Manipur Ambush: Look East is Good, But Where is the Action?
Manipur is in the news again for the tragic ambush in which 18 precious lives of our security personnel were lost and many more injured. Important as it was, within hours of the incident, it became a top trend on Twitter. But why do we wake up only after the incident? The Northeast region is often in the news only when violence has occurred. The NSCN (K) along with some more insurgent groups has taken responsibility for the attack on the Army. Why did it not make news headlines when the ceasefire between the Government of India and the NSCN (K) was not renewed last year? The reason for the non-renewal notwithstanding, it was a major event and should have been taken note of as such. And taking note means preparing for the kind of attack that they have indulged in. The NSCN (K) have already attacked two times in the last three months - first in Arunachal Pradesh, followed by a more significant incident in Nagaland and now the Manipur ambush, bringing the count to three in total. The post-attack reaction and rhetoric includes talks of sealing the international borders with Myanmar, securing the cooperation of the Myanmar Army, launching operations in militant hideouts and strengthening intelligence networks besides entrusting the investigations to the National Investigation Agency or NIA. These reactions are routine and publicizing them is often counterproductive. All these measures which are being talked about now should have been pressed into action immediately after the non-renewal of the ceasefire agreement without any announcement. Doing rather than talking was the need of the hour. Reality, sadly, has been the other way around. Moreover, “the talk” has not even reached its logical conclusion in a reasonable time-frame. Naga Peace Talks have been going on for a decade and a half. Such prolonged talk is bound to cause restiveness among those who are involved and to those as well who are outside but have a stake in the peace process. It also casts aspersions on the sincerity of the parties involved. NSCN (K) had a point when it resented renewing the ceasefire agreement endlessly without being included in the talks. The Government of India could not afford to annoy the NSCN (IM), which would have happened, if fresh talks with the K faction began without concluding talks with the IM faction. The way out was concluding talks with the NSCN-IM within a set time frame, followed up with other groups and the Naga people in general, to further announce a settlement. The catastrophe of the kind we witnessed in Manipur could have been avoided as long as the ceasefire with all factions was in place. In fact, it was an opportunity lost when in 201213, the settlement was almost reached but could not be sealed. The Manipur ambush should now be taken as a glaring reminder to reappraise the policy framework and sincerely pursue the peace process.

Facebook, Google Shelve Satellite Internet Plans: Reports

However, the technical challenges to flying and operating a full-fledged constellation of them may still prove too difficult to surmount. Nevertheless, there are still some businesses that dream of creating satellite Internet, since the potential rewards for success could be quite high.

Telecom giant Airtel has been accused of injecting lines of code into its users’ web browsers without their knowledge, whenever they visit a web page via its 3G network. Thejesh GN, an information activist and programmer has exposed how the telecom operator inserts Javascript code and iframes into a user’s browsing session. He traced the IP address from which the code originated and found that it belonged to Bharti Airtel. Airtel issued a statement saying the code is part of a tool it’s working on to help users keep a track of their data consumption. It had partnered with Ericsson for the same and
was testing the solution with select customers. Ericsson was using Flash Network’s mobile solution. However, the company has decided to stop the testing and has put a plug on the tool. “This is a standard solution deployed by telcos globally to help their customers keep track of their data usage in terms of mega bytes used. It is therefore meant to improve customer experience and empower them to manage their usage. One of our network vendor partners has piloted this solution through a third party to help customers understand their data consumption in terms of volume of data used.

A team of six top officials of Bangladesh CID, a specialised wing of police, are undertaking a 15-day long training programme at the Gujarat Forensic Science University (GFSU) in Gandhinagar near here. “Six top officials of Bangladesh CID have embarked on a 15-day long training programme at GFSU two days back,” M S Dahiya, Director of Institute of Forensic Science at the university. All those six officials are from different branches like chemis-
try, physics, narco-analysis, crime scene analysis, finger-print documents analysis and ballistics and explosive, he said. According to him, all of them will be given an extensive training under their specialised areas. In Bangladesh, CID is the top-ranked probe and forensic agency, which carries out investigation into offences, like terrorism, killings and other organised crimes. Dahiya said that the probe agency of the neighbouring country had sent a proposal to GFSU to train their top officers, following which

Gujarat’s success with electronic surveillance inside the exam halls may get national acceptance. The issue figured at a meeting of the Council of Boards of School Education (COBSE) held in Gandhinagar. Participants at this meeting endorsed Gujarat’s model of curbing copycats by putting all examination halls under CCTV surveillance. Gujarat pioneered the use of CCTV cameras and tablets in the halls for SSC and HSC exams and recorded 6,000% jump in recording copying cases this year. In 2014, the state had recorded 135 cases but this year, 8,678 copying cases were caught on cameras. And, the results
of both class 10 and 12 dipped to a new low with only 54.42% and 54.98% students passing this year. Experts say that the long-term impact of such practice would improve the quality of education. COBSE general secretary Puran Chand told TOI: “In order to keep a watch over the examinees and their invigilators, CCTV surveillance seems to be the best option.
