Need to avoid beggar-thy-neighbour policies: RBI Guv Rajan

RBI reappoints deputy governor Patel, who was key to framing the monetary policy framework that RBI now follows, will continue to hold the same portfolio : Rajan and Patel had earlier worked together in the IMF in Washington Agency | Mumbai

RBI Governor Raghuram Rajan has said there is need to avoid beggar-thy-neighbour policies and sustained exchange-rate intervention that primarily induce capital outflows and competitive currency devaluations. “In an ideal world, the political imperative for growth would not outstrip an economy’s potential. In the real world, where social-security commitments, over-indebtedness, and poverty will not disappear, we need ways to achieve sus-

tainable growth. “Above all, we need to avoid beggar-thy-neighbour policies, such as unconventional monetary policy or sustained exchange-rate intervention, that primarily induce capital outflows and competitive currency devaluations,” he said in an article in ‘Project Syndicate’. Incidentally, China today lowered the yuan’s central rate against the US dollar by 0.51 per cent to 6.5646, the lowest since March 2011. A lower currency would make Chinese exports cheaper and more competitive in the global

stitutions like the International Monetary Fund should exercise their responsibility for main-

taining the stability of the global system by analysing and passing careful judgement on each

Mufti Mohammad Sayeed leaves behind a complex legacy

Mufti Mohammad Sayeed lived many lives and wore several hats in his long political career. Journeying across parties, governments and ideologies, the man who constantly reinvented his politics leaves behind a complex legacy. An old-school politician, he had friends across the political spectrum while refusing to be constricted by any one platform. To him goes the credit for expanding the political space in Kashmir. When militant separatism altered the political map of J&K after 1989, his politics of outreach succeeded in addressing, if not bridging, the constituencies of both the separatists and the political mainstream. He crafted a nuanced Kashmiri regionalism that tempered the notion of separatism by talking about self-rule and autonomy within the ambit of the Indian state and cultivating friendly relations and building soft borders with Pakistan. Goli se nahi, baat banege boli se was his famous line that recalled Atal Bihari Vajpayee’s doctrine of “insaniyat” as the paradigm to settle the Kashmir issue and build trust with Pakistan. His skills in political management were such that he could even blunt the allegations that he was betraying the PDP’s mandate when he took the bold step, post poll, of allying with the BJP to form the government in 2015. Most recently, his statesmanship was on display when he became the first ally of the BJP to speak up and call for a response from the prime minister in the wake of the silence in the top echelons of the Modi government after the lynching at Dadri. The last few years of Mufti’s politics seemed to be in sharp contrast to the early part of his career and it was Mufti’s achievement again that he took the rupture in his stride. He was a Congressman in the 1960s and 1970s when it was not profitable politically to be associated with that party in J&K. In the 1980s, when the NC and the Congress came close, he joined V.P. Singh’s Jan Morcha. His tenure as Union home minister in Singh’s National Front government is remembered for the hostage crisis when Kashmir militants kidnapped his daughter, Rubaiya, and forced the Centre to release militants in exchange for her freedom. Yet, in 1999, he resurrected his career and redrew the political map of J&K by floating the PDP along with his daughter, Mehbooba. If Mehbooba was the charismatic leader who built the organisation, Mufti was the glue that held the PDP together. Mehbooba’s challenge will be to build on Mufti’s legacy, both in politics and government. She is not just his daughter and heir but a mass leader in her own right and the BJP, her ally in government, has indicated it would facilitate a smooth transition.

