The Supreme Court today directed the Gujarat government not to disturb the admissions already granted in educational institutions under the controversial ordinance providing a quota for the economically backward among the unreserved category including the agitating Patel community, which has been quashed by the High Court. The apex court also made it clear to the state government that since Gujarat High Court has quashed the notification pertaining to the implementation of the ordinance, no further

action can be taken for implementing the quota policy aimed at providing 10 per cent seats in educational institutions and services to economically weaker sections from the general category, during the pendency of the matter before it. A bench, comprising Chief Justice T S Thakur and Justices A M Khanwilkar and D Y Chandrachud, admitted the appeal filed by the Gujarat government against the August 4 order of the High Court quashing the May 1 ordinance providing 10 per cent quota, terming it as “inappropriate and unconstitution-

Life in contemporary Punjab is no laughing matter. The decades-long bhangra rap of the Green Revolution is playing to a less insistent beat as production and growth taper off. An indifferent appetite for capital investment, seen in various parts of the country over the last two years, has taken its toll on industry. And the land that gloried in the Patiala peg now battles the deadly social problem of hard drugs, allegedly promoted to an industrial scale by the well-connected. Such are the grim issues which will face the electorate early next year, when the state goes to polls. But the Punjabi spirit laughs in the face of adversity. Quite literally.Traditionally, Punjab elections are straight contests. The Congress and the Shiromani Akali Dal-BJP combine come out of their corners fighting, and whoever is on their feet in the end, wins. But this time, there’s a third corner in the fray, and it’s a barrel of laughs. He takes to extortion before his talent as a golfer is discovered. The journey from a small ‘basti’ to playing in a golf championship is what Khan narrates through his film. It marks several firsts for Siddiqui - playing the main lead in a ‘commercial’ film, his first dance number and his first comedy. With an actor as versatile as Siddiqui headlining the film, expectations are certainly high. How well does the movie match them?

Freaky Ali opens with Siddiqui’s now legendary ‘chaddi-chaddi’ as we see him trying his best to sell underwears on the street. For the next 30 minutes, we kept wondering what made Siddiqui sign the film. From a very Amitabh-Bachchan-from-the 70’s-style introduction (a short monologue in front of God. *Yawn*) to being the neighbourhood cricket star and claiming to be the fighter against destiny - the film moves in a cliched, rushed manner that gets on the nerves and fails to establish the numerous characters that keep entering the frame. Thankfully, Siddiqui, the actor, soon overcomes the banal storyline and right from the moment he starts his training to become a golfer, we start enjoying his presence. Co-writers Khan and Raj Shaandilya have come up with a modern, fun-filled screenplay that makes the cliched plot not just bearable but enjoyable.

Agency | New Delhi Liquor baron Vijay Mallya today informed a Delhi court that he wants to come to India but is unable to travel back as his passport has been suspended by Indian authorities. Mallya made the submission through his counsel before the Chief Metropolitan Magistrate Sumit Dass in a case lodged for allegedly evading summons in connection with a FERA violation matter. On July 9, the court had cancelled the exemption from personal appearance granted to him and had directed him to appear before it. In his application moved through senior advocate Ramesh Gupta, Mallya requested the court that some time be given so that his appearance can be secured. The counsel submitted the copy of an e-mail sent by Mallya, stating that his passport was suspended on April 23, 2016, without giving him any opportunity of being heard.

The first Chinese quantum radar was developed by the Intelligent Perception Technology Laboratory of the 14th Institute of China Electronics Technology Group Corporation (CETC), Russian media quoted Chinese media reports. The radar was tested in mid-August, Russia Today quoted Chinese state-run Xinhua news agency as saying. The system was able to detect a target at a range of 100 kms in a real-world environment, the report said. The device employs single photon detection technology. Quantum radar is a device that uses quantum entanglement photons to provide better detection capabilities than conventional radar systems.

Several hospitals in the national capital are reporting increasing cases of chikungunya, including at Safdarjung Hospital where three deaths due to dengue and one due to malaria have taken place this season. Cases are likely to rise further as the season peaks in September. At AIIMS here, which gets blood test samples from several cities, including from Delhi and neighbouring regions, hundreds of chikungunya samples have been tested positive. “At our AIIMS laboratories, 885 chikungunya blood test samples have tested positive in the last two months (July-August). Cases are rising and more and more people are getting affected,” Lalit Dar of Department of Microbiology at AIIMS said. The sudden spike in chikungunya cases in Delhi and other parts of north India has come nearly ten years after a big outbreak of this mosquito-borne disease across the country.

A doctor and a sweeper of Apollo hospital in Gandhinagar district of Gujarat have been arrested in connection with the rape of a 19-year-old dengue patient who was admitted in the ICU for treatment, police said today. Both the accused –Dr Ramesh Chauhan and sweeper Chandrakant Vankar– from Apollo Hospital, located at Bhat village in Gandhinagar were arrested yesterday. “We have arrested Chauhan and Vankar on the charges of rape. The girl alleged that both of them took turns to rape her on the night of Saturday and Sunday at the hospital where she was undergoing treatment for dengue,” said Adalaj police inspector A K Pandya. THREE DOCTORS, including two from Dr L H Hiranandani Hospital and one representing the state government, have been held responsible under two rules of the Transplantation of Human Organs Act, 1994, that shows medical negligence on their part in the illegal kidney transplant attempted at the hospital on July 14. The Directorate of Health Services (DHS), in its final report, has said that under Rule 18 and Rule 22 of the Act, the three doctors played a role in approving the transplant procedure. A three-member committee formed by the state government submitted its report to the DHS director recently on the kidney racket. According to Dr Mohan Jadhav, director at DHS, the report will be given to the Powai police to finalise the chargesheet.

DRI arrests two with smuggled gold worth Rs 2.5 crore in Gujarat Smuggled gold bars worth Rs 2.5 crore were today seized from two persons travelling in a car near here, the Directorate of Revenue Intelligence (DRI) said. The duo – Krunal Soni and Nalin Soni – was arrested from near a toll plaza on the Ahmedabad-Vadodara expressway, DRI said in a release here. DRI sleuths recovered eight gold bars weighing 1 kg each from their possession, it said. The three doctors were part of the local authorisation committee which approved the transplant between deceased recipient Brijkishore Jaiswal and donor Shobha Thakur on July 12, two days before the transplant was stopped by the police.
