Why India’s NSG ambition may still be a distant dream..?

Prime Minister Narendra Modi may have scored a measure of diplomatic victory by winning Swiss backing for entry into the 48-nation Nuclear Suppliers Group (NSG) but, due to China ‘s continuous opposition, India will still have to wait a bit longer to break into the elite club that regulates global nuclear trade. China has also been insisting that if any concession is given to India, a non-signatory to the nuclear Non-Proliferation Treaty (NPT), the same should apply to Pakistan that has allegedly been caught selling atomic weapons technology to Libya. It seems that the United States is doing more than its bit to facilitate India’s membership in the Nuclear Suppliers Group (NSG), a group that had ironically come into existence in the wake of India’s first nuclear test explosion in 1974. India’s NSG membership is the informal part of the India-US civil nuclear deal of 2005. The Americans are also pressing for the Missile Technology Control Regime (MTCR) to approve India’s entry in a show of hurry even as Italy held out because of the impending trial of the two Italian marines accused of killing two Indian fishermen. The US should be able to overcome Italy’s huff and resistance. India on its part had joined the voluntary Hague Code of Conduct Against Ballistic Missiles. While India is keen to join the NSG because it would make so much easier for the country to access uranium for running its nuclear power stations without too much hassle, it is curious as to why the US is so keen to facilitate the Indian membership. The reason seems to be that Washington is keen on New Delhi becoming part of the American defence shield against terrorists in West Asia on the one hand, and against China in the South China Sea. Of course, security and strategy experts in India and in the US would not accept that there is such a crude quid pro quo in the move behind the American support for India’s membership in the NSG. It should come as no surprise that China had objected to India’s membership and that Pakistan too wants to be admitted to the NSG. There is not much need to argue India’s case because New Delhi’s place and role in the international network is determined both by its economy and by its well-articulated opposition to deter a nuclear war. In comparison, Pakistan’s economy has not yet become a crucial component of the global markets for countries like the US and the European Union to make diplomatic concessions. Secondly, there is the acute fear in the Western capitals that Pakistan’s nuclear arsenal is vulnerable and that it may fall into the hands of terrorists.