Wazir review: A revenge saga that is not angry but devious

Agency | New Delhi Bollywood has begun the year on a thrilling note with the first big release Wazir promising a power-packed ride. With writers Abhijat Joshi and Vidhu Vinod Chopra, and flaunting actors such as Amitabh Bachchan, Farhan Akhtar and Manav Kaul, expectations are high from the thriller revenge saga. Does it deliver? The film narrates the story of a cop (Farhan),

a disabled man (Amitabh) and the unusual circumstances that lead to a friendship between the two. Wazir opens on a disengaging note - a slow, romantic song (Tere Bin) plays in the background as the love story of Danish (Farhan) and Ruhana (Aditi) comes to the fore. By the time the song ends, a tragic turn of events leaves the couple grieving and depressed. The movie then traces Pandit Om-

karnath Dhar (Amitabh), his entry in Danish’s life and their friendship. But within moments of the slow song, a well-written script ensures you are on the edge of your seats. From a well-shot and perfectly edited shootout to the build up to an innocent friendship, the director keeps us on the tenterhooks as the story unfolds. Not that there aren’t roadblocks choking the journey Wazir wants to take you on. Danish, the protagonist, is not your regular Bollywood hero. He is a police officer who you’d want to slap for his stupidity: The moment he turns his car around for the first chase of the movie, his naiveté is annoying and predictably dangerous.

Whatever we shot for ‘Mastizaade’ is not wrong: Sunny Leone Agency | Mumbai

Indo-Canadian adult film star Sunny Leone, who will soon be seen in sex comedy film “Mastizaade”, says the film director made her feel so comfortable that she never felt “wrong” shooting for the movie. “Every actor and actress have their own dos and don’ts and in this film (‘Mastizaade’), there were lots of don’t but me and Milap Zaveri (the director of the film) sat together and decided what we can do. He made me so comfortable. “I feel whatever we shot for ‘Mastizaade’ is not wrong and I am not

worried about people’s reaction towards me,” she added. Co-produced by Pritish Nandy and Rangita Pritish Nandy, “Mastizaade” will release on January 29. The film also features Tusshar Kapoor and Vir Das, among others. Sunny feels that people have different per-

ceptions about her but she never took it seriously. “If people think I can do anything onscreen then that’s a natural thing for them to think. I can’t do anything about that. As an actor when you start putting limitations, you don’t have an open mind to explore.”

Mumbai Police refutes downscaling securities of Aamir and Shah Rukh Khan Agency | Mumbai

As the reports of Mumbai Police trimming the securities of Bollywood superstars Aamir Khan and Shah Rukh Khan surfaced, Mumbai Police on Friday denied the downscaling of personal security. Replying via their official Twitter handle, Mumbai Police have refuted the reports of downgrading and/or nixing the securities of the film personalities. Earlier, media reports said that personal securities provided to the Bollywood celebs by Mumbai Police have been downgraded for 15 personalities and have been removed for

25 others. After the news surfaced, Congress and other opposition parties locked horns over the issue. The Congress reignited the intolerance debate and alleged that Aamir Khan was paying the cost for expressing his opinion against the Narendra Modi Govern-

ment. Congress Spokesperson Randeep Surjewalla dubbed the move as a ‘tit-for-tat’ on the part of the ruling dispensation. However, the Centre downplayed Aamir’s security being nixed and said that such a call had been made only after a thorough assessment.

BAFTA nominations announced: Not anticipating any censor problem Carol and Bridge of Spies lead with ‘Loveshhuda’: Girish Kumar Agency | Mumbai

Agency | Mumbai At the core of debutant writer-director Bikas Ranjan Mishra’s dark and disturbing Chauranga is an ordinary Indian village that, like many others in this country, conceals hideous tales of patriarchal oppression, caste violence and religious rigidity. While the people of this unnamed hamlet go about their daily chores in a manner that betrays no signs of negativity, the realistic film’s narrative homes in on the shadowy nooks and crannies to

reveal acts of horrifying brutality perpetrated by those that enjoy unbridled power. Chauranga is a remarkably mature and sensitive study of a scary social order that condemns many to lifelong deprivation simply on account of an accident of birth. The film takes an unflinching and relentlessly grim look at the marginalised and the exploited – hapless people who suffer the dehumanizing repercussions of the terrible ways in which the caste system plays out in rural India.

