Air pollution: Noida schools ordered to hold online classes till November 8 Agency News : Noida All schools in Noida and Greater Noida were Thursday asked to hold classes online for students up to Class 8 till November 8 in view of increasing pollution in the National Capital Region, according to an official order. The schools have also been told to hold classes for students of Class 9 to 12 online as far as possible, said the order issued by Gautam Buddh Nagar’s District Inspector of Schools (DIOS) Dharmveer Singh. Outdoor activities like sports or meetings will stay completely banned in all schools, the order further stated. ”All schools have been asked to move to online medium for teaching students up to Class 8.

The Madras High Court has permitted Rashtriya Swayamsevak Sangh, or RSS, to hold marches in 44 places across Tamil Nadu on November 6. The state government had earlier permitted the march in only three of the 50 places the right-wing outfit had sought permission for. The RSS, the court ruled, should conduct the marches peacefully or face consequences. The court has, however, denied permission for the march in six communally sensitive places, including Coimbatore, Pollachi, and Nagercoil. Ruling that it found nothing adverse in the reports by intelligence agencies, the court also allowed RSS, the ideological parent of the BJP, to seek permission for the march in even the six other locations after two months. Officials of the CBI on Friday visited a lottery shop in Bengal’s Birbhum district, where jailed TMC leader Anubrata Mondal had bagged a prize of ₹ 1 crore and sought details of the ticket he had bought. A senior official of the Central Bureau of Investigation (CBI) said the officials spoke to the owner of the shop in Bolpur and other persons employed there, he said. “We sought details of the ticket on which Mondal won the cash prize of ₹ 1 crore. As they could not provide us with the details, we asked them to visit our office in Bolpur with all information,” the official told. Anubrata Mondal was arrested by the CBI in August in connection with its probe into a cattle smuggling case. A source close to him revealed that Mondal had earlier this year won ₹ 1 crore on a lottery ticket, which was reportedly purchased

by his bodyguards on his request. Asked what could be the connection between Mondal winning the lottery to the cattle smuggling case, the CBI officer said that the agency suspects that proceeds earned from the “crime” was “actually diverted to the lottery business to make black money white”. “There are high chances that the black money earned from cattle smuggling was used in the lottery business. We are investigating the matter. We are talking to several people,” the CBI officer said. Mondal’s daughter Sukanya was questioned by an ED, which is probing the money trail in the cattle smuggling case, at its Delhi headquarters on Wednesday.

With a steady stream of devotees to Ayodhya amid the ongoing construction of the Ram temple, the Uttar Pradesh government has approved three main routes to the temple site which will enable visitors to have ‘darshan’. Work on laying two of these routes is already underway, government officials said. One of these three routes, to be named Ram Path, will span 13 kms and connect Sahadatganj to Naya Ghat. While the road is to be laid at a cost of ₹ 400 crore, the tendering process has been completed. A committee has also conducted a survey of the main route after it was approved by the government. Police in Pakistan’s Punjab province have arrested two more suspects, who they believe had sold the pistol and bullets for PKR 20,000 to Naveed Mohammad Basheer, the assailant who tried to assassinate former premier Imran Khan during a political rally, according to a media report on Friday. Giving details of top revenue earners from the scrap, he said the Department of Military Affairs was at the top with ₹ 212.76 crore followed by the Coal Ministry at ₹ 48.51 crore and the Railways Ministry, ₹ 33.05 crore.

Harsh heart: Editorial on Supreme Court’s directive on the ‘two-finger’ test The protocol for procedural conduct in cases of sexual assault on women has, for long, been firmly established by judicial directives. Surprisingly, the Supreme Court had to confront the shocking reality of the ‘two-finger test’ still being in use to examine rape survivors; it recently directed the Centre and the states to ensure that this obsolete, invasive procedure is no longer conducted and removed from the curriculum of government as well as private medical colleges. The bench also observed that there is no scientific basis for the test; instead — this is a crucial point — it ends up revictimising and retraumatising women. The observation comes in the backdrop of a decision by the Jharkhand High Court to acquit a rape and murder convict in an incident dating back to 2004. While overturning the high court’s order and upholding the decision by a trial court that found the accused guilty, the Supreme Court referred to a decade-old decision in Lillu vs State of Haryana that had held the two-finger test to be a violation of dignity and privacy. Officials ignoring this order would be guilty of misconduct and liable for punitive action — and deservingly so. The crux of the matter is the absence of institutional sensitivity towards victims of sexual assault. This indifference, in turn, can be attributed to embedded patriarchal notions about the bodily integrity of women being fluid. In a country that witnesses over 80 rapes of women every day, the police and the medical system often serve as the first responders. And, yet, it is in these institutions where women are often subjected to humiliation and judgment. The law mandates that in the case of sexual assault or attempted sexual assault, a trained female police officer should gather testimony from the complainant, videotape the statement and have the statement recorded by a judicial magistrate without delay. However, procedural delays are common, coupled with prejudicial conduct on the part of the police. Neither are hospital personnel adequately sensitised: focus is often shifted to aspects of the survivor’s sexual history — a privacy issue — that are irrelevant to the case. These and the other gaps in judicial directive and investigative ecosystem must - Kapilkumar M. Hirpara be bridged without delay.

