A comprehensive plan is being chalked out to make Punjab a tourism hub, State Tourism and Cultural Affairs Minister Navjot Singh Sidhu said here today. Kerala’s department of higher secondary education declared the Secondary School Leaving Certificate (SSLC) or Class 10 board examination results on Friday. The SSLC examination was conducted in March this year. Students can check their results by clicking here. Key in your register number, date of birth and click on get result. The results will be displayed on the screen. Take a printout and save it on your computer. The examination was held at 2,933 centres in the state and 9 centres in Lakshadweep and the Middle-East region in which 4,55,906 regular students and 2,588 private students had appeared. The result was delayed this year as the exam had to be rescheduled after the mathematics question paper was leaked. Last year, the results were declared on April 27 and the pass percentage was 96.59%.

A candle light tribute to Nirbhya on the occasion of Nirbhya gangrape anniversary in Lucknow Agency | New Delhi The Supreme Court on Friday confirmed the death sentence awarded by the Delhi High Court to the four convicts in the December 16 gangrape case. The bench comprising Justice Dipak Misra, R Banumathi and Ashok Bhushan heard the plea by the four convicts – Mukesh Singh, Pawan Gupta, Vinay Sharma and Akshay Thakur. The top court said the act ‘demonstrates perversion of the accused’ and added that if any case warrants a death sentence, it’s this one. The court added that criminal conspiracy allegations against the convicts stand established. The mother of the victim had earlier expressed confidence that the top court will uphold the High Court order. “We have full faith in the judicial

system and I am sure that the Supreme Court will announce death sentence in its verdict for the guilty. I am sure the Supreme Court will give justice to my daughter. This will set an example for the world.” The victim’s father added, “Leave Supreme Court, even God will not forgive such people.” Six men, including the four convicts, were found guilty of brutally raping a 23-year old physiotherapist inside a bus on December 16, 2012. The victim succumbed to injuries 13 days later in a hospital in Singapore. One of the primary suspects, Ram Singh, was found hanging inside a prison cell in Tihar jail in March 2013, while another suspect, a juvenile at the time of the crime, was given a sentence of 3 years inside a juvenile home. The remain-

ing four convicts were awarded death sentence by the trial court, whose decision was upheld by Delhi High Court on March 13, 2014. The High Court agreed with the trial court that the crime of the convicts fell into “rarest of rare” cases. The convicts had filed an appeal in the Supreme Court challenging the HC verdict. Advocates A P Singh and M L Sharma, who were representatives of the convicts, asked the court to show leniency as the four accused come from a poor family background and are young in age. The advocates also questioned the evidence collected by the police in the matter and said the convicts should be given a chance to reform considering the mitigating circumstances of each convict. Four of the remaining convicts were today awarded the death sentence by the Supreme Court. The court noted that the case had sent a ‘tsunami of shock’ all over and was a rarest of rare case. It was the “most brutal, barbaric and diabolical attack” on the victim, the Supreme Court said. The death was sentence was first awarded by the trial court which heard the case and later upheld by the Delhi High Court.

Ramachandran, who assisted the court as amicus curiae, had told the bench that the option of awarding jail term for the whole life may be considered. Hegde said that the crime committed was of “immense proportion” but as the evidence was not concrete against the culprits, it does not warrant a death penalty. In February, the apex court bench had prima facie agreed with Ramachandran’s contention that the provision of the Code of Criminal Procedure (CrPC), relating to sentencing of convicts, has not been followed in letter and spirit by the trial court. The bench said that as per section 235 of the CrPC an accused, in the event of conviction, would be heard by on the question of sentencing individually before the trial judge passes the order awarding punishment.

