Agency | New Delhi Nestle India has paid Rs 20 crore to Ambuja Cements for destroying Maggi instant noodles, which were found to be harmful for human consumption by the food regulators in the country. Ambuja Cements, formerly known as Gujarat Ambuja Cements, is believed to

have been paid the amount for burning the recalled packets of Maggi noodles at its cement plant in Chandrapur in Maharashtra. When contacted, a Nestle India spokesperson told PTI: “Gujarat Ambuja Cements is ... helping us to destroy the Maggi noodles being withdrawn by us from

the market.” While the spokesperson did not confirm the cost involved in burning Maggi at Ambuja Cements plant, he said:

“In addition to the value of stocks being destroyed there will be additional costs to take into account, for example bringing

back stock from the market, transporting the stock to the destruction points and destruction cost etc.” Nestle India said that these costs and other unforeseen costs associated with the withdrawal will be dealt with in line with the applicable accounting standards at the time of announcing the financial results on the due dates. Agency | New Delhi The All India Institute of Medical Sciences (AIIMS) has constituted a three-member board to examine the viscera samples and conduct histopathological examination of tissues of TV journalist Akshay Singh who died under mysterious circumstances while covering Vyapam scam. The board members include Additional Professor Dr Adarsh Kumar, Professor Dr Millo Tabin and Senior Resident Doctor Shashank Pooniya, all from the Forensic Department of AIIMS. According to AIIMS sources, the viscera samples are likely to be sent to CFSL Delhi while histopathological examination of tissues will be conducted at AIIMS itself. “There are two parts of it there is a possibility that the viscera samples (internal organs)

which is required for performing toxicological analysis will be sent to CFSL Delhi while histopathological examination which involves microscopic examination of tissues to study manifestations of disease will be carried out at AIIMS itself,” the sources said.The viscera samples were handed over to the Head of the Department of AIIMS, Dr Sudhir Gupta by a police team from Jhabua, Madhya Pradesh, earlier in the day. As per post-mortem done by Dahod General Hospital in Gujarat, no internal or external injuries were found on his body. He had

The lesson from the Vyapam scam

Public attention has quite rightly been focused on the series of mysterious deaths of those involved in what has come to be known as the Vyapam scam. It is now quite clear that there was massive corruption in the competitive exams for professional courses and government jobs in Madhya Pradesh. A careful statistical analysis by one of our quant writers, Karthik Shashidhar, shows that the number of deaths linked to the case is highly unusual, especially those in the past few days. Shashidhar assumed that 7,000 people were involved in the scam and took into account the relevant mortality data of all Indians. The probabilities change in case you assume a different number of people involved in the scam as well as a different number of deaths. Yet, there is ample reason to suspect that something is wrong in the way people linked to the scam have died. There is another worry that also needs public attention. The iron framework of the Indian nation state has already become brittle; what has happened in Madhya Pradesh should be seen as an advance warning that there is worse in the offing. The corrupt examination system will further damage Indian public services. Citizens will have to depend on engineers, doctors and bureaucrats who are essentially incompetent but have managed to get plum postings by gaming public examinations. India needs to build adequate state capacity if it is to meet the growing aspirations of its citizens as well as hold its own in a hostile neighbourhood. China is the inevitable point of comparison. For all their faults, our national public institutions are still islands of competence: think of the Supreme Court, the senior civil servants, the Armed Forces and the Reserve Bank of India, for example. The problem is more acute in the lower levels of government. Why should this matter? There has been a clear movement towards administrative decentralization in recent years. Prime Minister Narendra Modihas often spoken about the importance of the states. The last two Finance Commissions have also said that more money should flow to the second and third tiers of government, or the state and local authorities. Centrally sponsored schemes are also being cut down to size. This newspaper has generally welcomed such empowerment. But we have also previously warned that such a transfer of resources to lower levels of government will work only if there is adequate administrative capacity and human capital on the ground.

Agency | New Delhi The Sahara group on Tuesday told the Supreme Court that it was not possible for it to repay, in 18 months, Rs 36,000 crore of investors’ money that it had collected in 200708 in 18 months as was ordered by the court on 17 June. “There is no business house in the country or in the world which can deposit Rs36,000 crore in 18 months time,” senior counsel Kapil Sibal, appearing for jailed Sahara chief Subrata Roy, told a bench of justice TSThakur, justice Anil R Dave and Justice AK Sikri. He said that he was getting an application ready that would be moved in a week’s time pointing to the difficulty in arranging Rs36,000 crore to return the investors money. His

admission came as justice Thakur asked him that suppose Sahara was not able to repay the entire amount. At this, senior counsel Arvind Dattar, appearing for market regulator Sebi, told the court that Sahara had told in the past that it can and would return the investors money and it had the resources to do so. In response, Sibal said: “If I have told the court that I can and I will pay but if I am not abler to (return) then I can be sent to jail.” The apex court had 19 June given Sahara’s two companies - SIRECL and SHFCL - 18 months to repay the investors’ money which they had collected in 2007-08 through OFCDs.