Actor Girish Kumar says even though the premise of his upcoming film “Loveshhuda” might look bold, he is not anticipating any trouble from the censor board. The romantic-comedy, directed by Vaibhav Misra, follows the life of two youngsters, who have a one-nightstand. Earlier, the film’s teaser, with the tag line “a love story that starts in bed”, was reportedly given an ‘A’ certificate by the censor because of the word ‘bed’ in it. When asked if the makers are anticipating any cuts from the censor, Girish told reporters, “Bold… well it’s actually a very real life thing. We are just trying to be as real as possible. And I think we haven’t done anything

in the film which the censor will object to. We have done justice to the film with the script we had in hand.” The 26-year-old actor spoke at the trailer launch of the film last evening. Girish, who made his big screen debut in the 2013 Prabhudheva directed “Ramaiya Vastavaiya”, said he will be seen in a new look in “Loveshhuda”. “It’s every actor’s job to do justice to the character. The script written by Vaibhav had a lot of depth for the char-

acter. So a lot of it came from the script, even the styling.” The film marks the Bollywood debut of 2013 Miss India winner Navneet Kaur Dhillon. The actress believes acting and walking the ramp are two completely different things. “Acting is a completely different field as compared to beauty pageants and ramp walk. So talent is very important. I always believed I am a born actress. But yes, both are two different things.”

Agency | Mumbai A rally in gold prices this week curbed demand in key consumer India and sent local prices to a discount to the global benchmark for the first time in three weeks, while a tumble in yuan underpinned demand in top buyer China. Gold prices rose 4 per cent this week on worries over the Chinese economy and escalating geopolitical tensions. They hit a nine-week high on Friday, before giving back some of those gains. Dealers in India - the world’s second biggest gold consumer - were offering a discount of up to $3 an ounce to the global price for the first time since December 17. Last week, prices were at a premium of up to $1.50. “People are delaying purchases expecting a correction in prices,” said Daman Prakash Rathod, a director at MNC Bullion, a wholesaler in the south Indian city of Chennai. “Retail demand is very poor.” Even before the price rally, Indian demand was tepid. Earnings of millions of Indian farmers have been squeezed by the first back-to-back drought in nearly three decades. Rural demand accounts for about two-thirds of India’s total consumption.

“Khadoos” — for most it is a disparaging, abhorrent word that reeks of irreverence. But in Mumbai, that’s one quality every young batsman strives to develop — of being indefatigable, unyielding or, as they like to call it in the colloquial tongue here, “khadoos”. Vijay Merchant was the classic “khadoos” batsman, possessing an almost unquenchable appetite for runs. Several years later, Sunil Gavaskar developed a defence so impregnable that Lord Relator was forced to pen the “Gavaskar Calypso” in his honour after he brought the West Indies down to their knees in 1970-71. This past week, the 15-year-old, playing for K C Gandhi High School, scored an astounding 1,009 runs in a single innings against Arya Gurukul School in an under-16 school game in the

Mumbai suburb of Kalyan. The marathon knock saw him eclipse AEJ Collins, who until now held the record for the highest individual score (including minor cricket) in the sport’s history. The 13-year-old Collins had scored 628 while in a house game at Clifton College in England way back in 1899.

Australian cricket legend Ian Chappell has called for a worldwide ban on Chris Gayle over his controversial TV interview with Channel 10 journalist Mel McLaughlin during a recent Big Bash League match. Chappell has asked Cricket Australia (CA) to propose a worldwide contracting ban on the big-hitting West Indian following his widely-criticised sideline interview. Chappell said CA need to show zero-tolerance towards the “totally inappropriate” behaviour. “I wouldn’t have a problem if Cricket Australia said to the clubs, ‘he’s never to be contracted again in this country’,” Chappell was quoted as saying by the Australian Associ-