India successfully launched the South Asia Satellite, intended to serve “economic and developmental priorities” of South Asian nations, using its heavy rocket Geosynchronous Satellite Launch Vehicle (GSLV-F09) on Friday. Precisely at 4.57 pm, the GSLV-F09 took off to the sky from the second launch pad at the Satish Dhawan Space Centre at the Sriharikota spaceport in Andhra Pradesh, carrying the GSAT-9 satellite. The 49-metre, 415 tonne rocket slung the 2,230 kg satellite into geosynchronous transfer orbit, from where it would be taken up to its final geostationary orbit. In 2014, Prime Minister Narendra

Modi tasked the Indian Space Research Organisation (ISRO) to develop a satellite for use by the Saarc countries. Costing around Rs 235 crore, the satellite was initially known as the Saarc satellite. But with Pakistan deciding to keep out, it is called the South Asia Satellite. With a life span of over 12 years, its objective is to provide communication applications in Ku-band for the user nations The satellite, with its 12-Ku band transponders-transmitters and receivers of radio signals, will enable telecommunication, tele-education

and tele-medicine as well as mapping of natural resources. It would also provide/augment internet connectivity and would be useful in disaster management. Modi has said the South Asia satellite would go a long way in addressing the region’s economic and developmental priorities. “Natural resources mapping, telemedicine, the field of education, deeper IT connectivity or fostering people-to-people contact, this satellite will prove to be a boon in the progress of the entire region,” he said. “It is an important step by India to enhance cooperation with the entire South Asia... It is an invaluable gift. This is an appropriate example of our commitment towards South Asia.

High NPAs impeding growth of factoring business: RBI official Agency | New Delhi

A senior Reserve Bank official on Friday said very high level of bad loans are hampering the faster growth of the factoring segment. Noting that despite the enactment of the Factoring Regulation Act in 2011, the industry has not taken off as desired, Sudarshan Sen, an executive director at the central bank said that due to this the Rs 3,200 crore industry has not grown in recent years. “What is of concern also is the high NPAs in the factoring sec-

tor with a gross NPA of 29 per cent and net NPA ratio of 11 per cent, which is alarming as it has led the players with negative RoA (return on assets) and RoE (return on equity). So these areas need to be addressed,” Sen told a factoring summit organised by industry lobby

He said one of impediments in the healthy functioning of factoring industry is the non-availability of recourse under the provisions of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (Sarfaesi) Act. Its provisions were extended to all systemically important NBFCs including NBFC factors last year.

The Centre on Friday released draft rules for a ‘no-fly list’ — a first in India — for unruly passengers. This comes in the backdrop of Shiv Sena MP Ravindra Gaikwad assaulting an Air India employee in March. Civil Aviation Minister Ashok Gajapathi Raju, MoS Jayant Sinha and Civil Aviation Secretary R N Choubey released the rules. The government has outlined three levels of disruptions for flyers. “Level 1 will be disruptive behaviour like physical gestures etc., level 2 will be physically abusive behaviour like

rules do not say anything on creation of a ‘no-fly list’ — where passengers, if declared unruly by the airlines, would be denied tickets. In a letter to Air India CMD, Ministry of Civil Aviation had said the existing Civil Aviation Requirements (CAR) were being amended by the Directorate General of Civil Aviation (DGCA) to facilitate such a list. It also appealed to lift the ban on Gaikwad, said.

