Remaking the idea of an Indian citizen The controversy unfolding in Assam over the National Register of Citizens (NRC), published on August 31, has brought to the fore important fault lines in the construction of citizenship in contemporary India. In particular, it places the spotlight on the role of key institutional actors – the bureaucracy and judiciary – in adjudicating citizenship. Crucially, the implementation of the NRC is illustrative of the ways in which the politics of religion has increasingly begun to intersect with institutional processes to shape understandings of who is a “legal” citizen. Against the backdrop of growing calls for a nationwide NRC, and the pending amendments to the citizenship law, Assam’s present quagmire could extend to many parts of the country. Its consequences on the making and remaking of citizenship in India are significant, and thus need careful interrogation.Writing in these pages, when the draft NRC was published last August, I pointed to the central role played by bureaucratic procedures and documents in determining citizenship through the NRC. To be included in the NRC, the onus lay on Assamese residents to furnish official documents in their possession as proof of citizenship on or before 1971, leaving it to the powers of the State to certify their authenticity. But a combination of bureaucratic failure and vulnerability to corruption, typical of how bureaucracy operates in India, has made this an arbitrary and disempowering process. Reportage from Assam on the NRC process brought out the many quality gaps in the government’s own documents – misspelt names, differences in dates and names recorded across documents belonging to the same individual, and data entry errors were all too frequent. This poor quality documentation, coupled with rampant corruption, which makes the purchase of fake documents easy, resulted in the government viewing its own documents with deep suspicion and forcing it to search for means to verify and authenticate its own paperwork. The bureaucracy’s suspicion (and resultant mishandling) of its own documents paved the way for arbitrary judicial intervention. Throughout the process of the NRC, the Supreme Court intervened regularly on what ought to have been routine decisions made by those with a ground-level understanding of bureaucratic procedures. Instead, the courts busied themselves often passing conflicting orders on details, including the types and numbers of documents that could be furnished by applicants to prove their citizenship claims, creating chaos on the ground.

Ahmedabad: The Anti-Corruption Bureau on Monday arrested Jayanti Patel, field assistant of Gujarat Land Development Corporation (GLDC) of Chotta Udaipur and his wife for possessing Rs 2.50 crore worth of disproportionate assets. As per officials, ACB lodged a case on May 2018 against five GLDC officers of Gandhinagar in connection with the Rs 56 lakh bribery case.ACB officials got a tip-off about Jayanti Patel also accepting bribe from people in the name of approving the grant. The Surat ACB investigating officials revealed that a total of Rs 2.50 crore worth of disproportionate assets which he had bought in the name of his wife Nanda Patel and other relatives was recovered from Patel. The investigation also revealed that Patel had even shown his son Jaimin as a contractor and had transferred Rs 1.5 crore to his account from the GLDC account. As per officials, assets bought in under his wife's name comprised land, vehicles, and cash. Patel and his wife were summoned by ACB officials to record their statements, during which it was also revealed that his wife helped him in hiding the assets. A public interest litigation (PIL)

has been filed in the Gujarat High Court seeking a direction to the state government to ensure that noise pollution caused by the usage of loudspeakers during festivities, especially in silence zones such as hospitals and schools, should be brought to an end. The petitioner, Chandulal Mistry, a senior citizen from Vadodara, has demanded that the authorities should be directed to prohibit the use of loudspeakers in residential areas as well.During the hearing of the case on Tuesday, the counsel for Mistry pointed out that the use of loudspeakers in areas around hospitals during the festivities create a lot of trouble for patients, especially those who are critical and are kept in intensive care unit. Similarly, due to the noise pollution caused by festival organisers, school and college students are unable to concentrate on their studies. Mistry has also pointed out that the use of loudspeakers also creates a problem in residential areas and there is an urgent need to prohibit its use in such areas. The petitioner has also clarified that he is not against the use of loudspeakers during festivities, but the authorities should impose reasonable restrictions on its use.

She created a fake account in the victim's name on Instagram and posted her morphed photographs to ruin her image. She was arrested by Cyber cell on Tuesday. According to the police, a complaint was lodged with the Cyber Cell on Monday by the 32-yearold victim who is a resident of Dudheshwar. As per the complaint, she received the morphed nude pictures from an unknown number a few months ago. She blocked the number and stayed mum about the incident.

However, her efforts to keep the incident a secret failed after her brother-inlaw got an Instagram request from a fake account of the victim which contained her morphed pictures. Following this, a complaint was lodged. During the investigation, the technical team traced down the mobile number through which the fake account was created. Ahmedabad : The government on Tuesday announced that e-stamping facility will now be available at more centres including licensed stamp vendors and notaries.In Ahmedabad alone, stamp papers can be brought at 61 authorised centres of banks and their branches, courts and subregistrar offices but not all of them provide the e-stamping facility. E-stamping is a computer version of the stamp paper to pay stamp duty to

the government. Revenue minister Kaushik Patel at a press conference said that the state has decided to increase

the number of vendors who can provide the facility of e-stamping. "We had received several complaints about

black marketing, artificial shortage of stamp papers created by stamp vendors to procure more money from those in need. But with more vendors getting the nod for e-stamping, this will be curbed," said Patel.He said that this will also improve the speed and efficiency with which documents need to be registered in the state. "Moreover, with e-stamping, people need to buy stamp papers in advance," said Patel.
