Odd-even programme is no long-term solution to pollution

The odd-even experiment in January was the testing of a short-term managerial solution. As any experiment, it gave partial insights into the air pollution puzzle. It was also a test of Delhiites’ resolve to do something about it. The first trial did reduce congestion. The second experiment from April 15 to 30 had little impact on congestion during peak hours. Apparently, people had obtained more cars, used more taxis and some had changed over to CNG. Reduction in congestion, even though air pollution remains at the same level, reduces people’s exposure which is the product of air pollution level x number of persons exposed x duration of exposure. Lower exposure lowers the adverse health impact. It is not easy to assess the impact of oddeven on pollution levels as one also needs to factor in changes in wind speed, wind direction, emissions by neighbouring areas, fires, etc. From that point of view, one cannot assess the second odd-even experiment. It might still be considered worthwhile as it showed that people will take defensive action and that this may not be the solution to Delhi’s pollution problem. Cleaning up Delhi’s air requires both short-term and long-term solutions. Typically, the control of a number of short-term solutions lies with the Delhi government, while long-term solutions require the Central government to act. Odd-even cannot be a long-term solution for the NCR as the number of vehicles in Delhi alone, not counting the NCR region, is increasing at nearly 6 lakhs per year in Delhi alone, of which some 35 per cent are cars. Odd-even may have taken out at most 30 per cent of the cars of Delhi’s 28 lakh cars as cars on the road keep increasing and within a couple of years, even with odd-even, the cars on the road would increase. To reduce pollution, we need cleaner cars and much greater use of public transport, walking, cycling and improvement in the quality of public transport. The solution lies in a more comprehensive transport strategy and dealing with other sources of pollution. It requires actions not just by Delhi government, but also by governments of the surrounding states as well as by the Central government.

Ever since she signed her American TV show Quantico, which went on to become a hit, Priyanka Chopra has largely been stationed in the US and Canada. Of late, she has also been busy wrapping up her debut Hollywood film, an adaptation of the iconic TV show, Baywatch, which also stars Dwayne Johnson and Zac Effron. It is probably due to her hectic schedule that the actor hasn’t had the time to finalise her Bollywood projects yet. But Priyanka insists that she will be doing so very soon. “I should be taking a decision on my next [lot of] Hindi films soon. With the next season of my TV show starting later this year, and also the work that I have to do for the Baywatch adaptation, I have limited time. But, I have received some interesting [Bollywood] offers. It’s hard to figure out which one I should not do (laughs).” But the actor doesn’t want to reveal any names. “I’d rather talk about a film when I have made a decision about what I am going to be able to do, and not what I want to do (smiles),” she says. On April 30, Priyanka attended the White House Correspondents’ dinner, where she met President Barack Obama and his wife, Michelle Obama. Before that, Priyanka was in India for a few hours to receive her Padma Shri. “Both the production teams (of her TV show and Baywatch) worked really hard to take out three days, so that I could travel to India, even though we are shooting for the season finale and all my portions for the film. They understood how important coming to India was for me,” she says. But Priyanka admits that “they (the cast and crew members of her film and TV show) didn’t know what the Padma Shri was”. “I told them that it’s like receiving the knighthood in the UK, and that it’s the fourth-highest civilian honour in India. So, everyone was really excited for me,” says the actor. Recently, in an interview with Esquire, Priyanka also clarified that Bollywood isn’t an “offshoot of Hollywood”. “Firstly, I don’t like the term, Bollywood, especially because of the stereotypes that come with it. We aren’t a ‘me-too’ [industry] of Hollywood. We are the Hindi film industry, and we are proud to be one of the most prolific [film industries] in the world. We make about 900 films a year, if regional films are also included. So, we need to have our own identity. And that’s exactly what I meant [in the magazine article] when I said, ‘Please don’t stereotype us (Indian actors)’,” she says. Priyanka states that she is “a Hindi film actor”. She adds, “We have the ability to stand in front of any camera, in any country or on any stage, and to stand shoulder-to-shoulder with talented people from any part of the globe.”

No ‘Facebook drink’ in China after rare trademark win Agency | Beijing Facebook has warded off a threat to its trademark in China with a Beijing court ruling against a Chinese firm to use the famous name for its beverage, providing a rare trademark victory for the US social networking giant in the Communist nation. The Beijing Municipal High People’s Court said the local firm Zhongshan-based Zhujiang Beverage had “violated moral principles” with “obvious intention to duplicate and copy from another high-profile trademark”, BBC reported. Zhujiang Beverage, which sells products like milk-flavored drinks and porridge, said it registered its trademark “face book” in 2011. The company faced objections from Facebook, but gained approval from the Trademark Review and Adjudication Board the country’s trademark authority in 2014 to use it. Facebook is blocked in China since 2009 but its founder Mark Zuckerberg who is married to a Chinese has recently gone on a charm offensive to access the Chinese market. Along with other social media platforms like Twitter, Facebook is currently blocked to nearly 700 million internet users in China.

On May 5, ITC had said it has shut down its production till the time it is able to comply with “interim requirements” of 85% pictorial warnings. On May 4, the Supreme Court had directed tobacco companies to implement the rule mandating larger pictorial warnings and refused the manufacturers’ plea to stay the implementation of new cigarette packaging rules introduced from April 1. Going solar: Gujarat govt to kick-start solar rooftop project for its citizens

With an aim of scaling up the present solar power generation in Gujarat, the state government is now all set to launch its much awaited project of grid-connected rooftop solar power units, wherein residential property owners will be encouraged to install this new system. The Solar Rooftop project was initiated by Gujarat Energy Development

Agency (GEDA), which is the state nodal agency to promote renewable energy. In the current fiscal of 2016-17, GEDA has set a target of generating 50 megawatt (MW) of electricity by installing such rooftop solar photovoltic (SPV) units across Gujarat. According to GEDA Director J T Akhani, the rooftop solar project is for residential consumers only. “There are sev-

eral residents who have already installed solar power generation units on their rooftops. However, they are off-grid, as they are not connected with the electricity meter. This project is for those residential property owners who wish to connect their power units with the electricity grid,” said Akhani. “This project of grid-connected units has been proposed in the Gujarat Solar Power Policy, announced by state government in August 2015. This year, we are planning to install units having capacity of 50 MW. The installations will be done by our channel partners, saving time and energy of consumers in finding right contractor” said Akhani.
