London : British Prime Minister Theresa May on Wednesday described the Jallianwala Bagh massacre in Amritsar in 1919 as a “shameful scar” on British Indian history but stopped short of a formal apology sought by a cross-section of parliament in previous debates. In a statement, marking the 100th anniversary of the massacre, at the start of her weekly Prime Minister’s Questions in the House of Commons, she reiterated the “regret” already expressed by the British government. The massacre took place in Jallianwala Bagh in Amritsar on Baisakhi in April 1919 when the British Indian Army troops, under the command of Colonel Reginald Dyer, fired machine guns at a crowd of people holding a proindependence demonstration. Terror funding case: NIA arrests Yasin Malik inside Delhi court

Srinagar : A Delhi court on April 10 sent JKLF chief Yasin Malik to NIA custody till April 22 after the agency sought his custodial interrogation in connection with a case related to funding of separatists and terror groups in Jammu and Kashmir. Why the Kisan Samman Nidhi makes more sense than NYAY

The noteworthy thing about the Bharatiya Janata Party (BJP) election manifesto for 2019 is that there is little that is noteworthy about it. And, rightly so. A government seeking re-election should use its track record as its manifesto, and focus only on the incremental things it will do if given another term. One sentence in the manifesto that went largely unnoticed, but may have huge significance, is its reference to the Pradhan Mantri Kisan Samman Nidhi Yojana, which has already been implemented partially through the interim budget. Under this scheme, small and marginal farmers are being paid 6,000 per annum in three instalments. In the BJP’s Sankalp Patra released on 8 April, there is a proposal to “expand the coverage of the scheme to all the farmers in the country”. This sentence can be significant for two reasons: One, it can actually enable a deeper reform of agricultural subsidies; and two, it is a bigger step towards universal basic income support than the Congress party’s Nyuntam Aay Yojana (NYAY) scheme to give 20% of the poorest Indian households 6,000 per month, or 72,000 a year. While the Congress scheme needs precise targeting, the BJP promises to extend the Kisan Samman to all farmers, making it near-universal. The scheme currently covers around 85% of farmers with land holdings of up to two hectares, but extension to the rest will not bust the budget math too much. There is no need for any targeting, since the annuity will be paid to all farmers, whatever the size of their land holdings. One can’t say whether BJP really had this in mind, but this is its import. In one fell swoop, it has the wherewithal to make good on its promise to directly increase farmers’ incomes and also achieve subsidy bill reductions by substituting price subsidies with cash transfers. In all probability, while the Congress’s NYAY could be fiscally problematic if it replaces no existing subsidy, BJP’s scheme has the potential to steadily replace subsidies, if implemented in phases, and smartly. The Kisan Samman has a current annual cost of around 75,000 crore at an annual payout size of 6,000 to nearly 120 million farmers. If this is extended to all farmers, its cost could rise at most to 85,00090,000 crore. But it would be universal and make subsidy reductions elsewhere more feasible. Consider this: If all farmers are, for example, offered an additional 6,000 as compensation for an abandonment of fertilizer subsidies, which conveniently works out to around 75,000 crore annually, no farmer will be worse off through the bargain. The fertilizer subsidy bill can be eliminated or drastically curtailed, and overuse of urea ended. A small attack on food subsidies also becomes possible. These target two groups, whose interests are not aligned: urban food consumers and rural food producers. If, by extending the same 6,000 cash payment to urban consumers (which means another 100 million households), the food subsidy bill could perhaps be cut by half, then that would mean another saving of 90,000 crore. The balance of 94,000 crore budgeted as food subsidy this year will be enough to take care of minimum support payments and any remaining food subsidies that cannot be avoided in some parts of the country. If the annual payment even needs to be doubled to 12,000 for urban consumers, it would still be worth it so long as we can wean citizens off opaque subsidies that distort India’s food and fertilizer markets. A politically unsure government can offer cash in lieu of super-subsidized rice, wheat and coarse cereals as a choice in rural areas, and as a compulsory scheme in urban areas. New Delhi : Jet Airways pilots have sent a legal notice to the airline’s CEO threatening legal action over unpaid salaries. The notice states, “The payment of the salaries of my client’s member pilots, has been grossly delayed, and the schedule of payments is getting later and later.” The pilots have not been paid the salary of January, February and March months of 2019. The advocate Jane Cox, in the notice, also mentioned the stress that the pilots are going through. Palanpur : Police on Tuesday busted a prostitution racket operating under the garb of a spa centre and arrested five persons in Patan town. The police also detained two women, both foreigners, who were working as prostitutes. “Both the women are from Laos they were brought from Mehsana for prostitution,” said LS Bodana, police inspector, A-division police station. The arrested people were identified as Chintan Shah of Mehsana, Jatin Patel, manager of Manger of Spa

centre, Ashok Rawal, the driver who used to ferry the women from Mehsana, Lalit Modi, a customer and one more person. Rawal used to bring the women in a car to Patan in the morning drop them back to Mehsana. The accused charged Rs 2,000 per customer of which the women were paid Rs 800. Navsari : Months after replacing the conventional rake of Valsad- Dahod Intercity Express with LHB coaches, the Western Railway on Wednesday decided to restore the previous arrangement of conventional rakes, after angry passengers stopped the train movement at Navsari station in Gujarat, officials said. Passengers came on the tracks and stopped 12929 Valsad-Dahod Intercity Express at 8.30 am, a Western Railway (WR) official said, adding that the protest affected the movement of other trains coming from up and down directions. However, the track was cleared at 12.10 pm after railway authorities assured passengers to meet their demands, the official said. “Train movement has been restored & normalised at Navsari Station which was affected due to public agitation,” the WR said in a tweet. The passengers were demanding the restoration of the old and conventional rakes in the train, which they feel could accommodate more passengers. WR chief spokesperson Ravinder Bhakar said that the railway administration has agreed to meet demands of the passengers. He added that old conventional rakes will be replaced in the coming days. “Within a week, the replacement of new rakes with conventional rakes one will begin and

existing chair car coached will be replaced with general coaches,” Bhakar said.
