External Affairs Minister Sushma Swaraj Wednesday said India and Pakistan have decided to start comprehensive bilateral dialogue. Earlier, hours before she met Pakistan Prime Minister Nawaz Sharif Wednesday, Swaraj said that it was time to display “maturity” and “self-confidence” to do business with each other. Later, when she reached Sharif’s residence at Constitution Avenue, she was received by his daughter Maryam Sharif, who accompanied her to the meeting. “Let me take

IS suicide bomber kills eight near Baghdad Shiite mosque Agency | Baghdad

A suicide bombing claimed by the Islamic State jihadist group killed at least eight people near a Shiite mosque in eastern Baghdad on Wednesday, security and medical officials said. The blast in the Obeidi area also wounded at least 19 people, the officials said. IS claimed the attack in a statement posted online, saying a bomber identified as “Abu Salem” carried it out with an explosives-rigged

belt. IS considers Shiites to be heretics, and frequently targets them with bombings in crowded areas of the capital. IS overran large areas north and west of Baghdad last year, and while Iraqi forces have retaken significant territory north of

the capital, much of the country’s west remains under jihadist control. Bombings in Baghdad have become less frequent since the IS offensive last year, apparently because the jihadists have been occupied with fighting elsewhere.

manner, she said, “India is prepared to move our cooperation at a pace which Pakistan is comfortable with. But today, let us at least resolve to help Afghanistan — in the best traditions of good neighbourliness — through more effective transit arrangements.” Stressing that “connectivity is at the heart of India’s own efforts” to develop regional economic cooperation, she told the gathering — which included Sharif and Ghani — that “nothing can benefit Afghanistan more immediately than full and direct overland access to India’s markets to enable it to take advantage of the zero duty regime available to its exports to India”.

Declare Chennai floods as national calamity, Jayalalithaa urges PM Modi Agency | Chennai

Tamil Nadu Chief Minister J Jayalalithaa on Wednesday urged Prime Minister Narendra Modi to declare the unprecedented floods in the state as a national calamity and proposed measures, including a moratorium on home and vehicle loans, to enable affected families rebuild lives. “I request you to immediately declare this unprecedented, catastrophic and cataclysmic event a national calamity,” she said in a letter to Modi. For flood-hit households many of whom are in the low and middle income groups, she proposed a

special set of measures like soft loans, speeding up insurance claims disbursal and moratorium by banks on EMIs. Referring to the destruction caused by the

four rounds of floods in most districts, she said there has been extensive damage to infrastructure as well as to the private property of thousands of families. Many house-

holds had lost valuables like personal effects and domestic durable assets, she said and added that “it cannot be adequately compensated through the existing structure of relief payments”. “The insurance companies may be directed to take up the survey and settlement of the claims on a campaign mode, and with a liberal application of norms so that such householdscould receive insurance payments early,” she said.

Delhi govt’s vehicle plan: HC refuses to pass interim order on PIL

2 / Dt. 10-12-2015, Thursday Editors’ Picks Thursday, DECEMBER 10, 2015 National Herald Case: Why Sonia And Rahul Gandhi Need To Be Afraid

The Rs 5,000-crore scam involving Sonia and Rahul Gandhi looks like an open-and-shut case, if Subramanian Swamy’s allegations are true. So why has the BJP-led government been dithering over it? Such inaction could cost the party dearly. With senior advocates Kapil Sibal, Abhishek Manu Singhvi and P. Chidambaram on one side, you would think there is little else that could catch the judge’s attention. But it is no ordinary courtroom where you have Subramanian Swamy—politician, professor, and serial litigant—asking the judge for a mere hour to make a presentation to prove his case. “The stalwarts can argue all day—I just need an hour to make my point,” he politely tells the judge. A few hearings later, the judge is convinced and quashes an appeal against trial court summonses issued to Congress party president Sonia Gandhi and vice president Rahul Gandhi to appear before the court. This means that on 19 December Sonia and Rahul Gandhi are required to be personally present at 3pm at Patiala House courts. Swamy is a man who turns a courtroom into a carnival. It isn’t just another day in the court for a reporter when he is spotted in the corridors. His Supreme Court lawyer wife, Roxna Swamy, is present in most hearings involving her husband along with a junior lawyer. Dressed in his trademark white kurta-pyjama, flashing an Apple watch, he engages young lawyers for a chat before the proceedings begin. Journalists get a tete-à-tete afterwards. When he begins to talk, one cannot miss the composure and certainty in his voice and the frankness in his words. The lawyers on the other side and Swamy take turns to accuse each other of malice. Every Swamy session is replete with inside jokes, innuendos and friendly jibes. One of the first hearings in the high court was a lesson on Nehru’s legacy, with Sibal and Swamy nitpicking with each other over the editorial values of the National Herald. The retelling of the newspaper’s story—its debt and subsequent corporate transactions—has been done without fail to recall relevant anecdotes (including how and why Satyanarayan Gangaram Pitroda turned Sam Pitroda). Apart from the Gandhis, four others—Motilal Vora, the chairman of the board of directors of National Herald and Congress treasurer, Oscar Fernandes, Congress general secretary, journalist Suman Dubey and former National Knowledge Commission chairperson Sam Pitroda—have to appear before a court. Based on a first information report (FIR) filed in Tilak Nagar police station in New Delhi, a trial court began hearing the case in 2013 and issued summonses to all the accused, notably the Congress President and the vice President.