Agency News : Betul At least 11 people lost their lives in a bus accident after it collided with a car near the Jhallar police station in Madhya Pradesh’s Betul. One injured person has been admitted to a hospital, Betul SP Simala Prasad told. Prime Minister Narendra Modi also expressed grief at the loss of lives in the accident and announced an ex gratia of Rs 2 lakh each to the next of kin of the deceased and Rs 50,000 each for the injured. In a tweet quoting Modi, his office said, “Pained by the loss of lives due to an accident in Betul, MP. Condolences to the bereaved families. May the injured recover soon. An ex gratia of Rs 2 lakh from PMNRF would be given to the next of kin of each deceased. Rs 50,000 would be given to the injured.” The accident occurred on Bhainsdehi road, about 36 km from the district headquarters around 2 am, Betul police control room assistant sub-inspector Shivraj Singh Thakur told. “Six men, three women, a five-year-old girl

and a one-and-a-half-year-old boy died on the spot in the accident,” he said. Jhallar police station incharge Deepak Parashar said all 11 occupants of the SUV died in the accident. According to police, the deceased were labourers, who were returning home here from Amravati in neighbouring Maharashtra. The severity of the accident was such that the front portion of the SUV was completely damaged and got stuck to the bus. The bodies of some of the victims had to be extricated from the mangled remains of the SUV with the help of gas cutters, Thakur said. The bodies were later sent for postmortem. Primary investigation suggests that the accident took place after the driver of the SUV lost control over the vehicle due to sleep, police said. The driver of the bus was arrested and further investigation is underway, they said. Betul collector Amanbir Singh Bains said he has asked the doctors to expedite the autopsy process and send the bodies of the victims to their native places.

Delhi Chief Minister Arvind Kejriwal on Saturday noted that deteriorating air quality and pollution levels were a problem of the entire north India and the Centre should take steps to address it. “This is not the time for blame game and politics, but time to find a solution to the problem. Blaming Kejriwal or the Punjab government won’t help,” he said in a press conference. The chief minister, who was joined by his Punjab counterpart Bhagwant Mann, accepted that the stubble burning happening in Punjab was his party’s responsibility since its government is there. “Since our government is in Punjab, we are responsible for the stubble burning. It has been only six months since we formed the government there and there were issues that were being addressed. We are finding solutions. Give us a year’s time to address the issue,” Kejriwal said. Mann concurred with him and said there was bumper paddy crop, which resulted in a huge amount of stubble. “We are taking steps like there are 1.20 lakh machines

to bury stubble. Panchayats have also passed resolutions to stop stubble burning. We promise by November next year, stubble burning will reduce,” he stressed. Kejriwal also called for Centre taking the lead in providing a solution to stubble burning. This problem has gone up to Bihar. Similar steps have to be taken by other governments also, he said. BJP leader Manoj Tewari said hit back at Kejriwal saying he has no right to be the CM while leaving Delhi reeling under pollution. Agency News : New Delhi The Income Tax Department on Friday conducted searches at properties linked to Jharkhand Congress MLAs Kumar Jaimangal and Pradip Yadav, officials said. Jaimangal alias Anup Singh is a legislator from Bermo, while Yadav who joined Congress after splitting from the JVM-P represents Poriyahat. Congress is a partner of the JMM-led ruling alliance in the state. The searches were conducted at the properties of the legislators in Ranchi, Bermo and Patna, officials said. Some private people, including an iron ore trader in Chaibasa, were also

searched by the I-T Department, they said. Jaimangal said he was extending full cooperation to the I-T Department which is conducting the searches as part of an investigation into tax evasion charges. “The searches were carried out under the pressure of the BJP. Such action will have to be faced by those who are against BJP. I am against BJP and so, I am facing it. But, it can’t scare me,” he told. Jaimangal was the MLA who in August lodged the police complaint against three legislators of his party — Irfan Ansari, Rajesh Kachchap and Naman Bixal Kongari, alleging that they were plotting to topple the ruling UPA government in Jharkhand. The complaint was filed after the three Congress MLAs were arrested with cash in West Bengal in July. State Congress spokesperson Rajiv Ranjan alleged the I-T searches were part of an operation to destabilise governments in non-BJP ruled states. “The I-T Department is a constitutional body, we respect that. But, the timing raises questions,” he said. BJP legislative party leader Babulal Marandi said his party has nothing to do with such raids.

Ateacher or headmaster cannot be blamed for every act of students in school, the Madras High Court has held in a case of suicide by a 17-year-old. “Whenever a case of suicide is found, the parents are not expected to blame the teachers and headmasters alone in the absence of any evidences,” the bench of Justice SM Subramaniam held, adding that the teacher or headmaster can only be prosecuted if they impose corporal punishment, which is prohibited by the Education Department guidelines. “The practice of defaming the headmasters and teachers in general at all circumstances cannot be accepted. Teachers and headmasters are liable only if their misconduct, misbehaviour or otherwise are established through sufficient evidences,” the court stated. The case pertains to a 17-year-old government school student whose mother approached the high court after he died by suicide in 2017, alleging that her son was driven to kill himself following ‘torture’ by the headmaster of the school. State Bank of India (SBI), which is scheduled to announce its JulySeptember 2022 quarter results on Saturday (November 5), is likely to post a profit after tax (PAT) in the range of Rs 9,478 crore-Rs 12,063.6 crore, thus registering a growth of 56-98 per cent on a quarterly basis. On a year-on-year basis, the growth is expected to be around 58 per cent, according to estimates by brokerages. They said loan-loss provisions and growth in other income will sway net profit of the country’s largest lender in the September 2022 quarter (Q2FY23). The bank had posted a net profit of Rs 7,626.6

crore last year (Q2FY22) and Rs 6,068.1 crore in Q1FY23. SBI’s net interest income (NII), which is the difference between interest income earned and interest expended, may grow less than 10 per cent, both y-o-y and q-o-q, to Rs 32,681 crore-Rs 33.537.6 crore. ICICI Securities said, “Advances are likely to grow led by uptick in retail, corporate and overseas advances. Moreover, in terms of loan mix, 75 per cent of the lending book is linked to MCLR/EBR or T-Bills and reset happens on 1st of the next month.
