New Delhi : A 50 year-old man and his son were arrested for allegedly supplying charas in the national capital, police said Saturday. A total of 3.5 kg charas (a type of cannabis) was recovered from the possession of the accused, identified as Basu Dev Dass and his son Badal Dass (22), residents of Rajender Prasad Road in Delhi, they said. Both used to supply charas (a type of cannabis) in retail to drug addicts in Delhi after procuring the same from suppliers based in three states and Nepal, police said. New Delhi : Days after the successful test of an anti-satellite missile (ASAT) under Mission Shakti, the Defence Research and Development Organization (DRDO) on Saturday sought to ease concerns regarding the orbital debris in the space. Addressing a press conference in Delhi, DRDO chief G Satheesh Reddy said that India chose a much lower orbit of less than 300 km to avoid the threat of debris to global space assets and asserted that all the debris from the mission will decay in 45 days. “Mission planning involved extensive simulation to ensure no

damage due to debris. The high risk is in the first 10 days, that time frame gets over today. How do we give people confidence in our voting system? Whilst the Supreme Court considers a petition by 21 opposition parties demanding that, alongside the Electronic Voting Machines (EVMs), at least 50% of the Voter Verifiable Paper Audit Trail (VVPAT) machines also be counted, it’s worth asking whether this political demand is justified or unnecessary. Let’s start with what the experts believe. A committee appointed by the Election Commission to advise it has concluded that the verification of just 479 VVPATs and EVMs, out of a total of 10.35 lakh, “is sufficient to achieve a confidence level of 99.9936%”. Laymen like me will question how simply checking 0.046% can give you almost 100% confidence but the answer lies in the mathematical logic of statistical sampling, which is neither easy to understand nor explain. I shall deliberately steer clear of it. Instead, let me point out that this is more than a matter of mathematical logic. At its heart lies the question: how do we give the Indian people confidence in our voting system? For that, don’t we need to check a bigger sample? Most people would say you do. In fact, the truth is the Election Commission is already counting a considerably bigger sample. As the Commission told the Supreme Court, they check one VVPAT in each assembly segment of each Lok Sabha constituency. That comes to 4,125 EVMs and VVPATs. That’s actually 8.6 times what the experts have recommended. One other point: Since 2017, when VVPATs were introduced, 1,500 machines have been tested and not in a single case was an error found. Prima facie that’s a good argument for saying you don’t need to increase the count beyond the number specified by the Commission. However, if the Commission is forced to do so, there would be clear costs. If as many as 50% of VVPATs are counted, it could delay the results by six days. And since the VVPATs have to be counted manually, you could have mistakes, disputes and inevitable recounts. In effect, we would be back to the old paper ballot system. Given that the experts believe we already have a VVPAT tally that gives 99.9936% confidence, do we really want to increase it at the cost of delaying the results by six days? Almost certainly not. In fact, I’m pretty sure the opposition parties would also agree. Yet so strong is the concern that EVMs can be tampered with — even if it’s only limited to opposition parties — that it needs to be addressed. So perhaps just for this election — and not as a rule — perhaps 5% of all EVMs should be counted? This could be sufficient to give the reassurance that’s needed. At the same time, it would only delay the results by just over 12 hours. In the circumstances, that may be acceptable. Let me, however, raise one further question. The complaints about EVMs and the belief they can be tampered with is made by parties that have lost elections. This was as true of the BJP in 2009 as it is of the 21 parties today. Now to what extent is this because political parties lack confidence in people appointed to the Commission? In 2009, the BJP had doubts about Navin Chawla. Today, the opposition has reservations about Narendra Modi’s appointments. Surely the answer is to change the way the Commission is appointed? Rather than leave it to the government of the day, it should be done by a collegium comprising people like the Leader of the Opposition and the country’s Chief Jus- Kapilkumar M. Hirpara tice. Ahmedabad : The first day of admissions under the Right to Education (RTE) went smoothly as parents were able to fill their forms without any glitches. However little after 4 pm, the website showed an error which continued for a few hours. As confirmed by the education department, a total of 44,000 applications were filed by the parents in the state, out of which 25,000 were confirmed. This year, the state government is targetting to give admissions to 1.10 lakh students as against 85,000 last year, the process which will continue till April 20. “There were

no issues with the website almost all day before it crashed around 5 pm,” said Gulmoin Khokhar, convenor of Zubeida Seva Ghar that works round the clock for the cause of RTE. He added, “This year, the process has been smooth. Last year, the website crashed at noon due to which we could not fill forms. Till 5 pm, we have helped more than 100 parents to fill their forms and we will continue to do the same at night. The site would have crashed because of a sudden rush on the RTE portal. Also, this year, the government has done away with the mandate of both child and parents

Mohammad Rafiq Yatoo of Warpora, Sopore was a trooper with the Jammu and Kashmir Light Infantry (JAKLI). Officials said that he was killed around 5:30 pm when unidentified gunmen opened fire at him near his house. A senior police officer said Yatoo was rushed to a hospital but succumbed to his injuries. Soon after his killing, the Army and the Police launched a search operation in the area. No militant group has so far claimed responsibility for the killing. A fortnight ago two militants were killed in the same village during an encounter which lasted for two days. Yatoo had come home on leave five days ago and was currently posted with

52 Rashtriya Rifles which is deployed in north Kashmir. Officials said that he had joined army seven years ago. “He was with the army and was at home on leave. A case has been registered and police is investigating the circumstances of this terror crime,” a Police spokesperson said. In June last year, an army soldier Aurangzeb of 44 Rashtriya Rifles posted in south Kashmir’s Shopian district was abducted by militants and his bulletriddled body was found 10 kilometers away from the place of kidnapping. Aurangzeb, a resident of Poonch in Jammu was on way to his home to celebrate Eid when militants abducted him. In March suspected militants shot dead Showkat Ahmad at Pinglena in Pulwama. The deceased was declared as a deserter by the Army after he left his training midway last year.
