Punjab’s problem is not a film, but who is to tell it to the censors

The efforts by the Central Board of Film Certification (CBFC) through the years to live up to its sobriquet “censor board” have never been as intense, or as ludicrous, as seen in its determination to trip up the film Udta Punjab on the ground that it defames Punjab by projecting the state’s drug problem. The review panel of the CBFC suggested many cuts, including the ridiculous proposition to remove references to Punjab in the title and in the dialogues, for the film to be eligible for certification. The producers of the film claimed that the report of the review panel was provided to them only after they approached the Bombay High Court. Just when Bollywood seems to be emerging from its cocoon of fantasy films to create works that reflect India’s current realities, the CBFC seems to be making a deliberate attempt to stall it. Chairperson Pahlaj Nihalani has got it all wrong about the mandate of the CBFC. He and the board seem unable to fathom that the CBFC has not been established to provide a moral compass to filmmakers or act as a political filter. It is not for the CBFC, a quasi-judicial body, to act as the government’s censor, as in the days of the Emergency. Films, like all works of art, try to speak the uncomfortable and inconvenient truth. That’s the morality of art and, Udta Punjab, appears to have tried to speak the truth, which appears to have upset the CBFC panel members. Udta Punjab is said to depict in stark manner the widespread problem of drugs in Punjab. Why should such a film become a target of the “censor” board unless some people want to hide this reality? The drug problem in Punjab, as evident in the ongoing investigative series in this newspaper, has many layers. It’s as much about politics as it is about law and justice. The Akali Dal, in office for a decade, has been defensive about it, providing the opposition Congress, which too is guilty of ignoring the problem when it was in power, and the Aam Aadmi Party, with ammunition to target the government. With the assembly elections a few months away, the Akalis seem to attack any discussion of Punjab’s drug problem as “a conspiracy to defame” the youth of the state. The BJP, an ally of the Akali Dal, appears a willing partner in this strategy. Nihalani, who has taken every opportunity to advertise his admiration for Prime Minister Modi and gratitude to the BJP, has been remarkably sounding like the Akali leadership on the issue. How much better it would have been, both for politics and policy, had the Akali Dal-BJP coalition welcomed the film, if not as the complete truth, as a timely and much needed wake-up call to a social problem that needs to be addressed urgently.

We are also at the very beginning introduced

to another key character, Father Martin (Siddiqui), who was a police officer investigating the kidnapping of Biswas’s grand-daughter, but has now become a priest. Despite almost no help forthcoming, Biswas’s quest for justice is relentless and he does everything he can to achieve that. Most of the first half concentrates on this. Then, a turn of events that plays a crucial role in unfurling the mystery that unravels in

the climax breaks out in the pre-interval. Another young boy, who is the grand-child of Manohar Sinha (Chakraborty) is kidnapped in circumstances almost similar to Biswas’s grand-daughter’s. This kidnapping brings Sarita Sarkar (Balan), a police officer, into the film as well as rekindle’s Father Martin’s interest in the investigation, something he had consciously stayed away from for a long time.

With Housefull 3 making new records at the box office despite mixed reviews, the makers of the franchise are keen to come up with another installment. Produced by Sajid Nadiadwala, the comedy, which released on June 3, stars Akshay Kumar, Abhishek Bachchan, Riteish Deshmukh, Jacqueline Fernandez and Nargis Fakhri. When asked about the possibility of Housefull 4, Nadiadwala told reporters last night, “It is a good franchise. Definitely we will be doing (Housefull 4) very soon.” On the occasion, Akshay said

Do Lafzon Ki Kahani Movie Review Agency | New Delhi A plodding, cliche-ridden melodrama in which misfortune after spirit-crushing misfortune is heaped upon the two protagonists, Do Lafzon Ki Kahani is not quite the breeze that the title might suggest. Making its point with the means of just two words is simply beyond this film. It takes an eternity plus a few hours to reach its climax, by which time you just want the tortuous tearjerker to be banished from your sight. The stated runtime of Do Lafzon Ki Kahani is 127 minutes - a little over two hours - but it feels four hours long, if not more, so enervating and exasperating are its dramatic coincidences. To put it in one line, a brooding, unsmiling, reticent hero is brought out

Government may relax FDI norms in brownfield pharma companies

Agency | New Delhi Government is considering a proposal to relax foreign direct investment (FDI) norms in existing pharmaceutical companies with a view to attracting more overseas inflows. According to a proposal of the Finance Ministry, FDI up to 49 per cent should be allowed through the automatic route and anything beyond through approval of the Foreign Investment Promotion Board (FIPB), sources said. The Department of Industrial Policy and Promotion (DIPP) and the Finance Ministry are discussing the proposal. Currently, FDI up to 100 per cent is permitted in new projects in the pharmaceutical sector, but in brownfield ones –the existing companies– the foreign investment is permitted through FIPB approval. DIPP has already commissioned a study to assess the impact of foreign direct investment in existing pharmaceutical companies amid concerns over mergers and acquisitions of domestic drug manufacturers. FDI in the sector is a contentious issue as concerns have been raised over some mergers and acquisitions of Indian pharma companies by foreign giants.
