Agency News: Lakhimpur Kheri (UP) A court here on Tuesday framed charges against Ashish Mishra and 13 others in connection with the October 2021 violence in Lakhimpur Kheri’s Tikunia in which four farmers were killed. The Indian Railways has decided to enhance the maximum permissible speed of trains to 75 km per hour from the present 60 km per hour to combat delays during the foggy winter months, the national transporter said on Tuesday. This, it said, would be possible due to the presence of fog devices that would be provided to loco pilots in all locomotives running in fogaffected areas. “It has been decided that with the use of fog devices in locomotives, the maximum permissible speed during foggy/inclement weather conditions can be enhanced from 60 kmph to 75 kmph,” the Indian Railways said. The national transporter has also asked railway zones to keep adequate supply of detonators -- appliances fixed on rails that explode with a loud report when an engine passes so as to attract the driver’s attention.

With just one week having elapsed in the Budget’s ‘quarantine’ or ‘quiet’ period, there’s still ample time for the Narendra Modi government to do away with the last vestige of colonialism associated with the Budget-making process: secrecy. This would be in keeping with the previous Budget-related reforms that the BJP government has already implemented. The quarantine period starts in December and continues till the Budget is presented on 1 February. During this period, reporters, policy advisory groups and industry bodies are barred from entering the finance ministry. Officials critical to the Budget-making process go into lockdown, many of them spending much of the quarantine period in the ministry, not going home until the Budget is presented. The introduction of a digital-only Budget in 2021 meant that the number of people who have to go into such a lockdown and the duration have reduced substantially. However, secrecy around the Budget is still considered of paramount importance. Budget secrecy is something that has stayed with Indian policymakers since Independence. Secrecy was important during colonial times because the Budget was presented in the British Parliament after it was presented in India. This allowed British and Indian officials to use insider information on proposed tax changes to make profits on the stock market. Therefore, it became absolutely essential that the contents of the Budget were made known to only a handful of need-to-know officials before it was presented in Parliament. This has continued in independent India as well. But this secrecy is no longer needed for a number of reasons, and doing away with it would actually benefit policymakers. One of the main reasons is also the main driver for why the Union Budget has ceded its pride-ofplace as the preeminent policy document. With the implementation of GST, not only were most of these indirect taxes subsumed into the new tax, the decisions on GST rates were also taken out of the Budget and placed under the GST Council. In other words, it’s no longer up to the Budget or, indeed, the central government to set the rates on the - Kapilkumar M. Hirpara bulk of indirect taxes.

India’s total coal production went up by 11.66 per cent to 75.87 million tonnes in November 2022 from 67.94 million tonnes recorded during the corresponding period of last year. According to the coal ministry data, in November 2022, Coal India Ltd (CIL) registered a growth of 12.82 per cent, whereas Singareni Collieries Company Limited (SCCL) and other captive mines registered a growth of 7.84 per cent and 6.87 per cent respectively. World Bank upgrades India’s GDP growth forecast to 6.9% for FY23 Agency News : New Delhi

The World Bank on Tuesday revised upwards its GDP growth forecast for India to 6.9 per cent for 2022-23, saying the economy was showing higher resilience to global shocks. In October, it had cut India’s GDP growth forecast to 6.5 per cent from 7.5 per cent earlier. Now, it has upgraded the projection to 6.9 per cent for 2022-23. In its India Development Update, the World Bank said the revision was due to higher resilience of the Indian economy to global shocks and better-than-expected second quarter numbers. India’s gross

domestic product (GDP), which grew 8.7 per cent in previous 2021-22 financial year, expanded 6.3 per cent in July-September 2022-23. The country however remains affected by spillovers from the US, Euro area and China. The World Bank saw the government meeting the fiscal deficit target of 6.4 per cent of the GDP in 2022-23. It expected inflation to be 7.1 per cent in current fiscal year.

A documentary on Sheth CN Vidyavihar, which is also known as the ‘Santiniketan’ of West India, made by its former students, was released on the school’s YouTube channel on Wednesday. All current and former students and employees have a strong emotional attachment to CN Vidyavihar. It was this close bond that inspired Vandan Dalal and Jigen Sherdalal, belonging to the CN Vidyavihar’s 1982 batch, to come up with the idea of making a documentary on the school. The former students approached Vivek Shah, city-based creative director and founder of Reva Films, for the documentary, who readily agreed to work on the project. He conceptualised the whole documentary, finalised the narration, and chose the speakers to be featured.
