Cabinet clears ordinance in cheque bounce cases Agency | New Delhi, Jun 10

An ordinance to help lakhs of persons battling cheque bounce cases far away from their place was today cleared by the Union Cabinet, which will be the 14th ordinance of the Modi government in a little over a year. The ordinance, which will amend the Negotiable Instruments Act, will enable filing of cheque bounce cases in the place where the cheque was presented for clearance or payment and not the place of issue. There are an estimated 18 lakh people facing cheque bounce cases across the country.

Cabinet clears Rs6,000 crore interest-free loans to sugar mills

Agency | New Delhi Providing relief to sugarcane farmers, the Union cabinet on Wednesday approved Rs.6,000 crore in interest-free loans to sugar mills that will enable them to settle pending dues to farmers. Sugar mills in India owe over Rs.21,000 crore to farmers. With Lalu Prasad offering to consume poison, can the amrit of power be far behind? We shall have to wait for a few months to see if that, indeed, is the case. Politics and arithmetic are not the same. The three parties, the Congress, JD(U) and RJD, together polled over 46 per cent in the last Lok Sabha elections in Bihar. By coming together, they are unlikely to reach that figure when assembly elections take place later this year. Hence, the shaky coalition in Bihar may or may not make an impact. In the present context of Bihar, the coalition of these three players, just as it is necessary for them, is also certain to hit quite a few roadblocks, beginning with the current haggling and game of impatience. And yet, the battle for Bihar is going to be a crucial one, not just for the state, but also for the direction of political equations and competition elsewhere in the country. This, despite the fact that neither the RJD nor the JD(U) has much of a presence elsewhere in the country. In the story of a nearly two-decade-long comradeship and of rivalry spanning an almost equal amount of time, there are uniquely Bihari layers — the rise of the Yadavs and Kurmis as claimants of the OBC platform; the utter neglect of routine governance; Bihar’s continued backwardness on most parameters; the irrepressible power of the upper castes. But the Nitish-Lalu story will be keenly watched also for its resonance outside Bihar. In the mid-’90s, many state-level players realised that a new phase of political equations had begun, and seizing the opportunity, aligned with the BJP — Nitish was only one among them. Of all those state-level players, he was the last to snap ties with the BJP in 2013. Partly, this development can be explained in terms of a federalised game of power: state parties versus the so-called national parties. In most states where such alliances were forged in the Nineties, the BJP was a junior (but all-India) player, initially seeking only a foothold. But in due course, it began to expand its base, bringing it into conflict with the state-level partner. This has happened practically everywhere, including in Maharashtra. Punjab is the only exception. The lesson from that novel experiment of coalition-building was that once the “all-India” party gains a foothold, equations are bound to change. Interestingly, now the Congress may play the same game to bring itself back into the reckoning — in Bihar and UP, it would have no problem in aligning with the stronger state-level players. Whether it can similarly find allies in other states like Andhra Pradesh, Tamil Nadu or Maharashtra remains to be seen. It also remains to be seen whether such coalitions would be durable or remain contingent. The central lesson, however, is that in the initial stages at least, such coalitions have to be equally beneficial to both the state-level and the national-level players.

FSSAI rejected items still sold in Starbucks outlet Agency | New Delhi

Global coffee chain Starbucks, which operates its cafes in India in partnership with Tatas, continues to sell products rejected by central food safety regulator FSSAI after risk assessment. The company on its part said it is “diligently working with FSSAI” to provide information regarding pending applications. The Food Safety Standards Authority of India (FSSAI) had rejected applications submitted by Tata Starbucks for a total of 32 products in April. These rejected products include coffee frappucino, vanilla syrup and ha-

zelnut flavoured syrups, which are still sold at the cafe chain’s outlet in the heart of the Capital. When asked for comments, Tata Starbucks CEO Avani Davda said: “We are diligently working with the Food Safety and Standards Authority of India (FSSAI) to provide the technical information relating to our pending applications that they have requested.” She said the company imported globally standardised product ingredients, with all applicable authorisations and these are identical to the products that are served to customers in over 60 countries where Starbucks operates.

CAD shrinks massively to 0.2 per cent in Q4 Agency | New Delhi

The country’s current account deficit (CAD) narrowed sharply to USD 1.3 billion, or 0.2 per cent of Gross Domestic Product (GDP), in the fourth quarter of the last financial year on a sequential basis mainly on account of a lower trade gap. The CAD shrank to 1.3 per cent of GDP for full financial year 2014-15. “On a quarter-on-quarter basis, CAD narrowed sharply to USD 1.3 billion (0.2 per cent of GDP) in fourth quarter of financial year 2014-15 from USD 8.3 billion (1.6 per cent of GDP) in the third quarter,” the Reserve Bank said on Wednesday. “The reduction in CAD in fourth quarter was primarily on account of lower trade deficit as net earnings through services and

Adani Gas Ltd today paid Rs 15 lakh as penalty to Ahmedabad Municipal Corporation (AMC) for damaging a main drainage line in Kankariya here. The drainage line was damaged when the private natural gas distributor was carrying out digging work in the area about a fortnight ago. “Due to severe negligence of Adani Gas, a puncture occurred in GRP drainage line in Kankariya ward. Adani Gas did not inform the civic authorities about their activity (digging) in this area, where they damaged a drainage line of AMC,” a statement

from AMC said. “The Engineering Department of South Zone (under which Kankariya falls) decided to impose a fine of Rs 5 lakh. Further, an amount double of the fine (another Rs 10 lakh) was imposed on Adani Gas to undertake repair of the drainage line,” said the statement. The Gujarat government has increased the prices of textbooks for primary schools from 100 to 200 per cent from this academic session. These books are meant for all government schools including municipal school boards where majority of children come from economically-deprived families. The move has sparked off protests by parents. “Compared to last year this time we have had to shell out double the cost

for buying books for our children... not to mention the tuition fee increase,” said an agitated mother, Trusha Patel. For standard one, the price of a set of textbooks has gone up from Rs. 61 last year, to Rs. 158 this year. Standard two students will have to pay Rs. 131 instead of Rs. 61, books for third standard are priced at Rs. 185 compared to Rs. 78 last year. The price for fourth standard books are pegged at Rs. 199 which was Rs. 111 last year, and for fifth

standard, the cost of books have gone up from Rs. 71 last year to Rs. 170 this year. The opposition is crying foul. “On the one hand the quality of content and production of the textbooks is on a downhill and on the other hand they are just interested in increasing the costs. This is not justified for poor students,” fumed state Congress spokesperson, Manish Doshi. But the chief of the state textbook board Nitin Khetani, claims that the hike had become inevitable.

In an effort to prevent lion deaths in rail accidents, the state forest department has decided to fence both sides of the 70km railway tracks connecting Pipavav to Bhamar in Amreli district. Since 2013, at least 12 lion deaths have been recorded. In most of these, the big cats were killed after they were run over by goods trains plying on the broad gauge tracks that connect Surendranagar with Pipavav port. The Lion Census-2015 held recently had revealed that 168 of the 523 lions counted now live outside the Gir sanctuary and had moved to new territories. Hence, the forest department has decided to fence the tracks till the place where

the last footprints of lions had been found. The forest department has issued work order for chainlinked fencing along 28 km of the railway track from Pipavav to Rajula. Work on this project is expected to begin this month. S C Pant, state chief wildlife warden, said the survey for fencing of the railway track connecting Rajula with Bhamar and Zinzka had been completed. “The entire project will be funded by the state government and no financial assistance will be taken from the railways,” he said.
