Prime Minister Narendra Modi will visit the Indonesian city of Bali from November 14 to 16 to attend the G20 summit, the Ministry of External Affairs announced on Thursday. India will assume the Presidency of the powerful grouping from the current chair Indonesia on December 1. The G20 or Group of 20 is an intergovernmental forum of the world’s major developed and developing economies. As Delhi’s Air Quality Improves, Centre’s Panel Likely to Review Curbs Under GRAP’s Stage 3 on Friday Agency News: New Delhi With air pollution levels in Delhi coming down to the ‘poor’ category from ‘very poor’, the Commission for Air Quality Management on Thursday said it will review the situation on November 11. The Centre’s air quality panel may take a call on revoking curbs in place in Delhi-NCR under stage 3 (very poor) of the Graded Response Action Plan (GRAP), an official said on condition of anonymity. All construction and demolition work, except for essential projects, is banned in Delhi-NCR under stage 3 of GRAP. Brick kilns, hot mix plants and stone crushers are also not allowed to operate. “The CAQM is keeping a close watch on the changing air quality scenario of Delhi-NCR and accordingly, its Sub-Committee on Graded Response Action Plan will convene a meeting tomorrow to comprehensively review the situation for appropriate decision,” the air quality panel said in a

statement. Air quality in Delhi improved on Wednesday owing to favourable wind speed at night, sporadic rains in adjoining states and a considerable drop in emissions from stubble burning. The 24-hour average Air Quality Index (AQI) in the national capital stood at 295 on Thursday. It was 260 on Wednesday, 372 on Tuesday, 354 on Monday, 339 on Sunday and 381 on Saturday. This AQI recorded on Wednesday was the lowest since October 20, when it was 232. For November, it was the best AQI since November 29, 2020, when it was 231, according to Central Pollution Control Board data. An AQI between 201 and 300 is considered ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’.

While ruling on the necessity of compensating the families of the victims of the Bombay riots of December, 1992 and January, 1993, the Supreme Court reportedly said that a constant atmosphere of communal tension violated the constitutionally-granted right to life. The life implied here was dignified and meaningful; such an existence was not possible for those who witnessed that sectarian violence. The Supreme Court’s remarks must be set in the context of its reported admonition to the government of Maharashtra of the time. That Congress government had failed to maintain law and order and to protect citizens’ right to life. The court’s ruling underscored the failure in fair and just treatment of the people as well, because it urged that the accused be immediately found and compensation given to victims and their families. Although the riots, following the demolition of the Babri Masjid, erupted with participation from both a minority community and the majority community, reports indicated that there were many more victims on one side than the other. The court’s comment, however, laid emphasis on the atmosphere of tension between communities, the persistence of which hurts people’s dignity. Fear is an unnatural state of existence in a civilised democracy. The Supreme Court’s statement with regard to the atmosphere produced by one sequence of violence could be applied to everyday life in India at present. India has seen communal violence from the days of Partition, but the Bombay riots may have inaugurated a new phase in this tragic history. The gradual insinuation of suspicion, negativity and hatred into everyday life through the indirect encouragement given to hatemongers by those in power has nurtured rather than destroyed the atmosphere of tension. Government policies, such as the closing of abattoirs in one state, astonishing laws, such as that against the mythical love jihad, State-sponsored vigilantes, such as the antiRomeo squad, the frank glorification by politicians of cow vigilantes and of, for instance, rapists and murderers as those released in the case of Bilkis Bano, have all made this tension routine. But, with the court’s clarity and stringency on one side and the people’s determination on the other, this - Kapilkumar M. Hirpara atmosphere may yet be dispersed.

The Tripura Election department has appealed to Bru refugees staying in relief camps in the state to go to resettlement villages and get their names enrolled in the electoral rolls during the special revision of voters’ list, an official said on Thursday. Some unidentified persons fired at him when he was at the function venue. The constable died on the spot, he said. The assailants immediately fled into a dense forest, the official said. “Prima facie, the incident seems to be the handiwork of Maoists, but an investigation is underway into it,” he said.
