The Telecom Regulatory Authority of India (TRAI) on Monday ruled against differential pricing for Internet services, in a major setback to Facebook Inc’s plan to roll out free Internet to the masses in Asia’s third-largest economy. It ruled that no service provider shall offer or charge discriminatory tariffs for data services offered based on content. The TRAI added that a service provider may reduce tariff for providing emergency services or at times of any grave emergency. It remarked the same has to be reported to authority within seven working days. The TRAI says it will order service providers to withdraw such tariff and will penalise the service provider with Rs 50,000 for each day of contravention. The appointment of Shyam Benegal as chairman of the committee appointed by the Union government to revamp the Central Board of Film Certification (CBFC) changes neither its uninspiring composition nor its limited remit. The existing regime of film censorship has, for nearly half a century, flouted a solemn assurance given by the government of India to the Supreme Court. It is palpably unconstitutional and violative of the fundamental right to freedom of speech and expression. The Cinematograph Act, 1952 vests in New Delhi overriding powers on censorship of films. All the authorities, from the chairman to the members of the CBFC to the judge who heads the appellate tribunal, hold office “during the pleasure of the Central Government” — daily wagers, all. “Advisory panels” are set up at each regional centre with a powerful regional officer (RO). Viewing a film is done by an examining committee appointed by the RO. It has an “examining officer”, who could be the RO himself, the CEO or even the chairman’s secretary. The chairman can further refer the case to a “revising committee”. Members of both committees are drawn from members of the panels. If the chairman disagrees with the latter body, the Board examines it or refers it to another revising committee. The Centre can impose “president’s rule” on the Board by vesting in its handpicked chairman or any other member the powers of the Board in relation to certification of films. The Centre wields uncontrolled revisional powers over everybody, including the appellate tribunal. It can uncertify a film already certified. Far from progressing, we have regressed. On March 28, 1968, the government of India set up an inquiry committee on film censorship. It was headed by Justice G.D. Khosla, former chief justice of the Punjab High Court, and comprised among its members, persons like R.K. Narayan, Umashankar Joshi, Romesh Thapar and Khwaja Ahmad Abbas. Nargis, Balraj Sahni and Nath Pai were too busy to serve on it. S.S. Vasan, Satyajit Ray, Pahari Sanyal, Kishore Sahu, Prithviraj Kapoor, Sohrab Modi, V. Shantaram, Rajinder Singh Bedi, Hrishikesh Mukerjee, and G.P. Sippy were among those who gave evidence. About 350 memoranda were received. The report submitted on July 26, 1969 was praised by the Supreme Court. It deserves a reprint. The report did not spare state nepotism. The Board was “a parking place” for officials. Members of the advisory panels are “appointed as a mark of patronage”, it said.

The funds will be used to enhance the technology platform, expand supplier base and increase marketing spends across Asia. Pakistan boat seized off Jakhau coast, 11 arrested

The Indian Coast Guard on Friday night intercepted a Pakistani fishing boat about 30 nautical miles west of Jakhau coast and apprehended 11 fishermen for violating the Indian Maritime Zone. They also seized 300kg fish from the boat. The 11 crew members were brought to Jakhau coast and are being interrogated by state and central agencies. “They will be interrogated further at the joint interrogation centre in Kutch,” said a Coast Guard official. According to Coast Guard, their frontline ship C-411 on patrol duty near Indo-Pak International Maritime Boundary Line (IMBL) intercepted the Pakistani boat named AlShenaz that was fishing in Indian waters and warned them to stop. However, the members on board the boat removed its nets and

tried to flee towards Pakistan waters. This triggered a hot pursuit from Coast Guard ship that successfully intercepted it. Coast Guard sources said they carried out a thorough check inside the boat and found about 300kg of fresh fish. “We apprehended 11 crew members from the boat, all Pakistan nationals, including the master of the boat identified as Asgar Ali,” Coast Guard said. Earlier, in November 2015, two Pakistani boats were seized from Harami Nala in Kutch. However, the crew members managed to flee in other boats seeing the Border Security Force (BSF) patrol party. In April 2015, the Coast Guard had intercepted a Pakistani boat and seized about 232 packets of heroine worth more than Rs 600 crore in the international market. Eight Pakistanis sailors were arrested with the boat.
