Amid mounting pressure with regard to alleged irregularities in the 10+2 toppers’ scandal, Bihar School Examination Board (BSEB) Chairman Lalkeshwar Prasad Singh today resigned from his post. “We have received the resignation letter of Board Chairman Lalkeshwar Prasad Singh,” said state Education Minister Ashok Choudhary. Earlier in the day, the department issued a show-cause notice to the BSEB Chairman on why he should not be removed from the post for the irregularities committed in +2 plus examination results. Singh was asked to give his reply within 24 hours to the department, Chaudhary said.

It may be noted that the probe team had questioned Singh for five hours yesterday. Besides, a team of state police and CID visited the Board yesterday and perused the results of the Intermediate examination. The team also took away Singh’s computer, laptop and smartphone with it. The state government had taken strong objection to Singh’s decision to constitute a four member committee headed by

a retired high court judge to probe the alleged irregularities in evaluation of marks in this year’s 10+2 examination. The government had on May 6 dissolved the committee. Cutting out the censor, The board is out of step with the times

With Udta Punjab, India’s tryst with censorship has reached a point where artistic and creative freedoms have to pass muster with both official and unofficial moral policing. The implications of this are far-reaching. The message that will go down to filmmakers, playwrights, artists, writers, and even ordinary citizens is that every word uttered, every sentence written, every scene painted, every film that is canned, or every book that is published, must be accompanied with extreme circumspection. Caution is, arguably, a reasonable attitude, but where free expression becomes hostage to fear, we have much to worry about. Today, filmmakers are complaining that movies cannot be made by anticipating what the censor board would ultimately clear. We also have the unofficial censors — religious, cultural and political groups — who take offence to creative expression, and prevent film screenings, vandalise art exhibitions, and issue physical and verbal threats. If, tomorrow, artists decide to shelve projects for fear of tripping under the censor’s subjective, and shifting, standards, the culprit is the political leadership. The ground has shifted from the fundamental right to free speech to the enforcement of the reasonable restrictions on free speech, both sanctioned by the Constitution. After the regional office of the Central Board for Film Certification (CBFC) sought 89 cuts in Udta Punjab, the revision committee has now reportedly sought that the “Punjab” in the title and all references to the state must be removed. For a film that claims to have realistically depicted Punjab’s drug problem, the charge that it will misguide young and impressionable minds is a strange and laughable proposition. Under Pahlaj Nihalani, the CBFC has taken upon itself the job of enforcing a social morality that attempts to arrest the onward drift towards greater political and cultural liberalism. With the internet emerging as the primary source of media distribution and with no scope for censoring internet content, such attempts at censorship are merely symbolic. With elections around the corner in Punjab, there is little doubt that political imperatives have governed the censoring of the film. It is no surprise that the Akali Dal has been vociferously protesting against the film, while its opponents, the Congress and the Aam Aadmi Party, back the film’s release. The film’s co-producer, Anurag Kashyap, has not minced words by taking on the political establishment and the censor board. He said that those opposed to the film are “actually guilty of promoting drugs”, and equated the censor board’s dictatorial and oligarchic actions to the North Korean state.

But there was disparity in the count of cattle head. The government approves grant on the number of cattle heads. This cannot be tolerated. Therefore, we have derecognised 21 camps where such irregularities were found,” said Kutch collector Mukul Gandhi said on Tuesday.
