3 UK Returnees Test Positive For COVID-19 At Goa Airport, Isolated Three passengers, including a British national of Goan-origin, who arrived at the international airport in Goa on a flight from the United Kingdom on early Friday, tested positive for COVID-19, state Health Minister Vishwajit Rane said. Mr Rane said the three passengers have been shifted to an isolation facility in South Goa, while all other travellers on the flight who tested negative will be kept in strict home quarantine for eight days before undergoing another test at the end of it. The Health Minister tweeted, “This is with reference to flight AI 146 that arrived from the UK today morning. 237 travellers tested on arrival. 3 patients (passengers) have been tested positive.” The UK is among a group of countries placed in ‘at-risk’ category by the central government in view of the recent detection of the Omicron variant of coronavirus. Narendra Modi Govt Must Repeal Atrocious Afspa Law In Totality
The killing of 14 civilians in Mon, Nagaland by a special force of the Assam Rifles has brought into sharp relief the Armed Forces (Special Powers) Act (AFSPA), a lawless law that enables the security forces to act with impunity, which has led to atrocity after atrocity on the civilian population in the North-East. Eight young men, who were coal miners, were travelling in a van when they were ambushed by a special force, who were purportedly targeting armed insurgents. The killing of six of the miners led to protests by the local people, which resulted in eight more deaths due to firing by the armed forces. The Mon atrocity is not an isolated incident. Time and again, under the cover of the AFSPA, massacres of civilians have taken place with security forces claiming every time that they were opening fire against armed militants. The AFSPA has been in operation in the North- East since 1958 and some of the killings of civilians that took place are the 1984 Heirangoithong massacre of 14 civilians in Manipur; the RIMS incident in 1995 in which 9 civilians died; and the Malom massacre in Manipur in which 10 civilians were killed in 2000. The AFSPA can be imposed by the centre on a state, or, a part of it after it is declared a disturbed area under section 3 of the Act. The centre can invoke the AFSPA without the consent of the state government concerned. Under the law, the armed forces are given unlimited powers to open fire and kill any person contravening the law, or carrying arms and ammunition; they have powers to arrest any person and search any premise without warrants. The AFSPA was extended to Jammu Kashmir by an Act in 1990 and it remains in force there still. The AFSPA, along with the Public Safety Act and other draconian measures have created a regime of impunity and brutal excesses on the civilian population of J&;K in the past three decades. Under AFSPA, to prosecute any security personnel for a crime committed requires sanction from the central government. This is practically impossible as the experience of Jammu & Kashmir shows. Till July 2018, successive state governments had sent 50 cases for sanction of prosecution against armed forces personnel under the AFSPA. However, the union government denied permission to prosecute in all these cases. In the infamous Pathribal incident, five civilians were killed in a fake encounter by some army personnel claiming they were foreign militants. Though the CBI investigated the case and charged some of the army men for the crime, eventually the case went to an army court-martial where all the accused were acquitted on the grounds that the evidence did not establish any prima facie case against the accused. There has been a constant demand to repeal the AFSPA. Irom Sharmila conducted a hunger strike demanding the abolition of AFSPA which stretched to sixteen long years. In 2004, the UPA government set-up a committee headed by Justice Jeevan Reddy to look into the working of the AFSPA and the committee in its report in 2005 recommended the repeal of the law. But all efforts to amend the law, or, withdraw it from certain states were blocked due to the opposition of the army and the defence ministry. In Manipur, after the brutal rape and murder of an alleged militant, Tangjam Manorama, by some security personnel in 2004, there was a big movement for the revocation of AFSPA. It resulted in only the Imphal municipal area being removed from the jurisdiction of the Act. In Jammu & Kashmir, during the second term of the UPA government, the Omar Abdullah government, the Left parties and other democratic organisations demanded that the disturbed area proclamation and the operation of AFSPA be withdrawn from all the urban and other areas of J K, except the border region, since militancy and violence had come down to very low levels. Despite the then home minister also subscribing to this view, the government did not comply with this demand due to the open resistance of the army chief and the defence establishment. The use of the armed forces against the civilian population goes against the basic tenets of the constitution. It is highly regrettable that the higher judiciary has not struck down this law as ultravires of the constitution in all these years. The Modi government has been utilising the arsenal of anti-democratic, draconian laws to the fullest to build a national security State, which brutally tramples upon the fundamental rights of citizens. The decision for this extension was taken by the appointments committee of the cabinet headed by Prime Minister Narendra Modi. “The Appointments Committee of the Cabinet has approved the reappointment of Shaktikanta Das as Reserve
Bank of India Governor for three years beyond 10.12.2021 or until further orders, whichever is earlier,” according to an official statement on October 29. During his ongoing role as the central bank’s governor, Das played a crucial role in steering the Indian economy amid the coronavirus disease (Covid-19) pandemic. Under his supervision, the RBI announced over 100 measures to maintain financial stability and push growth during the
pandemic. Das was appointed as the central bank’s governor in December 2018. According to news agency PTI, this extension is longer than the norm of a twoyear term in the last 20 years. He is the fifth governor to get tenure this long as RBI governors are usually given a five-year term.
Paytm Payments Bank has been given the scheduled bank status by the Reserve Bank of India. According to the bank, it has been included in the Second Schedule to the Reserve Bank of India Act, 1934. 3 women killed in accident in Kutch Three women were killed in a road accident in Kutch on late Wednesday night after a speeding truck hit a Scorpio SUV in which the victims were travelling. According to police, the accident occurred around 10 pm at a road stretch near Mankuva village in Bhuj town. A total of five persons– four women and a driver — were in the Scorpio when the accident occurred. The deceased have been identified as Savita Hirani (45), Shilu Varsani (25) and Premila Varsani (45), all residents of Bharasar village in Kutch. The victims had gone to Swaminarayan temple in Sukhpar village for a religious ceremony and were returning home when their vehicle met with an accident.
Minister allows adhoc appointment of docs With resident doctors in the state withdrawing from emergency and Covid-19 duties in protest against delayed NEET-PG admissions, including at BJ Medical College in Ahmedabad, Gujarat Health Minister Rushikesh Patel on Thursday announced that until postgraduate admissions take place, deans have been empowered to recruit doctors to fill up 50 percent of the vacancy. Welcoming the move, the junior doctors’ body of BJ Medical College has decided to join back on duty. Resident doctors in Gujarat have been protesting the delay in NEET-PG admissions, primarily on the ground that the absence of postgraduate doctors increases their load.
AMC files complaint against those skipping home quarantine The number of Covid-19 cases in Gujarat is increasing steadily since December 6 with the state reporting as many as 70 cases Thursday. The Ahmedabad Municipal Corporation (AMC), meanwhile, announced that since December 7, it has filed 10 complaints with the police under the Gujarat Epidemic Diseases Regulations, 2020, and the Disaster Management Act against arrivals from ‘at-risk countries’ who were found violating home quarantine rules. The existing SOP mandates home isolation for seven days for international arrivals from 11 ‘at-risk’ countries, even if they test negative on arrival.