ated Press. “And I also wouldn’t have a problem if Cricket Australia said to the ICC, ‘what we’re doing should be worldwide’. “You’d have to talk to the individual countries then…but I wouldn’t have a problem if it was tabled at an ICC meeting that Cricket Australia said, ‘this is what we’re doing and we would recommend that everybody else do the same’,” he said. “How are you going to stop it otherwise?” Chappell ques-

tioned. Gayle was fined USD 10,000 by his BBL side Melbourne Renegades for his on-air midmatch comments to McLaughlin. Gayle’s hopes of returning for next season’s BBL could be over as he is set to be banned by CA. Gayle invited controversy after he said he was happy to be interviewed by McLaughlin “just to see your eyes for the first time” during his sides’ win over the Hobart Hurricanes on Monday.

The panel, which has been criticised before by tobacco control activists for apparent conflict of interest as one of its members owns a tobacco business, sent a list of 32 questions to the federal ministry in October. It asked the ministry to explain which ingredients in tobacco cause cancer and whether previous government surveys showed that graphic warnings led to a drop in tobacco usage, which is linked to as many as 900,000 deaths a year in India, the world’s second-largest tobacco producer. Some questions cited concerns that larger warnings can hurt tobacco farmers and boost illicit trade. That surprised officials as they appeared to toe the industry line rather than focus on public health, ministry sources said. One federal health official said they thought the questions were “almost identical to objections raised by the industry.”

Platini, the head of European soccer body UEFA, was handed an eight-year ban from the game along with outgoing FIFA president Sepp Blatter by the federation’s independent Ethics Committee on December 21. Both have

Former French international Platini has insisted he has done nothing wrong and was still hoping to win an appeal in time to have been allowed back in time for the election on February 26 but said he had changed his mind.

entire corridor will not be required to be fenced in order to prevent cattle and people from crossing over,” he said. “However, this move will increase the project cost by another Rs 10,000 crore,” he said. The corridor will not pass through Nashik, as it would further increase the project cost, Chatterjee said. “During the feasibility study, it was found that one arm of the corridor cannot be extended to Nashik as it would further increase the project cost. Plus, it would also not be technically viable to run the

train via Nashik,” he said. Chief Minister Devendra Fadnavis had in the past pitched for the bullet train to halt at Nashik, saying it would boost development of the north Maharashtra region, especially its tribal belt. “The Japanese International Co-operation Agency (JICA) is to offer a soft loan for the project. The project will be jointly implemented by state governments of Maharashtra, Gujarat and the Ministry of Railways. A Special Purpose Vehicle (SPV) is being set up to implement the project,” Chatterjee said.

The six-page letter, dated January 4, was made public by Hardik’s lawyer Y D Vala, a day before the state police would file chargesheet against the Patidar leader in a sedition case. A copy of the letter was also sent to Dharmik Malaviya, co-convener of the Surat unit of the Patidar Anamat Andolan Samiti. “Our fight is not for the upper caste or the lower caste, not for the rich and the poor, but our fight is to remove such classification from the society. Our fight is non-political and we are fighting for our right and if needed we are ready to die,” he said. The 22-year-

Kutch Sagar Setu, the passenger ferry service in 60 years between Okha port on the coast of Devhboomi-Dwarka district to Mandvi port in Kutch, was launched Thursday afternoon. However, due to low tide at Mandvi, the ferry returned to Okha from midsea. The ferry lifted its anchor form Okha port at around 3 pm with officers of the Dwarka Kutch Ferries and Tourism Private Limited (DKFTPL), the private firm operating the service and Gujarat Maritime Board (GMB) on board. Family members of DKFTPL promoters Rajesh Doshi and Umesh Shah as well as that of their ticket booking agents and a few media persons were also taking the ride. However, the maiden voyage of the ferry did not reach its destination of Mandvi and returned to Okha at around 4:20 pm due to tid-

think of ways to meet this challenge,” Katheria said while addressing the 19th Nirma International Conference on Management at Nirma University here. Katheria also said that the US-based global ranking agencies that assess Indian universities have “several shortcomings”. He said that the NDA government “does not believe” in these rankings as these agencies mark Indian universities based on “conceptions formed in the past”. “We always discuss about Indian uni-

versities not figuring in the list of top 200 global universities… We have talked about this with officials in the ministry… It is not that our students lack talent or our management schools have some sort of a shortcoming… It has come to our notice that the two agencies that are working (on these rankings) are US-based… They assess our universities based on conceptions that they have formed in the past and so our universities mostly do not make it in the top 200,” said Katheria.