Karan Johar has kick started the second schedule of his much-talkedabout film Ae Dil Hai Mushkil in London. And the filmmaker is leaving no stone unturned to make it one of the best works of his career. So much so, that he is making his lead actors Anushka Sharma and Ranbir Kapoor work around the clock. The Student of The Year director recently shared an adorable picture of two ‘overworked’ actors taking a nap on the sets of the film. Ranbir, who was busy with the promotions of his last release Tamasha, headed to London as soon as the film hit the screens. After scoring a hit with Imtiaz Ali’s Tamasha, the

Rajkot, on the other hand, will have its first tryst with the cash-rich tournament when the franchise turns out in IPL-9. The new franchises will now take part in a player draft on December 15, where both teams will pick five players each from a pool of CSK and RR players. Though all eyes will be on where MS Dhoni lands up after the auction, a certain Ravindra Jadeja will have fair share of the media spotlight. Fans will be keen to see whether or not Jadeja is bought by the Rajkot franchise — a team representing his

homeland. The man with the golden arm, Jadeja was the second highest wicket taker during the recently concluded Test series between India and South Africa. Incidentally, he was making his comeback to the team in the series. The 27-year Saurashtra all-rounder has been an integral part of all the IPL franchises he has played for so far. He made his IPL debut in the inaugural edition, where he was a part of the RR team under spin-wizard Shane Warne. Then a 20-year old, Jadeja left an indelible impression on Warne, who gave him the title of ‘Rockstar’! The Australian legend even predicted that Jadeja would go on to play for India in the time to come, a prophecy that indeed came true. His negotiations with other franchises without Board of Control for Cricket in India’s (BCCI’s) approval resulted in a one year ban in 2010. But he made a stunning comeback next year to play for the now defunct Kochi Tuskers Kerala (KTK) franchise, where again he proved to be a mainstay.

After being set an improbable target of 481 runs to win, the South African team finally found their confidence as they went on stonewalling the Indian bowlers for a majority of the fourth day at Delhi and also in the first session on the fifth day. Indian team was seen getting a little restless as South African batsmen Temba Bavuma, Hashim Amla, Faf du Plessis and AB de Villiers dropped anchor in their second innings and fought really hard to force a draw. The South Africans eventually lost the game by 337 runs. On the evening of the

Agency | New Delhi As Apple Watch enters the critical holiday shopping season, it looks likely to get a sales boost from happy customers, almost two-thirds of whom are planning to give one as a gift, a Reuters/Ipsos poll showed on Tuesday. The poll found that about 7 percent of US adults plan to give the Watch as a gift this holiday season, including current owners. That could translate to sales of up to 16 million watches over the holidays, based on 2014 US Census projections and excluding younger teens. If even a fraction of consumers follow through, Apple would be well-positioned to meet or beat Wall Street’s 2015 sales forecasts, which generally range from 10 million to 12 million watches, said FBR Capital Markets analyst Daniel Ives, who expects about 12 million sold worldwide. Cupertino, California-based Apple appears to be benefiting from its loyal fan base with its first new device since the iPad. Sixty-two percent of US adults who already have an Apple Watch plan to give the gadget as a holiday gift, according to the Reuters/Ipsos poll.Holiday sales of the product will be scrutinized as a barometer of how much promise it holds for the company.

Short circuit, poor maintenance reasons of train fires: CAG Agency | New Delhi

Short circuit, poor maintenance and lack of awareness are major reasons of fire in trains, according to the findings of the Comptroller and Auditor General of India. Besides the audit report found that the automatic smoke/fire detection device in the running trains are not successfully implemented. Though recommendations are made by high level safety review committee and 12th Five Year Plan for introduction of fire alarm system in coaches for early detection of fire, it has not been successfully implemented, CAG noted in its latest report tabled in Parliament today. A joint survey conducted by CAG and railway officials found that fire prone activities like cigarette smoking, cooking by vendors at stations, carrying of inflammable articles by unauthorised persons, accumulation of empty cardboard boxes and other waste materials were unchecked aggravating the risk of fire. The report observed that Corporate safety Plan (CSP) envisaged bringing down the number of accidents by 80 per cent from 2001-02 to 2013 but number of accidents went up by 160 per cent during the period. The loss of human lives in fire accidents in passenger coaches steeply increased from 3 in 2001-02 to 9 in 2011-12, 32 in 2012-13 and 35 in 2013-14.

