Pakistan court orders Lakhvi’s release

Ramalinga Raju and nine other accused in the Satyam Computers scandal have been awarded seven years rigorous imprisonment and imposed varying amounts of fine by a Special Court in Hyderabad on Thursday. All the 10 accused in the multi-crore Satyam Computers account fraud, were found guilty by the judge B.V.L.N. Chakravarthy. Ramalinga Raju and his brother Rama Raju, former managing director, have been penalised Rs.5.5 crore each, while the eight other accused were asked to pay a penalty of Rs.50 lakh each. The two Raju brothers faced charges under Section 409 of IPC (criminal breach of trust by merchant and agent), a provision which attracted the maximum punishment. In addition, Ramalinga Raju

faced charges under Sections 120-B read with 420 IPC. He was also convicted under Sections 409, 467, 468, 471, 477-A and 201 of IPC. The sentence under the various charges will run concurrently. He has already served jail sentence in the case from January 10, 2009 to August 19, 2010. He was freed on bail by the High Court in Hyderabad in August 2010. However, following this TRAI order, subscribers will not be able to avail of schemes that allowed them to make calls and send SMSes while in roaming at home circle rates. “TRAI has reduced ceiling tariffs for national roaming calls and SMS and has mandated telecom service providers to offer a special roaming tariff plan. These changes will come into effect from 1 May 2015,” TRAI said in a statement on Thursday. The Telecom Regulatory Authority of India (TRAI) has cut the maximum or ceiling rate that a telecom operator can charge for STD calls on roaming to Rs.1.15 per minute from Rs.1.5. Similarly, national SMS rate has been reduced to 38 paise from Rs.1.5 per SMS. Also, an operator can charge a maximum 25 paise for each local SMS instead of the current Re 1 per SMS at present. Gujarat cricket-betting racket, 5 cops suspended The Rs 4,000 crore cricket-betting racket busted by the Enforcement Directorate (ED) in Gujarat during the world cup has reached at the doors of several state police officials who forged nexus with betting operators. Two leading bookies Tommy Patel and Kiran Patel were booked by the ED when it raided a farm house near Vadodara and over a dozen laptops and 100 mobile phones were seized. Late on Tuesday, Gujarat home department suspended five policemen including two police inspectors (PI) of Gandhinagar and Vadodara, who were found to be linked with bookies running the racket from a farm house in Vadodara. “Based on the enforcement directorate’s report, we have ordered an inquiry into the allegations of nexus between bookies and police and suspended five policemen,” Gujarat’s additional chief secretary (home) GR Aloria. Sources said that four IPS officials who served in Gandhinagar, Ahmedabad and Vadodara are under scanner in the betting. North Gujarat is said to be its hub. “We are conducting an inquiry into the corruption angle of the betting scam,” said Ashish Bhatiya, head of Gujarat’s anti-corruption bureau (ACB). He, however, refused to divulge whether any IPS officer is being probed. “The ED has submitted a detailed report to the Gujarat authorities on the betting and how widespread it has become in the state with police turning blind eye to the menace,” a top official said, adding, “the satta operators’ link with police is not limited to lower level policemen. In fact, it goes up to SP and range IG levels.” Officials in the central agency had told media that every world cup match used to generate `20 crore betting turnover in the racket run by Tommy and Kiran, who have been slapped with Prevention of Money Laundering Act (PMLA). The ED has reportedly taped mobile phones of top bookies which revealed links with Gujarat police officials, who not only turned blind eye to the menace but provided shelter to the bookies to flourish their network. “We have found that the bookies in Gujarat were linked with bookies in Mumbai, Delhi and Dubai,” said a Gujarat police official. The estimated daily transaction from the betting was Rs. 5 crore with a daily turnover of Rs. 25 to 30 crore. ED sleuths have recovered electronic data and transaction records related to cricket matches over the last two years, including the IPL tournaments and the ongoing World Cup matches, which could peg the estimated total betting turnover to hundreds of crores. The agency is currently investigating the case under the provisions of the Foreign Exchange Management Act where gambling is a bailable offence. The detainees have been on previous occasions been arrested by various agencies for betting and gambling, sources said. They were nabbed from a farmhouse on the outskirts of Vadodara. The ED has recovered a hundred mobile phones and a dozen laptops.

Bank stocks surge up to 6% on rating outlook upgrade Agency : Mumbai Bank stocks Thursday surged by up to 6 per cent, after Moody's raised India's credit rating outlook to 'positive'. While shares of Punjab National Bank surged 6.03 per cent, Indusind Bank gained 4.63 per cent on the BSE. SC freezes appeals in Naroda Patiya case Agency : New Delhi The Supreme Court on Thursday stayed for two months proceedings in the Gujarat High Court on appeals filed by the convicts in the 2002 Naroda Patiya riots case, in which former Minister Maya Kodnani was awarded life sentence. ”There will be interim stay on proceedings in the High Court on the appeals for two months,” a bench of Chief Justice H.L. Dattu and Justices M.B. Lokur and M.Y. Iqbal said. The apex court also expressed the view that all the eleven appeals should be heard together. The Special Investigating Team (SIT) appointed by the Supreme Court, which probed the riot cases, had complained that the High Court has been expeditiously hearing only Kodnani's appeal when appeals of her co-convicts were pending. The SIT, through senior advocate Harish Salve who is assist-

ing the apex court as amicus curiae in the riots cases, had said the High Court judge was not deciding on its application for hearing all the appeals together. The SIT also filed two progress reports on the riots cases in a sealed cover on Thursday. Agency : New Delhi In a major relief to wheat farmers affected by unseasonal rains and hailstorms, the Centre today relaxed quality norms for wheat procurement in Gujarat, Madhya Pradesh and Rajasthan and would ease the norms in other states after testing the grain samples. Unseasonal rains and hailstorms, being witnessed from February-end, have damaged rabi (wintersown) crops in about 113 lakh hectares of area in about 14 states. Total cultivable area in rabi season stands at 600 lakh hectares