I am badly hurt by your statements.” He said during the 2002 communal riots in Sardarpur and Dipda Darwaja “our 80 Patidar Patel youths were arrested and now they are in jail for life term. BJP has been immensely successful in the state since 2002 and we Patels are demanding our right.” The Samiti convener, who is currently in Surat central jail, also reminded the Chief Minister of the deaths during the quota violence in August last year, indefinite fast for his release and also boycott of school by Patidar parents to press for his demand for quota benefits to the community.

According to Katheria, deliberations are on to find out a solution so that teachers are not occupied in such non-academic work which adversely affects the education of children. “Our government is also thinking about it how the teachers, especially those working in rural areas, can concentrate only on education. Vatsa shot another letter asking her to leave the country by January 8 as per the High Court order. In the meantime, she had moved another application for extension of LTV, which was rejected by Vatsa. In December, she again moved the High Court challenging the eviction order on the ground only the Central government can reject her LTV plea and not the SP. She also contended that she has sought Indian citizenship and sought parity with singer Adnan Sami, who was recently awarded Indian citizenship.

Therefore, we returned to Okha without entering Mandvi port,” Rakesh Patel, assistant port officer of Okha who was on board the ferry as GMB officer said over phone. Patel said there were 56 people on board. “The ferry covered distance of around eight nautical miles off Okha and returned. The distance between Okha and Mandvi is around 24 nautical miles, and by road it is about 500 km. The operators will keep on try-

ing to find a proper route over the next two days,” he added. Even as the maiden voyage could not be completed, it marked an important development in maritime history of Gujarat. Kutch Sagar Setu became the only commercial ferry service to be launched between Okha and Mandvi in last 60 years. Country craft did use to ferry passengers between Okha and Mandvi till early 1960s but they stopped later on. There is also a proposal to start roll-on roll-off services between Ghogha port in Bhavnagar and Dahej in Bharuch. But work has not been completed on it.

Ahmedabad-based Manav Infrastructure Ltd has announced a mall, a multiplex and luxury homes in Sama area on Mangal Pandey Road along Vishwamitri river. This was the site of Sanjaynagar, a slum from where more than 700 families were evicted in December 2014 and October 2015 by civic authorities. At the far end of the premises towards the river, a board with a photograph of Chief Minister Anandiben Patel demarcates it as the site for houses to rehabilitate those evicted from Sanjaynagar slum under the Mukhyamantri Gruh Awaas Yojana (MSY). Even as Manav Infrastructure Ltd, which has been also awarded the contract for the slum redevelopment, has started work on the project by building a retention

wall by reclaiming land from the river, Vadodara Municipal Corporation (VMC), which cleared construction of the EWS flats, claimed it was unaware that a mall is also coming up adjacent to the MSY site. While, VMC commissioner HS Patel asserted he was unaware of any such mall construction, the civic body on December 15 put out a public notice to procure land for widening of the Mangal Pandey road from 18 m to 24 m — a pre-requisite for constructing a mall. The commissioner, however, said any

such move was “impractical”. The builder, which claimed it has put up the banner for the mall to grab “eyeballs”, admitted that it has received no clearance from the purpose from the government yet. In a related development, on January 2, the VMC transferred out Executive Engineer of Affordable Housing Rajesh Shimpi, days after he served a notice on the developer for the “encroachment” on the Vishwamitri, citing the danger of flood. The notice was for building a retention wall, to stop flooding of the project.
