His Holiness the Dalai Lama on Saturday said he will begin holding meetings with senior lamas from this year to discuss the issue of reincarnation. Speaking to reporters about the institution of the Dalai Lama, he said, “In 1969, I left it on the people to decide whether the institution of Dalai Lama should continue,” adding that due to the problem in Tibet, the issue is “very sensitive”. The 81-yearold spiritual leader had earlier said he will begin discussions on the issue only when he turns 90. He added that he will include Mongolian devotees in his discussions. The Dalai Lama arrived in Tawang on Friday, after his visit was delayed due to bad weather. He is expected to hold close-door talks with senior lamas at the Tawang monastery on various issues. One nation thrives on destruction, Congress promises loan betrayal: PM in veiled attack on Pak waiver for Gujarat farmers Prime Minister Narendra Modi along with the Bangladeshi counterpart Sheikh Hasina were present at the Manekshaw Centre to pay tribute the Indian soldiers martyred in 1971 war Agency | New Delhi

In a veiled reference to Pakistan, Prime Minister Narendra Modi on Saturday said there is one “thought” in South Asia that inspires and encourages terrorism. The thought whose priority is not humanity, but extremism and terrorism. He was addressing a gathering along with his Bangladeshi counterpart Sheikh Hasina at the Manekshaw Centre to pay tribute to the Indian soldiers martyred in the 1971 Bangladesh Liberation war. “I would like to pay respects to all those who lost their life during the liberation battle for the betterment of humanity,” said PM Modi. Earlier in the day, India and Bangladesh signed 22 pacts in various sectors, holding extensive talks aimed at strengthening the bilateral partnership between the two countries. The 22

the Chinese government admits it or not, there’s a problem. The Chinese people have every right to know the reality about the Dalai Lama.” The Dalai Lama is against the Chinese government’s intrusion in the decision of his successor. Tibetan Buddhists believe that after the death of a Dalai Lama, he is reincarnated as a child who is chosen as his successor. The Dalai Lama on Saturday also spoke about the disputed Tibetan region. “We have 1,000 articles written by Chinese scholars that show the Chinese people support the middle-way approach,” he said, referring to a policy to achieve autonomy for Tibetans while living within the framework of the People’s Republic of China. “We just want to protect out culture and our language,” he added. Earlier in the day while addressing the people of Tawang, the Dalai Lama had left it up to his followers to decide whether the position of a Dalai Lama should exist after him said.

A network for running goods train was also announced between Radhikapur and Birol. A new Finance diesel oil pipeline from Numaligarh-Parbatipur aiming at Indian companies entering into a long-term agreement for supply of high-speed diesel was also announced by the Indian government. PM Modi while briefing the media thanked the Ban-

gladeshi PM for honouring the soliders who laid their lives in the Bangladeshi Liberation War. The PM said, “Your decision to honour Indian soldiers who laid down their lives in the liberation war of 1971 has deeply touched the people of India”. In reply, Sheikh Hasina thanked the Indian government for renaming an important road in New Delhi after ‘Bangabandhu’ Sheikh Mujibur Rahman, the founding father of Bangladesh. Calling for cooperation in the South Asian region and better border connectivity between the two nations she said, “regional cooperation is very, very important for development in south Asia. We both want to make our borders free from criminal activity… We decided to take our bilateral relations to new high. PM Modi and I agree greater connectivity is important for the region” .

Poll promises remain unfulfilled, political parties must be held accountable Agency | New Delhi

Questioning political parties’ lack of accountability, Chief Justice of India Jagdish Singh Khehar on Saturday said electoral promises routinely remain unfulfilled and political parties must be held accountable for them. In a speech on Saturday, Khehar said political parties’ manifesto has remained just on paper. “Political parties’ manifestos do not indicate any link between

economic reforms and Constitutional goal of economic and social justice.” Speaking in presence of President Pranab Mukherjee, CJI said political parties give “brazen” excuses like lack of consensus amongst their members to justify non-fulfilment of their

poll promises. However, the Election Commission has also been taking action against parties for violating the model code of conduct, as per apex court’s directive, he added. Talking about constitutional values, Khehar said political parties should focus on the way to operate the economic system for the good governance of the mass through constitutional means. Meanwhile, President Pranab Mukherjee.