Ahead of his elevation as the Congress President, Rahul Gandhi has kick-started the process of assembling a new, predominantly young AICC team. As an icing, he may retain some seniors. There are indications that he may go in for a thorough organisational overhaul, but in installments. The calibrated approach, apparently, is to neutralise any organised rebellion against reforms by the entrenched fossil. Rahul has been facing stiff resistance from the old guards against a wholesale purge. Last week, he surprised political observers by firing his one-time mentor, 70-year-old Digvijaya Singh, as AICC General Secretary In-charge of Goa and poll-bound Karnataka. Singh was replaced by a youthful KC Venugopal, Lok Sabha MP from Kerala, as Karnataka in-charge with the rank of a General Secretary. Four young Rahul loyalists — Manicka Tagore, PC Vishnunath, Madhu Yashki Goud, and Sake Sailjanath have been appointed AICC Secretaries to assist Venugopal. Another young leader A Chella Kumar, replaced Digvijaya as Goa In-charge. Besides being a motormouth, the latter had messed up government formation in the coastal state despite the Congress emerging as the single largest party. Amit Deshmukh, son of former Maharashtra CM Vilasrao Deshmukh, has been elevated to the rank of AICC Secretary, Goa, to co-ordinate with Chella Kumar. Ashok Gehlot, former CM, Rajasthan, has been appointed General Secretary In-charge of Gujarat, replacing Gurudas Kamat. Gehlot’s appointment became necessary after Kamat, holding the dual charge of Gujarat and Rajasthan, sought to quit. Gehlot is a grassroots politician and among the current crop of leaders he is considered the best bet for Gujarat. Besides, his transfer to Gujarat will give some breathing space to Sachin Pilot, Rajasthan PCC Chief and a Rahul pick. Gehlot has been breathing down Pilot’s neck, triggering factional feuds. Two youth leaders — Rajeev Satav (Lok Sabha MP) and Jitu Patwari (Madhya Pradesh legislator) — have been designated Secretaries to assist Gehlot in Gujarat. It remains to be seen if Rahul’s obsession with youth will pay off. His earlier recruits — Partap Singh Bajwa (former Punjab PCC Chief), Ajay Maken (Delhi PCC Chief), Sanjay Nirupam (Mumbai), and Raj Babbar (UP) were flop-shows. Bajwa was replaced only after Captain Amarinder Singh threatened to revolt. Kamat, who has been sulking ever since his bête noire Nirupam was appointed Mumbai Congress President, wanted to resign a few months ago but deferred his decision on Sonia Gandhi’s request. Last week, Kamat has requested the Congress President to divest him of his Rajasthan charge as well. In a letter to Gandhi, inter alia, he said: “My heart is not in the job anymore.” Just eight words...that say a lot about the dangerous drift in the Grand Old Party. The change of guard in Karnataka and Goa indicates that it will not be business as usual and that seniority and loyalty are no longer the sole criteria for AICC placements. The Gandhi scion inherited a moribund party machinery, lacking organisational muscle and talent.

The Gujarat High Court on Thursday issued notice to the state government on petitions moved by a group of private schools affiliated to the CBSE, challenging the recently implemented Gujarat Self Financed Schools (Regulation of Fees) Act. The schools have contended that they are not governed by the state law and that they are being regulated by the Central Board of Secondary Education (CBSE) and the central law. One of the petitioner schools Prakash High School, affiliated to the CBSE, stated that it has been recognised as minority school for the

betterment of the Jain community in the state. Therefore, the school in the petition argued that compelling it to implement the new law will be a violation of the constitutional right of minority schools. It also said that apart from the CBSE, it is regulated by the National Commission for Minorities and therefore, the state law cannot be imposed on it. Apart from Prakash High School, a petition has been moved by the Schools Welfare

Federation that has more than 50 CBSE affiliated schools as it members. Division bench of Chief Justice R Subhash Reddy and Justice V M Pancholi issued notice to the state through the advocate general, while granting interim relief to such school. The court extended deadline for schools to submit their proposal to the Fee Regulation Committee in case they charge higher fee than what has been determined under the Act by 20 days.

THE DALITS of Malanpur village in Botad district ended their 12-day protest and returned home on Tuesday night after government officers assured them of security and also to look into their demand of allocating land. The Dalits had been camping outside the office of Ranpur mamlatdar since April 21, apprehending boycott and attack on them by other villagers. Early on Tuesday, the sub-divisional magistrate of Barwala and the Ranpur mamlatdar held a meeting with 18 Dalit families. “We assured them that we shall look into their demands and explore possibility of allotting them Santhali land, which they can cultivate.

We also assured them that the administration will help them in getting employment and training, according to guidelines of the state government, and that police deployment in the village will continue till situation warrants. They agreed to end their protest,” Botad district collector Sujit Kumar told The Indian Express. Eventually, around 100 members of the Dalit families reached Malanpur, around 12 km away from Ranpur, in two tractors, two cars and a few motorbikes. Police accompanied them along the route. Police had been deployed

in the Dalit locality since April 21, when the families fled their homes after allegedly facing social and economic boycott from the Koli community and others. The dispute had started on April 18 when the Dalits were allegedly prevented from having meal in the plates arranged for a feast organised to mark the anniversary of a local temple. Following this, some villagers allegedly decided to boycott the Dalits and also not give them work. Almost all Dalit families of Malanpur earn their living by working on agricultural fields of the Kolis. Seven men were arrested by police after a Dalit filed a complaint alleging atrocity and intimidation.
