New Covid-19 vaccination guidelines out, allocation based on state population As per the revised guidelines, the Centre will buy 75 per cent of doses from vaccine makers, including 25 per cent of the state quota, and give it for free to state governments. Agency News: New Delhi A day after Prime Minister Narendra Modi tweaked his government’s Covid-19 vaccination policy and announced that states will receive free doses for inoculation of all above 18, revised guidelines for the same were released on Tuesday. The announcement came amid a chorus from states that the Centre should take over vaccine procurement,

and probing questions recently from the Supreme Court. As per the revised guidelines, the Centre will buy 75 per cent of doses from vaccine makers, including 25 per cent of the state quota, and give it for free to state governments and union territories. As the Prime Minister said in his Monday address, no state government will have to spend on vaccine procurement. However, the government has made it clear that the allocation

of doses will depend on factors including the population of states and vaccine wastage. “Vaccine doses provided free of cost by the Government of India will be allocated to States/ UTs based on criteria such as population, disease burden and the progress of vaccination. Wastage of vaccine will affect

the allocation negatively,” a notification read. Domestic vaccine manufacturers will be given the option to provide vaccines directly to private hospitals. And Private hospitals will be allowed to levy a maximum of Rs 150 as service charge. Also, states/UTs will be notified in advance of how

Pre-Monsoon Showers Arrive As Rain Lashes Mumbai, Says Weather Department Rains lashed Mumbai and its neighbouring areas this morning, bringing respite from the sweltering heat. The weather department said that pre-monsoon showers have arrived in the region.As per the Regional Meteorological Centre (RMC) in Mumbai, up to 30 mm rainfall was recorded in areas like Malvani, Borivali and Dahisar in Mumbai till 11 am. On Saturday, the India Meteorological Department (IMD) had confirmed the arrival of the south-west monsoon in Maharashtra, when it had reached up to Harnai port in coastal Ratnagiri district. Agency News: Bhopal The Indore bench of the Madhya Pradesh High Court has issued a notice to the state government seeking its response in six weeks on the alleged negligence in curbing communal clashes in Ujjain, Indore and Mandsaur during the donation drive of funds for the construction of Ram temple in Ayodhya. The bench of Chief Justice Mohammad Rafiq and Justice Sujoy Paul was hearing a petition filed by Rajya Sabha MP and former chief minister Digvijay Singh in which he had moved court to issue directions

to the state to enforce a Supreme Court ruling in cases of mob violence, communal violence and mob lynching. SUNVILLA SAMACHAR Congress High Command Has To Ensure Total Unity In Punjab Party The Congress leadership is engaged in damage control in Punjab with the political crisis threatening to go out of control. The high command is looking for a formula to calm down the tempers of the dissidents against the chief minister Captain Amarinder Singh. TheAssembly elections are scheduled early next year. Punjab is one of the few Congress-ruledstates and the Party would like to retain it . It is a border and a sensitive state which hadseen violence in the past. While the chief minister is considered close to Congress president Sonia Gandhi, his baiters draw their strength from Rahul Gandhi and Priyanka Gandhi. The brother and sister see main baiter former cricketer Navjot Singh Sidhu as a leader with appeal among Punjab’s youth. However, after all the drama played out in Delhi last week when 25 legislators and other senior leaders as also Chief Minister met a three-member panel led by the leader of opposition in Rajya Sabha Mallikarjun Kharge. all that we know is that the committee, set up by Sonia Gandhi, after talking to the dissidents is against a leadership change but at the same time wants to accommodate the dissidents also in the party and the government in a reshuffle. Though the captain sought votes as his last chance to rule in 2017, he has now changed his stand that he will seek another term. Congress is having a leadership crisis even at the national level. Rahul Gandhi, though not occupying any position is said to be taking most of the decisions. Even in the case of Punjab, both Rahul Gandhi and Priyanka Gandhi have talked to the Captain in a virtual meeting last week.This is not the first time the chief minister has faced dissension in the party ranks. With thesupport of Sonia Gandhi, the Captain survived the rebellion in 2005 but a similar crisis hasengulfed him in his second chief ministerial term, with cabinet members and party legislatorsopenly defying his writ.Navjot Singh Sidhu the cricketer-turned-politician is leading the attack. The ambitious Sidhumay not command much influence over Congress MLAs or the cadre, but his rebellionagainst Amarinder has catalysed the dissidents. To the Captain’s advantage, though thedissidents have complained against the Captain, they do not agree on his replacement.The recent outburst of animosity came as the Punjab and Haryana High Court quashed anSIT report into the Kotkapura firing incident of 2015. Sidhu accused the CM of evading responsibility. The dissidents also claim that the chief minister is soft with the Badals. Thedrug menace which was one of the election issues in 2017 also needs to be addressed morerobustly.Sidhu started dreaming of becoming chief minister after he gained access to PriyankaGandhi and Rahul Gandhi. Senior leaders who are in the queue to succeed the Captain aredismayed about this. Sidhu also wants to become the PCC president though he does nothave the capacity to take every one along. Among the solutions being considered by Congress high command include a cabinetreshuffle, giving representation to more castes, and a bureaucratic reshuffle aiming to give afree hand to the elected representatives. There is a proposal to form a new campaigncommittee. The dissidents will be accommodated with these changes.Factionalism is not new to the Congress party. But a weak leadership cannot continue to treat the states or encourage dissidents as it did earlier because the party needs unity.There are not many options left for the Congress leadership. The party has to ensure trucebetween the CM and the dissidents to face the coming assembly polls unitedly. Chief Minister has the capacity to lead the party to another win in the poll.So his hands should bestrengthened but the CM has also to take others along with him. At the administrative level,the fight against the covid pandemic has to be intensified and the government has to make all efforts to fulfil earlier poll promises.The Punjab assembly election will be one of the hot political battles in early February 2022.The other parties like the Akali Dal and the BJP too are trying to set their house in order.While the Akali Dal has severed its connection with its long-time ally the BJP last year on thefarm bills issue, the two parties have declared that they would go it alone in the upcoming polls. Therefore Punjab is likely to face a multi-cornered fight. The BJP’s expansion plan are aggressive. The captain and a united party seem to be - Kapilkumar M. Hirpara the best bet for congress.

India’s unemployment rate rises, 1.5 crore jobs lost in May Economy shrinks further amid second wave of Covid-19; unemployment rate goes from 7.7% in April to 11.9% in May 2021, as per CMIE data Agency News: New Delhi If the unemployment scenario in India was bad last year, it has become worse this time. According to a survey conducted by the Centre for Monitoring Indian Economy (CMIE), in just one month the unemployment rate in the country went from single digit to double-digit figure, marking a rise of 4 per cent. Around 1.5 crore people lost their jobs in May this year. As per the data, the unemployment rate in May was 11.9 per cent, significantly higher than the 7.7 per cent in April. The

pandemic has wreaked a havoc on the economy of the country. Several businesses had to shut down, leaving employees high and dry. At the end of the first wave, savings had been exhausted. Migrant labourers and those in the unorganized sector were the worst sufferers. The salaried class saw massive job cuts and salary cuts. But the improvement in the Covid-19 situation brought hope that the economy would start returning to normalcy. Far from it, the second wave crippled it further. Barely getting over the effects of the first total lockdown, the economy was once again hit when Covid-19 cases saw a sudden surge in April this year. In the 12 months between June 2002 and May 2021, the lowest unemployment rate was 6.5 per cent in November last year and in March this year, according to the CMIE data. In May, the unemployment rate in urban areas was 14.73 per cent, while it was 10.63 per cent in the rural areas.