The Congress today said it will waive farm loans if it came to power in Gujarat. “We will waive all farm loans and make the farmers debt- free if we come to power in the Assembly elections,” Gujarat Congress chief Bharatsinh Solanki said here. Elections are due in Gujarat this year. “As per our estimates, (total) debt of farmers in the state is around Rs 24,000 crore now,” Solanki told reporters. The promise of loan waiver would also find place in the party’s manifesto, he said. The BJP government in Uttar Pradesh recently announced farm loan waiver, following an announcement made by the Prime Minister Narendra Modi during the Assem-

bly election campaign. Solanki also promised good minimum support price (MSP) for farm produce, and removal of five per cent Value Added Tax on fertilisers levied by the BJP government. “Our government will be farmer-centric,” he said. “The BJP government is anti-farmer. It has not ensured a good MSP for farm produce and levied a tax on fertilisers,” he said. “In the last three years 1,483 farmers committed suicide in Gujarat due to

the bad policies of the state government,” Solanki alleged. “The government is not giving new electricity connections to farmers. Almost 85 per cent of applications for electricity collections are pending. Chief Minister Vijay Rupani is a businessman, therefore he cannot understand farmers’ plight. But the deputy Chief Minister Nitin Patel is a farmer’s son, he should understand their difficulties,” the Congress leader said.

India, Bangladesh sign 22 pacts in key sectors, Teesta issue unresolved Agency | New Delhi

India and Bangladesh signed 22 pacts in various key sectors on Saturday after Sheikh Hasina and Narendra Modi held extensive discussions to strengthen bilateral partnership between both countries. The 22 pacts were signed on a wide range of bilateral relations including energy, defence cooperation and infrastructure. However, the contentious and much-delayed Teesta water-sharing issue remained unresolved. “I firmly believe that it is only my government and your excellency, Sheikh Hasina, your government that can and will find an early solution to Teesta

water sharing,” PM Modi said at the press briefing. The statement came in the presence of West Bengal chief minister Mamata Banerjee who has some reservations on the issue regarding water for the farmers of the state. The deal was set to be announced during former PM Manmohan Singh’s visit to Dhaka in 2011 but Banerjee raised objections then. The river water is crucial for the farmers of Bangladesh especially during the winter months. India also announced a $4.5 billion credit line to Bangladesh for projects in priority sector and an additional $500 million for defence procurement. The two leaders jointly

inaugurated, via video conference, a bus service that will run between Kolkata, Khulna and Dhaka, a new passenger train service from Khulna to Kolkata through Petrapole from the Indian side and Benapole from the Bangladesh side and a new rail link between Radhikapur and Birol for running goods trains. India will also finance diesel oil pipeline from Numaligarh-Parbatipur wherein Indian companies will enter into a longterm agreement for supply of high-speed diesel.

