Agency : New Delhi In a bid to prepare a participatory budget, Delhi government will be inviting suggestions from public through mohalla sabhas. "The Delhi government will be issuing advertisements inviting suggestions from the public for preparing a participatory budget," Aam Aadmi Party`s spokesperson Raghav Chadha said on Friday. The demands and sug-

gestions given by electorate through mohalla sabhas will be prioritized on the basis of voting done by the electorate of that constituency, he said. "The most feasible and interesting ideas will be discussed by the Cabinet ministers," said Chadha. When asked if the government was looking towards introducing gender budgeting, Chadha said, "the entire concept of gender budgeting is of great interest to me and that we would like to move into that direction." "Gender budgeting has not been implemented in the real sense at Union and state level," he said.

Lakhvi release: India lodges strong protest with Pak Agency : ISLAMABAD India on Friday lodged a strong protest over the release of Zaki-ur Rehman Lakhvi, a prime accused in the 2008 Mumbai terror attack, saying the “negative development” reinforced the perception that Pakistan has a dual policy on dealing with terrorists. “Our High Commissioner has registered our strong concerns with the Foreign Secretary of Pakistan at the release of a principal accused in the Mumbai terrorist attack of 2008,” the External Affairs Ministry Spokesperson said. “He underlined that this has reinforced the perception that Pakistan has a dual policy on dealing with terrorists and those who have carried out attacks or are posing a threat to India are being dealt with differently and emphasised that this is a most negative development in so far as bilateral

ties are concerned,” he said. Fifty five-year-old Lakhvi, who guided 10 LeT gunmen from a control room in Pakistan during 26/11, walked free after being under detention for six years, a day after a Pakistani court ordered his release. The issue also figured during the talks between Prime Minister Narendra Modi, who is in Paris, and French President Francois Hollande, who described the Lakhvi’s release as “deeply shocking.”

Industrial production grows at 5 perceht in February Agency : New Delhi Industrial production grew at nine-month high of 5 per cent in February on improved mining and manufacturing activity coupled with larger offtake of capital goods. The factory output, as measured by the Index of Industrial Production (IIP), had declined by 2 per cent in February 2014. In the April-February period of 2014-15, IIP grew 2.8 per cent as against contraction of 0.1 per cent in same period of previous fiscal, as per the data released by the Central Statistics Office (CSO) Friday. Meanwhile, the IIP for January has been revised upwards to 2.77 per cent from the provisional

estimate of 2.6 per cent released last month. Manufacturing output, which constitutes over 75 per cent to the index, grew by 5.2 per cent in February 2015 compared to a contraction of 3.9 per cent in the same month a year ago. For April-February period, the sector saw an output growth of 2.2 per cent, compared to a contraction of 0.7 per cent in the year-ago period. The output in the mining sector grew by 2.5 per cent in February, compared to a growth of 2.3 per cent in same month last year. During April-February period, output has grown by 1.5 per cent compared to a contraction of 0.7 per cent year-on-year. The produc-

tion of capital goods, a barometer of demand, grew by 8.8 per cent in February as against a contraction of 17.6 per cent in same month of last year. During the April-February period, capital goods output grew by 6 per cent as against a dip of 2.6 per cent. Fifteen out of the 22 industry groups in the manufacturing sector have shown positive growth during the month of February year-on-year. The power generation grew by 5.9 per cent in February against 11.5 per cent in the same month last year. The overall consumer goods output grew by 5.2 per cent in February compared to a dip of 5.2 per cent in the same month last year.

Analysts polled by Reuters were expecting the output to grow 2.4 percent compared with a upwardly revised 2.8

percent growth in January. India plans to release industrial output data based on a

new methodology and use a different base year for calculating the index in the next few months, said a senior government official at the statistics ministry. The industrial output data with 2004/ 05 as base year has become less relevant now after the government changed the methodology as well as the base year for GDP calculations in February. The revised base year for GDP is 2011/12.

Hiring a car for one hour will now cost Rs 350 instead of the existing rate of Rs 250. “We have increased entry fee and user charges as an attempt to partially recover the maintenance cost of zoo. But at the same time, the hike is in accordance with rates fixed by state government. The increased fee and charges at Pradyuman Park will now be at par with those at Sakkar Baug Zoo in Junagadh and Kankaria zoo in Ahmedabad,” Nitin Bhardwaj, chairman of standing committee said after the meeting. According to civic officials, Pradyuman Park registers average 1000 visitors on week-days and around 4,000 on weekends. The park had recorded 5.5 lakh visitors in the year ended on March 31, 2015 with the RMC collecting Rs 57 lakh from entry fee and user charges. However, maintaining the park costs the civic body around Rs 1.75 annually, officers further say. “The entry fee and other charges were fixed in year 2009-10 when the park was open to the public. At that time, there were only eight enclosures for animals. However, we have added 15 more enclosures since. The increase in charges will help further development of the park and better maintenance,” the chairman added. The hiked rates of entry fee and charge are likely to be effective in next three weeks, officers said. “Majority of zoological parks in the country are run by government funds. But to make them sustainable, achieving no-profit-no-loss level is important. The increase in entry fee and user charges is a step in this direction,” Atul Hirapara, superintendent of Rajkot Zoological Park, said. The superintendent added that tenders had been floated to develop a zoological interpretation centre in the park and that the next phases of development will be birds section, reptile house and aquarium.

