxi hailing aggregators like Uber, TaxiForSure and Ola Cabs. But Internet Service Providers (ISP) have apparently expressed inability to block Uber, Ola as the web services feature strong endto-end encryption. Most users book cabs from Ola or Uber using the company’s apps, which use strong encryption effectively making their data virtually undetectable to ISPs.

Airtel raises Rs 6,400 crore from global investors Agency | Mumbai

India’s largest telecom company Bharti Airtel has raised $1 billion, or around Rs 6,400 crore, by selling bonds to global investors. Those bonds have been priced at 210 basis points over and above the 10-year US Treasury bond yields, which would offer a final rate of 4.37%, two persons associated with the deal told ET. A basis point is 0.01%. “This has enabled Bharti Airtel to achieve the tightest ever price on its bond offer-

Bharti Airtel has approached investors for issuance of debt instruments in the form of dollar-denominated senior unsecured notes with 10-year maturities, the company said in a notice to the stock exchanges. It will use the bond proceeds for its capital expenditure.

All five were arrested by police later after a taxi driver who was driving the women managed to escape. The incident was reported on Monday evening, when the two women aged 20 and 34 years were reportedly on their way to Anjuna beach. The ambitious insurance schemes launched by Prime Minister Narendra Modi last month has found over 40 lakh takers in his home state with cities and towns in north Gujarat and Saurashtra racing ahead of the rest of the state to be covered. The PM had launched accidental insurance scheme Pradhan Mantri Suraksha Bima Yojana (PMSBY) and life insurance scheme Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY). State Level Bankers’ Committee (SLBC) revealed that more than 40 lakh people have been covered in Gujarat under these two schemes. Until May 10, under PMSBY around 31 lakh people were covered in the state while under PMJJBY 9 lakh were covered. In PMSBY, with an annual premium of Rs 12, a person is insured of Rs 2 lakh while in PMJJBY the premium is Rs

330 per annum and insurance amount is Rs 2 lakh. There are around 60 lakh active bank accounts in the state and SLBC aims to meet the target soon after having covered almost 70% of the target. “It is a yearly scheme from June 1 to May 31 every year. Though it has been targeted only at the people who have bank accounts, it is to be seen how the scheme sustains. Most of the accounts opened under PM Jan Dhan Yojana are still zero balance,” said an SLBC official. State Bank of India is leading with 7.4 lakh insurances, followed by 6.6 lakh by Dena Bank, 6.2 lakh by Bank of Baroda and rest by others in PMSBY. “We have seen maximum insurances issued in Mehsana, Sabarkantha, Banaskantha, Rajkot and Jamnagar. Cities like Ahmedabad and Surat are slowly catching up,” said a Dena Bank official.

and create jobs. The plastic currency refers to the usage of credit and debit cards. It also reduces reliance on paper currency notes. Meanwhile, Jaitley said that development of paper manufacturing facilities at Hoshangabad and Mysore would help in printing currency notes on domestically produced paper and promote ‘Make In India’ initiative of the Modi government. “It’s about time that we start at least printing our own currency with our own ink and paper.

when courts reopen after vacation. His first case will be as a defence lawyer for IPS officer R S Yadav who has been denied several promotions and is still an SP. “After the summer vacation, I will begin my legal practice right away. IPS officer RS Yadav is my first client,” said Sharma. Sources said the former IPS officer will also be defending Yadav in six departmental inquiries and the cases related to them. Sources said this includes departmental proceeding over the kidnapping of a 7-year-old girl in the state capital when Yadav was SP, Gandhinagar from 1995 to 1997. It may be noted that Sharma, in November 2014, had given the State Home Department a three-month no-

tice while seeking premature retirement from the IPS. In February 2015, the state government approved his resignation. Later, Sharma, who is also a law graduate, submitted an application to the Bar Council of Gujarat (BCG) for registration as a lawyer. The BCG later registered Sharma as lawyer. During the 2002 riots, Rahul Sharma was posted as SP, Bhavnagar. Here he had saved about 400 children trapped in a local madrassa from a mob of rioters. After that, Sharma was transferred as deputy commissioner of police, Ahmedabad city control room, where he was also asked to assist the city crime branch in investigating the massacres that had occurred during the riots.

An official of the Sardar Sarovar Narmada Nigam Limited department said a fixed amount of water is released from the Narmada canal according to the requirement of farmers. “On several occasions, the farmers do not use their quota, leaving excess water to flow into Nalsarovar through a number of rivulets,” said the official. Officials woke up to the threat when the count of migratory birds dropped to half — from nearly three lakh birds in early 2000 to 1.5 lakh in 2014. Significantly, more than winged visitors from abroad, Nalsarovar had become home to locals birds of the swimmer and diver species that favour deep waters.

60% of school toilets not used: Survey

Sunvilla News | Ahmedabad

A recent study has revealed that in over 60% of the schools surveyed, students avoid using the school toilets. The main reason for this is lack of hygiene or (in the case of girls) privacy. This raises questions about Union finance minister Arun Jaitley’s statement on Tuesday that the central government hopes to have toilets in all schools by June as part of its ambitious Swachh Bharat campaign. What purpose will these toilets serve if students avoid using them due to lack of hygiene or privacy? For example, the primary school in Dudhala village in Jungadh district has

proper sanitation facilities and has separate toilets for girls and boys. Yet the girls rarely use these toilets as they are close to those for boys and, secondly, because they face the main road. These facts were highlighted during a study conducted by the Aga Khan Rural Support Programme (AKRSP) to know the status of sanitation in schools. For the study, 933 schools in 765 villages of Gujarat, Madhya Pradesh and Bihar were surveyed. The study further revealed that in several cases, the villagers used the urinals and toilets after school hours. Hence students had to lock these toilets. The primary school in Dudhala

is not the only one whose toilets are not used by its students. There are several schools in Gujarat, Bihar and Madhya Pradesh which have the necessary sanitation facilities but they are not used by the students, particularly the girls. In some cases, these toilets are either in the open or face playgrounds because of which girls don’t use them.