The Media and election coverage: How bias can never win Elections are a media ‘darling’—before whom every media organisation shows off its journalistic muscle and every political reporter, her/his depth of understanding and expertise. Some even go on to assume, and often announce, the victors and the vanquished even before the last vote has been counted. Others create a narrative that is far from the ground reality, but close to their inherent biases. Several times, the media has been way off the mark while covering and predicting elections. Take the case of the 2004 Lok Sabha polls as well as the 2014 general elections. In case of the former, nobody had even wildly guessed the victory for the hurriedly-cobbled United Progressive Alliance. In case of the latter, the media kept gaping, awestruck, as the Narendra Modi wave swept through the country. However, the recent UP elections threw up a face of the media perhaps seldom seen before. Throwing journalistic ethics and objectivity out of the window, certain media groups got busy trying to build a ‘wave’ in favour of the then ruling party. Reams of newsprint were spent on caste calculations, dynastic ambitions, and feuds—all based on the 2012 Assembly polls—to build a case for the Samajwadi Party. Akhilesh Yadav was turned into a hero, a champion of change and development, a chief minister-with-a-difference. A frontline media group had a dedicated team of reporters which would eulogise and extol the Yadav family, particularly Dimple Yadav, Akhilesh’s wife. Even while voting was on, an interview of the ‘power couple’ was splashed across pages—raising questions and eyebrows. That there were business considerations at play for that media major became more and more clear as its reportage turned more and more biased. ‘Paid news’ is not just about money. One-sided coverage, biased reporting, giving unequal weightage to an individual or a party (especially during elections), is no less ‘paid news’. However, it would be naive to assume that paid news gains ground only during elections. The undiscovered reality of ‘paid news’ is that it is often a continuous process—to seek favours, or to acquire land and properties against tacit support. It is a known fact that the then chief minister of UP had reportedly bestowed largesse on a media group, allocating prime land for setting up of a commercial venture in Greater Noida. This undesirable and dangerous trend of journalists working like PR managers for politicians actually translates into keeping the public ill-informed—a cardinal sin since offering objective and dispassionate news is the basic function of journalism. The Delhi-Mumbai-obsessed media has lost much credibility in the hinterland simply because it refuses to listen to the silent and patient majority. There is an urgent need to look within. Appeasement of some and virulent attacks on others may be the bread-and-butter of some sections of the Indian polity, but it should never ever be the pursuit of a journalist.

A Social Issue. The film co-stars Amitabh Bachchan, Kriti Kulhari and Andrea Tariang. Taapsee Pannu’s Naam Shabana opened to decent reviews on March 31. “Taapsee Pannu, in Shabana’s guise, comes out swinging,” Saibal Chatterjee wrote in his review for said. Naam Shabana also stars Anupam Kher and Manoj Bajpayee. The film also features Akshay Kumar in cameo.

Mani Ratnam has been showing a distinct slide in his past few films, of the sort which forces us to acknowledge that he may have shot all his bullets, and has a near-empty barrel now, which he sandpapers over with gorgeous vistas (the cinematography is breath-taking), and marvelous songs and dances ( the choreography is terrific). ‘Kaatru Veliyidai’, which loosely translates as ‘breezy expanse’, checks all the Mani Ratnam boxes we’ve loved and obsessed over, over the years. Every frame is sheer poetry. His lead-

ing lady is the epitome of fragile beauty, with just the right degree of virginal smoulder, which kindles only for her lover. His leading man is flawed but knows that his ardour is enough to win his lady over. Ratnam’s melding of politics and pleasure in his movies has always been a tricky balance, and in parts

of his well-known trilogy—‘Roja-Bombay-Dil Se’—there have been a series of sweet spots when it comes together with a degree of flair and colourful conviction. This goes missing in the director’s latest expedition, in which the plot is fully frothy and woolly-headed, bunging in the ‘realism’.

Chris Lynn grabbed all the headlines as he smashed a 19 ball fifty to take his side to victory in the third match of IPL 10. In an unbeaten opening stand of 184 with Gautam Gambhir, Lynn dominated the attack and smashed 23 runs against Dwayne Smith in one over. Speaking about his innings to iplt20.com after his innings Lynn said that he only focused on getting the basics right. “We knew we had to get off to a good start and we did that, we put them under pressure in the first six overs and then we took our momentum from there,” Lynn said and added, “I try and keep things very simple, it’s as simple as see ball, hit ball. If they bowl a good ball, you’ve got to respect that and try and get down at the other end and if they bowl

a bad ball, you’ve to try and put it away. That’s as simple as I can put it. And if I’m not having fun, I’m not going to do well. That’s the main thing.” It is not often that Lynn has opened with Gautam Gambhir and commenting on it, he said,” “I’m just really happy with the way we gelled, we did it so quickly,” Lynn said. “That’s probably the second time I’ve batted with GG now. We were very comfortable, we ran between the wickets well and that’s the best sign coming out of it. It’s good fun and to do it none down was even more spe-

cial.” Meanwhile, regarding the experience of the opening the innings Lynn said “Probably just the adjustment to the bounce, and maybe as a batter you might put your stance a little bit lower and you’ve got to hold your shape a little bit more. As an opener the difference is minimal but batting in the middle order has a lot more changes – starting against spin is one thing. But upfront it’s generally the ball slotting on, and it’s a nice hard Kookaburra… as I said, have a bit of fun and you never know. I had a little bit of luck tonight but you make use of luck so it’s a positive thing.”

