Cracking the prestigious Civil Services Examinations no more remains an ‘urban-centric phenomenon’, say officials at SPIPA (Sardar Patel Institute of Public Administration)- the city-based apex training institute set by Gujarat Government. This institute saw a record breaking 20 of its students clear the UPSC exams, the results of which were declared by the Union Public Service Commission (UPSC) on Saturday. Out of 61 candidates who appeared for the Mains from the institute, 3 candidates namely Anil Dhameliya (23), Mehul Patel (27) and Ra-
jendrakumar M Patel (70) secured positions in the All India top 100 rankings. Of the 20 successful candidates who made the cut included two women, 5 candidates from SC (Scheduled Caste) and one from ST (Scheduled Tribe) category. Congress seeks changes in GST Bill

In a move that could jeopardise the fate of the GST Bill, the Congress, at the meeting of the select committee on Friday, demanded that alcohol, tobacco and electricity be included within the ambit of the Goods and Services Tax (GST). The party wants petroleum products to be under GST from the first year itself instead of a gradual inclusion over five years. It has also opposed the 1 per cent additional tax that states were allowed to levy — to be collected by the Centre and eventually devolved to them. The decision to exclude alcohol, tobacco etc was taken by the empowered group of finance ministers that deliberated on GST for many years. Among the states that pushed for the 1 per cent additional tax were Gujarat, West Bengal and Tamil Nadu. Even if the Congress is outvoted within the committee, the constitution amendment Bill cannot be passed in the Rajya Sabha without its support — the Congress has 68 members in
the 244-member House — unless the party stages a walkout. With some help from the Janata Parivar parties, the GST Bill has hit a roadblock. While the AIADMK opposes the Bill, the Trinamool Congress is in favour, although it is pushing hard for the Rs 4,000-odd crore sales tax compensation. Congress sources said the party wants five changes, including bringing in tobacco, electricity, alcohol and petrol under the GST regime. These have been exempted so far due to objections from the states. The Congress also wants removal of the 1 per cent additional tax, imposed over and above the GST to compensate the manufacturing states. The party feels this provision will only benefit states like Gujarat, Maharashtra and Tamil Nadu. The Congress wants the revenue-neutral GST rate to be kept at 18 per cent and not 27 per cent, and 100 per cent compensation for five years to states for revenue loss due to the switch to the new regime.

Modi Bima Yojana can’t take off without state help Pradhan Mantri Jeevan Jyoti Bima Yojana — PM Narendra Modi’s pet social security scheme — will need hand-holding by states to get to its feet. This is one area where the Modi government is looking for financial favours from the Mamata government, but will she play along? At first glance, the yojana looks like an out-and-out central scheme, but some number crunching by Life Insurance Council — the nodal body for life insurance companies — has revealed that it needs support from state governments for its viability. Insurance firms have also found to their dismay that they will lose heavily unless they get a waiver on stamp duty, which ranges from Rs 30 to Rs 40 per policy in various states. Mamata Banerjee has to take the call on whether she will indulge in this giveand-take with Modi for greater gains. The scheme, launched with much fanfare by Modi in Kolkata in May, has become a concern for state governments and life insurance companies alike, particularly because the Centre has no direct financial involvement in it. There are 2.6 crore policies under the yojana across India and Bengal accounts for around 10-12% of this, say sources. Getting on board this scheme will cost the Bengal government Rs 10-12 crore a year. “We approached the Centre for stamp duty exemptions. The Centre has told us to talk to state governments as it is a state subject,” said V Manickam, secretary general of Life Insurance Council. Manickam, who was in Kolkata on Saturday to attend the ICC Insurance Summit, gave the break-up of the Rs 330 premium: Rs 41 goes to banks as administrative charges and agent commission, stamp duty costs Rs 30-40, and insurance companies get only Rs 240-250. “Now, we have to do reinsurance of all the policies and there is a premium for that as well. So very little is left with us,” he said. The council has approached Insurance Regulatory and Development Authority for 50% concession in re-insurance policies. “IRDA is in talks with reinsurer for this. We had also asked the Centre but they advised us to approach the states. We shall meet the Maharashtra government first followed by West Bengal and others where the number of policies under PMJJBY is substantial,” Manickam said. Almost two months after the scheme was launched, 45 claims have already been registered across the country — one of which is from Bengal (Hooghly’s P S Kalal on July 2). The council has approached Credit Information Bureau of India to help companies identify duplicate claims under the scheme, said Manickam. “One might have 3-4 policies through multiple bank accounts but as per the scheme one person can have one policy only. Cibil will verify that during claim settlement,” he added. Under the scheme, anyone can get life insurance worth Rs 2 lakh by paying an annual premium of just Rs 330. The only criteria are that you should be between 18 and 50 years of age and have a bank account.

