Agency | Mumbai The rupee appreciated by another 12 paise to end at three-week high of 64.21 against the US currency today on sustained dollar selling by exporters and banks. The domestic unit has risen by 22 paise against the dollar since Wednesday amid heightened global volatility. Expectations of robust capital inflows into equities and debt largely supported the rupee gains. Speculative traders also continued to shortsell the dollar amidst global volatility, a forex dealer said. The rupee resumed sharply lower at 64.40 against last close of 64.33 at the Interbank Foreign Exchange (Forex) Market on the back of initial dollar demand and lacklustre local equities. It remained under immense pressure and drifted further to hit low of 64.4250. In forward market today, premium for dollar dropped on fresh receivings from exporters.

IPS officer plays `mentor’ to civil services aspirants Agency | Hyderabad

A senior IPS officer in Telangana mentored over 80 candidates who cleared this year’s Union Public Service Commission (UPSC) examination. Rachakonda police commissioner Mahesh M Bhagwat provided guidance to more than 300 candidates for the personality test, a part of UPSC exam, this year, and 84 of them passed. “There are more than 50 successful candidates from Maharashtra including three in the top 100, besides candidates from Telangana, Andhra Pradesh and Tamil Nadu whom I assisted in preparation for the personality test,” Bhagwat said.“A total of 84 candidates I mentored have passed the exam...I am happy, what more a mentor wants,” he said. 16 June in sync with international rates

Come June 16 and petrol as well as diesel prices across the country will be revised on a daily basis in sync with international rates as happens in most advanced markets. After the successful pilot in five cities, state-owned oil companies will from June 16 revise rates on a daily basis across all the 58,000 petrol pumps in the country. Petrol and diesel price will change on a daily basis by a few paisa per litre depending on movement of oil prices in international market and variation in foreign exchange rates. Rates will vary from city to city as well as from petrol pump to petrol pump with Indian Oil Corp (IOC), Hindustan Petroleum Corp Ltd (HPCL) and Bharat Petroleum Corp Ltd (BPCL) deciding to follow a marginal differential pricing. “We are moving into a dynamic pricing. Correction in prices now happen after a gap of a fortnight but from now on it will be on daily basis to reflect the cost,” IOC Chairman Sanjiv Singh said. The three firms in separate but iden-

tical statements said they implemented daily revision of retail selling price (RSP) of petrol and diesel on a pilot basis in Udaipur in Rajasthan, Jamshedpur in Jharkhand, Puducherry, Chandibarh and Vizag in Andhra Pradesh from 1 May.“After its successful implementation, public sector oil marketing companies (OMCs) have now decided to start daily revision in RSP of petrol and diesel in the entire country with effect from 16 June, 2017,” the statement said. State fuel retailers currently revise rates on 1st and 16th of every month based on average international price of the fuel in the preceding fortnight and currency exchange rate. Instead of using fortnightly average, pump rates will reflect daily movement in international oil prices and rupee-US

dollar fluctuations. “Daily price revisions of petrol and diesel will make the retail prices more reflective of the current market conditions, minimising the volatility in the retail price,” the statements said. This, it said, would lead to increased transparency in the system. “This will also enable smoother flow of products from refinery/depots to retail outlets (petrol pumps),” the statement said. “Many developed countries are already revising the prices of petrol and diesel on a daily basis.” While petrol price was freed from government control in June 2010, diesel rates were deregulated in October 2014. What is Swaminathan Commission Report and how is its implementation relevant? As farmers stage agitations in several states, the importance of implementation of the Swaminathan Commission report has been highlighted. The report that suggests reforms in the interests of farmers is being touted as the solution to the problems of farmers agitating across states. The government of India constituted the National Commission on Farmers (NCF) on November 18, 2004. The NCF was chaired by Professor M.S. Swaminathan. It submitted five reports to the government. The first was submitted in December 2004 and the fifth and final report was submitted on October 4, 2006. The reports had suggestions for “faster and more inclusive growth” for farmers as was envisaged in the Planning Commission’s Approach to 11th Five Year Plan. The fifth report was the most crucial as it contained suggestions for inclusive growth of farmers and agriculture sector. NCF’s Swaminathan Commission Report aimed at working out a system for food and nutrition security, sustainability in the farming system, enhancing quality and cost competitiveness of farm commodities and also to recommend measures for credit and other marketing related steps. Dr Swaminathan had requested the government to implement the recommendations given in the report so that it could provide minimum support price for grains, safeguard the interest of small farmers and addressing the issue of increasing risk overtaking agriculture as a profession. What were the Commission’s observations? The Commission observed that farmers needed to have an assured access to and control over rightful basic resources. These basic resources include land, water, bioresources, credit and insurance, technology and knowledge management, and markets. It observed that agriculture must be implemented in the concurrent list from the state list — hence putting it as a matter of concern for both the Union and the states. What are the Commission’s key recommendations? One of the key reforms was, of course, land reforms. It was aimed to address the issue of access to and for both crops and livestock. The commission said that the inequality in landholdings in shown starkly in land ownership. It said that in 1991-92, the share of the bottom 50 per cent of the rural households in the country’s total land ownership was only three per cent. The top 10 per cent owned as much as 54 per cent. Land Reforms: Distribution of ceiling-surplus and waste lands; prevention of diversion of prime agricultural land and forest to corporate sector for non-agricultural use; to ensure grazing rights are provided and seasonal access is allowed in forests to tribals and pastoralists. It recommended access to common property resources. One main case was establishing a National Land Use Advisory Service. The purpose of this service would be to connect land usage decisions with ecological meteorological and marketing factors. Irrigation Reforms: It recommended framing a set of reforms to provide farmers with “sustained and equitable” access to water for irrigation.

Maruti Alto regains top spot, Brezza break sales record Agency | Mumbai The ubiquitous Maruti Alto regained its top spot on the sales charts in May even as volumes of the compact SUV Vitara Brezza hit a new high. The Alto, Maruti Suzuki’s most affordable model, clocked 23,618 units last month, recording a 19 percent on-year growth. Maruti’s other popular model Vitara Brezza, which is also the country’s largest selling sports utility vehicle (SUV) recorded its highest sale since launch at 12,375 units. The aging Swift, which became the highest seller in April dislodging the Alto, fell to the second spot last month clocking 16,532 units. However there was still a growth of 34 percent for the Swift

The newly launched Dzire is still in the ramp up mode and Maruti will take a couple of months to take production back to the previous highs of 18,000-20,000 units a month. The model had bookings of 33,000 units even before launch. In total Maruti Suzuki sold 130,248 units last month posting a growth of 15 percent compared to 113,162 units sold in the same month last year. Stone tools, animal bones and evidence of fire were also found within the same layer at the site. But what the researchers found to be most remarkable about these fossils is that they capture a moment in time of evolution. The facial features of the skull look like a modern human, but the brain case is very elongated.
