But a legal challenge can’t be far behind The Telecom Regulatory Authority of India’s (Trai’s) ruling against differential pricing of Internet services — which in the public eye has become a snub for Facebook’s Free Basics programme — is a measured response to a controversial issue. The regulator’s dilemma lies in encouraging steps to provide internet access for all while ensuring a level playing field for internet companies. Within two weeks of the Federal Communications Commission’s (FCC’s) “open internet order”, a consortium of telecom and cable companies challenged it in court. The FCC, the US telecom regulator, had made the open internet order to protect network neutrality. Usually restrained in regulating internet services, it cited the overwhelming public interest from regulation. On the face of it, India seems to be following a similar trajectory. On Monday, TRAI made the Prohibition of Discriminatory Tariffs for Data Services Regulations, 2016. By preventing telecom companies from charging different prices for accessing different parts of the internet, the regulation protects net neutrality. Now, telecom companies cannot shape consumer behaviour by giving free access to certain websites and then charging the website owner. The internet has been protected — data must be treated equally and user choice prevails. It has now put in place a regime in which telecom operators would have to stay clear of partnerships with content providers that involve implicit or subsidised pricing that go against the principle of Net Neutrality, which is all about keeping services over the Internet separate from the provision of data access. The intent is to make service providers such as e-commerce companies, news organisations and social networks compete with each other, while data service providers will compete amongst themselves. The regulator has taken a pragmatic view by giving a six-month elbow room for operators to fall in line with the new rules while prescribing a penalty for violators. The commendable part is the elaborate explanation that Trai has given for making a difficult choice after a noisy debate in which Facebook and its telecom service partners were pitted against activists backed by content-linked service providers. Facebook’s offer of a stripped-down version of the Internet free to masses seemed compelling when viewed as an anti-poverty programme of the digital age. But the fact that Facebook is a commercial player with access to user data that might translate it into advertising dollars was an inhibitor.

The company had registered a net loss of Rs 52.26 crore in October-December period a year-ago, Bajaj Electricals said in a BSE filing. Net sales during the quarter under review stood at Rs 1,142.49 crore, up 11.13 per cent against Rs 1,028.01 crore in the same quarter of last fiscal, it added. During the third quarter of 2015-16, Bajaj Electricals’ revenue from lighting segment increased 26.29 per cent to Rs 292.75 crore as against Rs 231.79 crore of the last fiscal. Revenue from consumer durables segment was up 5.51 per cent to Rs 535.16 crore as against Rs 507.19 crore in third quarter of 2014-15. The engineering and projects division reported a revenue of Rs 318.57 crore during the quarter, up 9.67 per cent from Rs 290.48 crore in the year-ago period.