Socio Economic and Caste census: Landlessness SPORTS ROUNDUP high in Kerala, West Bengal despite land reforms Agency | New Delhi States that have implemented land reforms have higher rates of landlessness than the national average, according to data from the Socio Economic and Caste Census (SECC). Of the country’s total 17.92 crore rural households, 10.08 crore or 56 per cent do not own any agricultural land. What is surprising, though, is that the incidence of landlessness is higher in Kerala (72 per cent) and West Bengal (70 per cent). The percentage of rural households with no land in the two states — both known to have undertaken radical land reforms under Left-ruled governments in the past — is higher than even for the likes of Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Gujarat, Maharashtra or Odisha that have no record of carrying out any sustained land redistribution programme. One reason for this seeming discrepancy could be that the SECC data looks only at agricultural land and not homestead land, said Abhijit Sen, former member of the Planning Commission. Kerala, for one, has seen significant
reduction in land under cultivation. Quite a bit of farmlands redistributed to erstwhile tenant-cultivators after imposition of land ceilings would, over time, have got converted to pure homesteads. Many agricultural households would have exited farming altogether. This is partly also borne out by the SECC data on sources of household income. While “cultivation” formed the main source of income for 30.1 per cent of all rural households in India, the figure for Kerala was as low as 10.25 per cent. However, K P Kannan, former director of the Thiruvananthapuram-based Centre for Development Studies, felt that the 72 per cent landlessness figure “needs further confirmation”. While the gross cropped area in Kerala has fallen, it “has not dipped to the extent the SECC data would suggest”. In West Bengal, the high landlessness is seen to be related to the fact that land reforms in the state were focused more on providing sharecroppers legal security of tenure and protection against eviction — through the Left Front government’s

The Acting Chief Justice (ACJ) of Gujarat high court justice V M Sahai on Friday dismissed a criminal application seeking action against Prime Minister Narendra Modi for filing a defective affidavit by concealing information about his marital status during 2012 assembly polls. Justice Sahai who sat as single bench rejected the petition upholding the order of a sessions court that had dismissed the petition on the ground of delay in lodging the complaint. Justice Sahai held that there was delay in lodging a complaint and also the petitioner
failed to plead in his application specifically that he acquired knowledge about the offence only in 2014. Justice Sahai said that law is settled that the court can’t work on assumption that the petitioner had no knowledge about the offence prier to 2014. “Had you specifically mentioned that you came to know about the offence only in 2014 during the election, things would have been different. The Gujarat government on Saturday extended the ban on Nestle’s Maggi noodles for another month as the company failed to produce safety standard reports, an official said. “We have extended the ban on Maggi because the company failed to furnish reports regarding the safety of its product,” Gujarat Food and Drug Control Authority commissioner H G Koshia told reporters. “We have also extended the ban on Hakka noodles of SK Foods for one month as it too did not produce reports on safety,” he added. The state government, on June 4, banned
the sale of Maggi noodles for one month in the state after the lead and monosodium glutamate levels in the noodles were found to be above the prescribed limits. Of the 27 samples, 14 had 2.8 PPM to 5 PPM (particle per million) of lead, as against the prescribed limit of 2.5 PPM, according to the state government. Koshia said
