In the worst crash this year, the benchmark Sensex on Thursday broke below the 25,000-level by tanking about 555 points to close at 24,851.83, a 19-month low, as global stock and currency markets reeled after China let the yuan fall faster to battle a slowing economy. The NSE Nifty too plunged headlong as it went below the 7,600-mark by falling 172.70 points, or 2.23 per cent, on massive selling across sectors. Realty, infra-

structure, auto, metal and capital goods were among the worst hit as investors got anxious amid a global sell-off. Power, PSU, oil and gas and banking shares also came under pressure. The 30-share BSE index resumed the day sharply lower in line with the global sell-off and remained weak throughout as selling intensified. The gauge ended with a steep fall of 554.50 points, or 2.18 per cent, at 24,851.83, its lowest closing since June tra-day, it hit a session’s 4, 2014, when it closed at 24,805.83. Pakistan-based terror outfit Jaish-e-Mohammed’s chief Maulana Masood Azhar and his brother Abdul Rauf Asghar -mastermind of the IC-814 hijack case -- are among four people identified by Indian intelligence agencies as ‘handlers’ in the Pathankot airbase attack. The Indian agencies have found evidence that the attack “conspiracy” was hatched near Lahore, according to government sources. 15 people had been killed and 30 wounded. A rival news agency loyal to authorities in Tripoli, who are in control of Zliten, said at least 50 people had been killed and 127 wounded. There was no immediate claim of responsibility for the attack. Libya has been beset by chaos since the 2011 overthrow of longtime dictator Moamer Kadhafi and the Islamic State group has been gaining increasing influence. The UN envoy to Libya, Martin Kobler, said on Twitter that the blast was a suicide attack. “I condemn in the strongest terms today’s deadly suicide attack in Zliten, call on all Libyans to urgently unite in fight against terrorism,” he wrote. Libya has had rival administrations since August 2014, when an Islamist-backed militia alliance overran Tripoli, forcing the government to take refuge in the east. The United Nations is pressing both sides to accept a power-sharing deal agreed in December.

stani counterpart Naseer Khan Janjua and shared all relevant evidence including voice data, they said. The evidence alleging JeM’s involvement in the recent attack may put a question mark on the scheduled foreign secretary-level talks between India and Pakistan in Islamabad on January 15. Those identified by the Indian agencies are Azhar, Rauf, Ashfaq and Kashim, the sources said. Rauf was the mastermind of the hijack of an Air India plane in

Kathmandu in 1999. The aircraft was later taken to Kandahar in Afghanistan. The eight-day hijack crisis had ended after the release of three hardcore militants including Azhar in exchange for the freedom of passengers and crew members who were held hostage. Asked as to what action India wants Pakistan to take against these four, the sources said they have to be arrested and handed to New Delhi so they can be questioned in the ongoing investigation.

Time for questions on Pathankot There is much relief as quiet finally returns to Pathankot. However, the immediate questions that need to be asked are about the way the security operation was carried out from the moment a specific intelligence alert came to the Centre about the possible targeting of the Pathankot airbase. This newspaper has already reported that by Christmas, a foreign intelligence agency had passed on a tip-off about terrorists planning to attack the base. Was that not treated with seriousness because most intelligence alerts do not mean anything? Is the response a reflection of the poor quality of general intelligence alerts? On January 1, early morning, the abducted Superintendent of Police, Salwinder Singh, reported to the local police that his vehicle had been snatched. By afternoon, the government at the Centre had confirmation about the presence of terrorists in Pathankot. What the security establishment did from that moment raises several questions. A meeting chaired by the National Security Adviser and attended by, among others, the chiefs of the Army and the Air Force, decided to rush NSG commandos from Delhi. How did they take that decision, when it was clear that an airbase had to be protected and terrorists could be anywhere in the district? Does this reflect the poor thinking of senior members of the security establishment? Or does it hint at autocratic decision-making in New Delhi without professional participation? Over the last few days, the government has been making a desperate effort to defend the course of action that was followed in fighting terrorists. From informal briefings in New Delhi to the formal briefing on Wednesday evening by Lt. Gen. K.J. Singh, General Officer Commanding-in-Chief, Western Command, the government has been putting up a spirited defence of the operations. Gen. Singh admitted that the first to react to the terrorists were the DSC (Defence Security Corps) and Garuds, but added that the second contact was the Army columns. As Defence Minister Manohar Parrikar did on Tuesday, Gen. Singh claimed that there was total operational synergy, and he justified the time taken by saying that forces had to be applied sequentially, and not simultaneously, and they were also careful to avoid a hostage situation and other eventualities. Despite the Pathankot airbase being at shouting distance from thousands of Army soldiers trained to deal with terrorists, why were they not even called in to provide perimeter security to the base? What was the need to send the NSG into a military installation where the Army’s para commandos and quick reaction teams would have been more familiar with the terrain? Why was the operational command not handed over to the senior-most Army commander on the ground?

Sunny Deol hopeful of screening ‘Mohalla Assi’

Agency | Mumbai Actor Sunny Deol is hopeful that his film Mohalla Assi will be screened. The movie, starring Sunny Deol, is loosely based on Kashinath Singh’s popular Hindi novel Kashi Ka Assi, a satire on the commercialisation of the pilgrimage city and fake gurus who lure foreign tourists. In June last year, the film’s release was stayed by the court for allegedly hurting religious sentiments. Also, Mohalla Assi was leaked online in August 2015. “It is not in my hands, I can’t say anything. It is

sad. It’s a good film, those who have seen it have raved about it. Once Ghayal Once Again releases and becomes a success, Mohalla Assi will be screened 100%,” Sunny said in an interview here. However, he did not elaborate on how he plans to get the film across to the audience. The film has a lot of expletives, which did not go down well with certain people. “The film is based on a novel...it (expletives) is not brought into the film for commercial reasons. It is there because it is part of the script.