The multi-wavelength study spans ultraviolet to far-infrared light, combining observations from Nasa's Hubble and Spitzer space telescopes, the European Space Agency's Herschel Space Observatory, and groundbased telescopes, including the Magellan Baada Telescope at the Las Campanas Observatory in Chile. Hold scrapped exam, HC tells GPSC Sunvilla News, Ahmedabad

Gujarat high court on Thursday directed the Gujarat Public Service Commission (GPSC) to hold the main examination for the recruitment to class III posts in municipalities. The HC quashed GPSC's arbitrary decision of scrapping the main examination and holding interviews after preliminary exams to select candidates last year. The bench of acting Chief Justice V M Sahai and Justice R P Dholaria asked GPSC to

hold the main exam within three months. It granted additional one month to complete the process of interviews and declare the results. Now, those candidates who qualify in the preliminary test already held will be called to sit in the main exam. And on the basis of the main exam results, shortlisted candidates will be called for interview.The high court first dictated an order of CBI inquiry but later at the stategovernment's requesttisement.

We are now going for better design of all these services to make sure our customers have more satisfaction and for this we have signed a MoU with Commerce and Industry Ministry for setting up the Railway Design Centre at NID campus,” Railway Minister Suresh Prabhu said today after the signing ceremony. Among other things, NID will also design ladder for upper berths,

lighting arrangements at stations and circulating areas to give an aesthetic touch to rail facilities. “Railways need lot of new coaches. We want to offer better customer service. Right from purchasing the ticket, coming to platform and boarding the train and then deboarding at the destinations, they must have good travel experience,” Prabhu said. Jaldi ticket window opened at five railway stations in Gujarat Correspondent, Vadodara

Vadodara division of Western Railways has opened ‘Jaldi ticket window’ at Vadodara, Nadiad, Bharuch, Anand and Ankleshwar railway stations to facilitate prompt ticketing service for passengers. The directive in this regard was issued by the Railway Board following announcement of ‘operation five minutes’ facility by Railway minister Suresh Prabhu in the annual rail budget. “Under the ticketing system, passengers

travelling in unreserved class can purchase ticket within five minutes. For the purpose, railways will print tickets of popular or mosttravelled destinations in advance. This would save a lot of time, hence, making the process fast,” senior Divisional Commercial Manager, Vadodara division, Pradeep Banerjee said. He said currently the windows will be run on an experimental basis and will be expanded later on based on the response.

Juvenile board notice to cops for flouting rule Sunvilla News, Ahmedabad

The Juvenile Justice Board has sought explanation from all city police stations for not following the standing orders of the police commissioner and serve notice, warrant or summons through designated child welfare officer to parties in cases pending before the Board. The principal magistrate of the Board, J M Brahmbhatt, has issued notices to all 41 police stations reminding them of the circular issued by the police commissioner in November last year. This circular made it mandatory that for all senior police inspector to get the service of notices or warrants done through the child welfare officers only. The officials were asked to follow this procedure in order to reduce the pendency of cases against the juvenile. But looking at the case

records before the Juvenile Justice Board, it is clearly seen that these communiques are not delivered through the designated child welfare officers. This is a

clear violation of the circular. The court has called upon all senior inspectors to explain without fail within ten days on why the orders were not followed.

Transporter summoned by forest department in red sander seizer Sunvilla News, Ahmedabad

Forest department has summoned the transporter who had transported 1.5 ton red sanders from the border of Andhra Pradesh and Tamil Nadu. Special Operation Group had detained a man named Dinesh Rajput who had put the red sanders worth Rs 1.75 crores in garage at Shah-e-alam on Wednesday and handed him over to the forest department. Sources from the forest department said they have yet not booked Dinesh Rajput and are waiting for the questioning of the transporter. "We are also prob-

ing the involvement of a policeman in the smuggling racket" said an official from the forest department. Forest officials said they allowed Dinesh Rajput to go at present. "He will be summoned once again on Friday and could be booked under the forest department acts" said a source.