Bitter rivals Mohun Bagan, East Bengal lock horns in Kolkata derby Agency | Siliguri

The Bharatiya Janata Party (BJP) government in Uttar Pradesh has ordered a probe into the sale of 21 sugar mills at a “throwaway” price by former Chief Minister Mayawati. The probe was ordered by Chief Minister Yogi Adityanath after a review late Friday night of the Cane Development and Sugar Industry Department. He said that nobody can be allowed to sell such government properties at “dirt cheap rates” as the property belonged to the people. Adityanath also said that he will not hesitate in ordering a Central Bureau of Investigation (CBI) probe into the matter, in which even the Comptroller and Auditor General (CAG) has pointed out heavy irregularities. The Rs 1,180-crore scam has been hanging heavy on the former Chief Minister Mayawati but it was put in cold storage by the earlier Akhilesh Yadav-led Samajwadi Party government.

Sachiin Joshi buys Mallya’s Kingfisher Villa in Goa for Rs 73 crore Agency | Mumbai

After three failed auctions, banks have finally managed to sell the Kingfisher Villa in Goa belonging to businessman Vijay Mallya to actor-producer Sachiin Joshi for Rs 73 crore through a private treaty. The harried lenders to Kingfisher Airlines have ended the jinx to recover the dues of over Rs 9,000 crore by monetising assets of the airline under their custody by selling the villa. The sale of the villa finally took off earlier this week after tions, the last being three failed aucon March 6. The bitter rivalry between the former childhood friends meant Mercedes’ management often had to walk a fine line Agency | Shanghai Mercedes are seeing red after losing out to Ferrari in the season-opener in Australia but the challenge from their resurgent rivals has had a galvanising effect on the champions according to Lewis Hamilton. The championship battle over the last three seasons has been contested exclusively by Hamilton and retired champion Nico Rosberg, with Mercedes sweeping to 51 wins from 59 races and a hat-trick of drivers’ and constructors’ titles. The bitter rivalry between the former childhood friends meant Mercedes’ management often had to walk a fine line, managing the pair’s unrav-

elling relationship while reassuring them that they were being treated equally. But Sebastian Vettel’s win last month in Melbourne dented Mercedes’ hopes of continuing their dominant run into a fourth season and left the German outfit facing the unfamiliar scenario of having to guard against an outside threat from a rival team. “When your battle is within a team it is very easy for a team

to implode as a constant battle for the whole unit to be working together toward the same goal has a conflict of interests within it,” Hamilton told a group of reporters at a round table at the Chinese Grand Prix. “While currently there is still a conflict of interests in that both drivers want to win, we see red ahead of us and together, collectively, we have to push forwards.”

Jose Mourinho has accused Manchester United of lacking a killer instinct after another week of misfiring performances

Agency | Manchester Jose Mourinho has accused Manchester United of lacking a killer instinct after another week of misfiring performances at Old Trafford, saying players are “not in love with the goal”. Zlatan Ibrahimovic, 35, is United’s 27-goal top scorer of which 16 have been in the Premier League. No other United player has managed double figures in the league, with Juan Mata on six, Paul Pog-

ba on four and Anthony Martial, Marcus Rashford and Henrikh Mkhitaryan on three each. Mourinho’s side travel to bottom club Sunderland on Sunday on a 20-match unbeaten run in the Premier League. But 10 of those games have been drawn and seven teams have scored more than their tally of 43 goals this season. United’s attacking problems were laid bare in this week’s goalless stalemate with

West Bromwich Albion and 1-1 draw against Everton. “We have some players that are not really players in love with the goal,” Mourinho said. “They are good players and they are creative players, but naturally they’re not the kind of guy that’s a killer.” Javier Hernandez was sold by Mourinho’s predecessor Louis van Gaal to Bayer Leverkusen in 2015 and the United boss believes the 28-year-old is the kind of cold-blooded forward his team needs. “The way we dominate opponents in the box at Old Trafford, I think ‘Chicharito’ (Hernandez) would have 20 goals easily, even coming from the bench for the last 10 or 20 minutes,” Mourinho said.

