Over 58% decline in Congress income in FY21 The income of the Indian National Congress declined by over 58 per cent in financial year 2020-21, down from Rs 682.2 crore in the previous fiscal to Rs 285.7 crore, according to its audit report submitted to the Election Commission.The party’s expenditure, too, dipped from Rs 998.15 crore in the previous fiscal year, which also happened to be the year of the 2019 Lok Sabha elections, to Rs 209 crore in FY 2021, the report submitted to the EC on March 30 revealed.The Congress’ income in FY 201819 stood at Rs 918 crore. Agency News: New Delhi A day after the Union Health Ministry announced the rollout of precautionary third doses of the Covid-19 vaccine for the 18-plus population at private vaccination centres, the Centre Saturday said private clinics can charge a maximum of Rs 150 per dose as service charge over the cost of the vaccine. The cost of the precautionary dose, it also said, will be the same as the price for the first dose.Speaking at an
orientation meeting of health secretaries across states, Union Health Secretary Rajesh Bhushan said, “They can charge up to a maximum of Rs 150 per dose as service charge for vaccination over and above the cost of the vaccine.”On Friday, the Health Minister announced that all those over 18 years of age and have completed nine months or 39 weeks after receiving the second dose of the vaccine would be eligible for precautionary third dose from April 10.

The Rise And Rise Of The Bjp In Indian Polity In Last 42 Years
Prime Minister Narendra Modi waxed eloquent on April 6, the 42nd foundation day of theBharatiya Janata Party, dwelling deep into ‘parivaarvad’ and ‘rashtravaad’, besides pointingout that the rise and rise of the BJP is also centred round India’s growing global clout. Whohe was giving a pat on the back with that reference was not hard to guess. Also if anybodymissed party co-founder Lal Krishna Advani, it wouldn’t have surprised many.Fact is, if Atal Behari Vajpayee and LK Advani saw the beginning of the “rise and rise of theBJP”, the usurpation of the party mantle by Modi is now complete. Flushed with funds, theBharatiya Janata Party boasts of being the world’s largest political entity. The saffron “Hindu-nationalist party” has more membership than the red Chinese Communist Party.So much so, it can be said without cringing, that the “rise and rise of the BJP” is a cliché forall things “rise and rise.” The party has risen from two MPs in 1984 to 301 today. Then, whenit was ‘2’, it was lampooned and ridiculed. Today, nearly 38 years on, the party can rightlybrag that its singular focus on winning elections had much to do with its phenomenal growth.Lal Krishna Advani’s hardline Hindutva took it from 85 seats in 1989 to 120 in 1991. Thenumber rose to 161 in 1996 on the back of ‘mandir’ and ‘masjid’. In 1998, it won 182 seats.In 1999, it repeated the 182. After a ten year UPA rule under Sonia Gandhi, BJP was backin Indian politics with a bang in 2014 under the leadership of Narendra Modi. From 2 in 1984to 301 in 2019 is a graphic of the party’s rise and rise.And not even Modi can deny Vajpayee and Advani the credit for the rise of the BJP, beforeModi para-dropped himself onto the national stage. Of course, elections cannot be wonwithout issues to engage the electorate with. There is no doubt that the BJP has beentampering with the Hindu mind with Hindutva. Majoritarian politics is the BJP’s mainstay. Theparty will no doubt govern and grow till as long as the Hindu rightwing doesn’t see enough ofits specific goals achieved. The BJP’s persistent rise to superstardom in the eyes of the Hindutva can be traced toAdvani’s rath yatra and the demolition of the Babri masjid. The slogan ‘Jai Shri Ram’ hasplayed a stellar role. The more secular parties like the Congress waver between ‘Jai ShriRam’ and ‘Allahu Akbar’, the more will the BJP find new recruits from among the Hindus.Of late, this process has quickened, especially after the bungled attempt to divide ‘Hindu’with ‘Hindutva’. Politicians like Rahul Gandhi, egged on by the definitions given to Hinduismby the likes of Salman Khurshid and Shashi Tharoor, have contributed their mite to buildingup the BJP as the saviour of Hinduism". The Hindu-Hindutva divisive debate couldn’t have come at a more opportune time for theBJP than just before the recent 5-state elections. Besides, poll-promises like 40 percent reservation in party tickets for women stood no chance before the 35 kg free rice scheme.Modi, for all the Hindutva strain in him, has worked out a food-grains formula to ensure thecontinued rise and rise of the BJP.Ask the so-called intellectual about the growth of the BJP and he will wander into ideologicalvalleys and meander into alleys and box-canyons in them. He will talk of “ideological policypreferences” when in reality, apart from whatever remains of the communist strongholds, themajority of Hindus have no hard and fast ideological preferences.The Bharatiya Janata Party has been able to tap into this vast reservoir of Hindu flotsam andbuild them into a solid vote-bank, which is constantly increasing in bulk and spread, keptalive and kicking with all-weather poll planks that are far from secular.Hindu nationalism for example can only grow and grow, spread and spread. And with theuse of it, the BJP will only rise and rise. Add to ‘rashtravaad’, “36,000 mandirs”, allegedlydemolished and built upon, and the BJP will not run out of masjids to be brought down for along time to come. The Bharatiya Janata Party’s journey from rubble to rise and rise is basedas much on its army of disciplined cadres as it is on the remains of history.The Modi Government has cleverly intervened to rework societal norms (triple-talaq) oreconomic issues of households (LPG, housing, direct to bank transfers) to grow out of itspreconceived niche in the minds of the minorities, and the marginal communities.Simultaneously, it has been doing all it can to address “historical wrongs” even if at the riskof being labelled “Hindutva majoritarian.”Compared to the Congress party’s 137 years, the BJP at 42 is but a toddler. While the daily positivity rate was recorded at 0.25 per cent, the weekly positivity rate was at 0.23 per cent, according to the health ministry.The number of people who have recuperated from the disease has surged to 4,25,01,196, while the case fatality rate was recorded at 1.21 per cent, the data showed. In 202021, the ratio was 10.3 per cent. “The direct taxes are more than indirect taxes (in 2021-22) and I hope this trend will continue in the coming years,” Bajaj added. Agency News: New Delhi The government on Friday said it has approved a proposal to provide a one-time window to public sector undertakings to surrender coal mines that are not in operations without any penalty.The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi approved the proposal during its meeting on Friday, the coal ministry said in a statement. The CCEA “has approved the Ministry of Coal’s proposal for providing a one-time window to the Central and State PSUs to surrender non-operational mines
without penalty (forfeiture of bank guarantee) and without citing any reason,” the statement said. This may release many coal mines which the present government companies are not in a position to develop or are disinterested and could be put for sale as per the present auction policy of the government. The government companies would be given three months to surrender the coal mines from the date of publication of the approved surrender policy.