Sanjay Dutt set to walk free in Feb-end, says lawyer Agency | Pune

It is now certain that 56-year-old actor Sanjay Dutt, currently lodged in Yerawada Central Jail, will be a free man by the end of February, according to his lawyer. Dutt’s lawyer Hitesh Jain said, “Based on the remission that he is entitled to, he will be released in February. The exact date will be decided by the jail authorities.” The jail administration is now waiting for a state government order regarding an inquiry about Dutt reporting to jail two days late after a furlough. Since May 2013, Dutt has been serving the remaining 42 months of his fiveyear prison term in the Yerawada Central Prison following his conviction

in the 1993 Mumbai serial blasts case. His full sentence period ends in November this year, but if the remission of seven days per month he is entitled to is considered, he will be a free man by February-end. The remission is granted based on one’s behaviour in the jail and good work

he has done. In Dutt’s case, it would include his working for the jail radio station Radio YCP. Dutt had stayed out of jail for 118 days on paroles and furloughs in the first one year of his term at Yerawada, prompting many to raise questions whether the government was granting favours to him.

The Budget for 2016-17, the second full year Budget by Finance Minister Arun Jaitley is likely to make changes in the way Oil Industry Development Cess is levied to provide relief to companies like ONGC and Cairn India that are being battered by oil prices plunging to 11-year low. “There are indications the Budget may announce an ad valorem rate of cess instead of Rs 4,500 per tonne fixed levy currently,” a senior government official said. The ad valorem rate of cess will results in higher payouts when prices are high and lower when rates fall. Currently, stateowned Oil and Natural Gas Corp (ONGC) and Oil India Ltd (OIL) pay a cess of Rs 4,500 per tonne on crude oil they produce from their allotted fields on a nomination basis. Cairn has to pay the same cess for oil from the Rajasthan block. With oil prices dropping to an 11-year low of under USD 35 per barrel, the cess translates into one-third of the realisation going away in just one levy.

The Gujarat High Court has dismissed the petition of a suspended principal civil judge who had sought reinstatement and quashing of the departmental inquiry against him. The division bench of Justices Akil Kureshi and Mohinder Pal last month dismissed the petition moved by Dipak

Gujarat Govt cuts rates of piped natural gas by Rs 5

Sunvilla News | Gandhinagar

A day after announcing a hike in the rates of petrol and diesel by increasing the VAT and cess on the fuel, the state government Wednesday announced a reduction in rates of Piped Natural Gas (PNG ) by Rs 5 per cubic metre. State Energy Minister Saurabh Patel said the reduced rates would benefit around 2,800 small and medium industrial units of the state. He added that from January 1, reduction of Rs 3 per cubic metre of PNG will be implemented, while from April 1, the rates would be cut

by further Rs 2 per cubic metre. With this reduction in price, small and medium industries will save Rs 623 crore on their PNG consumption bill every year, the government said. Patel said the reduction in PNG prices is a result of the efforts of the state government and officials

of Gujarat State Petroleum Corporation (GSPC) during the signing of contract between India’s Petronet LNG Limited and Qatar’s RasGas Company. Gujarat Gas Limited buys imported Liquified Natural Gas (LNG) and provides the same to its industrial units.

tioned that action of the High Court and subsequent chargesheet were “illegal”, as being a judicial officer he should have been protected by the High Court against “frivolous complaints”. While dismissing the petition, the division bench brushed aside this contention, stating, “…Unless it is pointed out that the allegations are ex-facie (on the face of it) baseless and not supported by any material on record, chargesheet cannot be quashed. This was not even the contention of the advocate of the petitioner.”

He further stated that the government also wanted to make sure that the teachers focused only on imparting education. The state-run Harni civil airport here would soon get two crash fire tenders imported from Netherlands, an official said today. The new fire tenders are expected to arrive in the city within a month and would replace three BEML-Tatra crash fire tenders currently in use, fire services department in charge M M Chandanshiye said today. “An airport crash fire tender, known in some countries as airport fire appliance, is a specialised fire engine designed for use in aircraft rescue and fire-

fighting at aerodromes,” he said. The old fire tenders may be sent to the airports in Kandla, Bhuj or Diu, Chandanshiyehe added. The Airport Authority of India’s professionally-trained staff provides high-tech fire fighting services of different categories at its airports, depending on criticality. It also works in close co-ordination with the city Fire Brigade through hotlines, in the event of a fire incident, he said. Last August, officials of the AAI’s local office here had written to the Vadodara Municipal Commissioner H S

The state government is mulling five to 10 times hike in fine charged for traffic rules violations. The minimum fine which is now a paltry Rs 50 and Rs 100 is likely to be raised to between Rs 250 and Rs 500. The move, which is under consideration since two years now, is likely to be expedited in the wake of alarming rise in number of accidental deaths and traffic snarls plaguing major cities of Gujarat. State transport minister Vijay Rupani said the transport department has prepared a draft proposal for various mea-

We are awaiting central government guidelines while announcing more measures to improve traffic enforcement.” Top sources in the depart ment said, “The mini mum fine is likely to be increased to Rs 250 to Rs 500 per offence. Repeat offenders who have been fined for thrice risk losing their driving licence.”