Boult was successful in grabbing the ball while he was in the air but had to throw the ball in the cricket field in order to prevent it from going for a six. The left-handed quick-bowler’s athleticism on the field certainly emerged to be

an important one as his franchise team notched up a spectacular win over Raina-led Gujarat Lions by 10 wickets. Kolkata while chasing a stiff target of 184 runs didn’t lose any wicket as opener Chris Lynn remained unbeaten at 93 while skipper Gautam Gambhir contributed 76 during the course.

“Who says Kiwis can’t fly”, asked Danny Morrison from the commentary box when a mind blowing fielding effort from Trent Boult saved a maximum for his team in the deep during the match between Kolkata Knight Riders and Gujarat Lions in Rajkot. The incident took place on the second delivery of the 14th over of Gujarat’s innings when skipper Suresh Raina danced down the track

Despite Efforts, Clean Water Is Scarce in Gujarat

Sunvilla News | Ahmedabad

April is gearing up to be a historic month for India’s contaminated waterways. In late February, the country’s Supreme Court mandated that all polluting industries must ensure that waste water discharges meet quality standards by installing effective primary effluent treatment facilities by March 31, 2017. The Conversation River and lake pollution is a major problem across much of India, and regulatory inertia toward industrial waste water has exacerbated the situation. The court’s decision rep-

resents a watershed moment in the governance of natural resources. The issue is particularly salient in drought-prone, industrial Gujarat. Numerous efforts over the years have not stemmed widespread discharge of untreated effluents, which has reduced the biodiversity and regenerative capacity of its water bodies. Coastal areas in this western state have seen a 15% decline in high-value fish stocks, and many rivers are facing extinction of fish communities. In 2011, Down to Earth magazine reported an almost 50% decline in fish catch from the Damanganga river in the Daman district, situated near the Vapi industrial cluster in south Gujarat.

IPL 2017: Match 6: Hyderabad Vs Gujarat on April 9

Hyderabad, April 8: Gujarat Lions (GL) will be keen to shrug off the disappointment of a humiliating defeat against Kolkata Knight Riders (KKR) as they gear up to face defending champions Sunrisers Hyderabad (SRH) in their first away game of the Indian Premier League (IPL) 2017, here tomorrow (April 9). Sunrisers are high on confidence after a comfortable 35-run win in their opening game against a depleted Royal Challengers Bangalore while Gujarat Lions were demolished by the KKR opening pair of Chris Lynn and Gautam Gambhir

during their 184-run opening stand. With Yuvraj Singh in prime form and Australian Moises Henriques and Ben Cutting making all-round contributions, Sunrisers are favourites going into the match. Under the spotlight will be teenage Afghanistan leg-spinner Rashid Khan Arman, who got a couple of wickets on IPL debut. For Gujarat, save Praveen Kumar’s couple of overs, Gujarat’s primarily Indian bowling line-up were taken to cleaners by the KKR opening duo. The likes of chinaman Shivil Kaushik, India discard Dhawal Kulkarni were hammered all around the park. The defeat would certainly force Lions to ring in a few changes. Australia all-rounder James Faulkner may replace a horribly out-of-form and out-ofshape Dwayne Smith.

It also said that the proposals submitted will be scrutinised by the DoE through authorised officers or teams. “Any complaint regarding increase of any fee without such prior approval will be viewed seriously and will make the school liable for action,” the communication said, adding that if a proposal is not

submitted by the school, they shall not be allowed to increase the fee. The schools would also need to submit important documents like the details of receipts and payment account, balance sheet for previous years, income and expenditure account, budget estimates for the ensuing year, details of reserve, general and gratuity funds and statement of salary disbursed to staff.