I was one

of a number of witnesses who gave evidence.” While journalists wanted answers about the Cairns trial, McCullum wanted to talk about the first Test against Sri Lanka starting on Thursday. “People have their own opinions on what unfolded but I am comfortable with it and it’s time to focus on a bit of cricket now,” he said, adding that he would not be responding to Cairns’ “please explain” demand in a newspaper column last weekend. “I don’t think I have to do that,” he said.

NIA to probe Gujarat BJP murders, sniffs Pakistan role Sunvilla News | Ahmedabad

The National Investigation Agency is probing if there was a ‘bigger conspiracy’ behind the murders of two BJP leaders in Gujarat’s Bharuch district last month, allegedly at the behest of 1993 Mumbai serial blasts accused and underworld don Javed Patel, known as Javed Chikna. Sources said NIA is looking at whether the murders were committed with a possible plan to trigger communal unrest across the country. They are not ruling out the possible involvement of Pak agencies and Dawood Ibrahim behind this design to eliminate BJP leaders with a known “communal” image. NIA dispatched an inspector general (IG) rank officer

to Bharuch on Tuesday to monitor the investigations and unearth the conspiracy behind targeting the BJP/Sangh leaders. An NIA team is already questioning two contract killers - Abid Dawood Patel (Javed Chikna’s brother) and Salim Ganchi-- who were allegedly paid Rs 50 lakh for the killings. Former president of party’s Bharuch district and senior RSS member Shirish Bangali and general secretary of Bharatiya Janta Yuva Morcha of the district Pragnesh Mistry were shot dead on November 2. Abid and Salim were among seven suspects arrested by Gujarat police. NIA has registered a case under Unlawful Activities Prevention Act (UAPA) and relevant sections of IPC.

city Crime Branch to intercept calls of many Patel quota agitation leaders between August and October. Mangukiya alleged that phone tapping was done without any prior permission from authorities such as Additional Chief Secretary (Home). He termed the act as a ‘breach of privacy’ of citizens. However, Public Prosecutor Mitesh Amin maintained due process was followed in getting

permission. He said calls were intercepted after obtaining consent from authorities at regular intervals and objected to demand to share the orders. After hearing the arguments, Justice J B Pardiwala ruled that government is not required to share these orders. He further asked the government to file a brief affidavit in this regard and posted further hearing for December 16.

Sunvilla News | Ahmedabad

The Gujarat Fisheries Department has issued an alert to all the fishermen in Porbandar to immediately contact Coast Guard, Navy or any other security agencies if they spot ‘suspected and unidentified’ ‘pair vessels’ in the sea off Gujarat coast. The alert has been sent through fax today to various associations of fishermen in Porbandar, including to us, National Fishworkers’ Forum (NFF) secretary Manish Lodhari said. Upon receiving the alert, we have started our exercise to inform all the fishermen about it and asked them to respond immediately if they find anything as mentioned in the message” said Lodhari. Veteran Congress lawmaker holds chappals for Rahul Gandhi in Puducherry

Correspondent | New Delhi

Congress lawmaker V Narayansamy played the true ‘foot soldier’ of the party when his boss, party vice-president Rahul Gandhi, came visiting flood victims in his constituency Puducherry. The former union minister was seen in a video holding a pair of slippers for Gandhi when he removed his shoes to walk through the slush and mud. In the video, Gandhi was not seen objecting as the 68-year-old MP stooped low to give him the slippers. Screengrabs of the incident

from Tuesday went viral, with critics on Twitter calling it a shining example of the culture of sycophancy in the Congress. The veteran MP, however, brushed aside the barbs, saying he was only offering his own slippers to the young Congress leader so that

his feet do not get dirty. “As a courtesy I offered my chappals as Mr Rahul Gandhi removed his shoes to walk barefoot in the water...Rahul carried his shoes throughout and he didn’t even let his security personnel carry them for him,” NDTV quoted him as saying.

During the previous Gunotsav, it was revealed that the students of upper primary classes (Class VI to VIII) fail to read and write simple sentences. The sixth season of the three-day long evaluation drive across the state, approved by the cabinet

meeting Tuesday, will cover over 34,000 government and grant-in-aid primary schools. It is also expected to add nearly 7,000 self-financed schools affiliated to the GSHSEB. Sources revealed that the idea to include private schools under the evaluation drive has come up after analysing the poor performance of students in the state board exam-

inations. “The department is of the view that though the performance of government schools is tracked, there is no such provision for the self-financed schools. Further, the performance of government school students is not very encouraging. This time, efforts are also made to include MPs,” revealed a senior official of the education department.
