News Brief Teachers sacked for being absent from duty for long time Indore, Four female government school teachers have been served termination notices for being absent from duty for long time. After a probe found them guilty, the School Education Department's Joint Director Kaushal Kishore Pandey served termination of service notices to all four of them. Long unauthorised absence from duties is considered a serious matter under Madhya Pradesh Civil Services Conduct Rules, an official of the department told PTI.

Bihar: Setback for Nitish, Patna HC stays his election as JD(U) legislature party leader

Patna The Patna high court on Wednesday stayed Nitish Kumar’s election as head of the JD-U’s legislature party hours before he was to meet the President to claim majority in the assembly, dealing a setback to his efforts to make a comeback as chief minister and giving the governor a crucial role in Bihar’s political crisis. A bench comprising Chief Justice L Narsimha Reddy and Justice Vikas Jain stayed the Bihar Vidhan Sabha secretary's letter, issued on the instruction of the assembly speaker, declaring Kumar the JD-U legislature party leader in place of chief minister Jitan Ram Manjhi.

The judges said the letter would not be operative. The high court observed the letter from the secretary, Hare Ram Mukhiya, had "no legal consequences at this stage." Delhi poll: 91 with criminal background, 186 crorepatis lost

New Delhi, MLAs with pending criminal cases and 44 crorepatis will be part of the new Delhi government. An analysis of the criminalfinancial background conducted by the Association for Democratic Reforms (ADR) gives a picture of the what the new Delhi assembly will look

like. More importantly 91 candidates with a criminal background out of the 673 candidates who contested the elections lost. 186 candidates who had declared their total assets worth more than Rs 1 crore lost the 2015 Delhi elections. Out of the 70 MLAs, 24 (34%) have declared criminal cases against themselves. 23 (34%)

AAP MLAs out of 67 MLAs have declared criminal cases while 1 (33%) out of 3 BJP MLAs has declared criminal cases. Out of 70 MLAs in the Delhi Assembly elections in 2013, 25 (36%) MLAs had declared criminal cases against themselves and in the 2008 Delhi Assembly Elections 29 (43%) out of 68 MLAs analysed had declared

criminal cases. There were no MLAs who declared heinous criminal cases like murder, attempt to murder, crimes against women etc which is a welcome change and is unusual as compared to the rest of the country. 91 out of 673 candidates with criminal cases, including 60 candidates with serious criminal cases like murder, attempt to murder, crimes against women etc lost the Delhi Assembly Elections, 2015. Candidates with criminal cases who lost the elections include 21 INC candidates, 26 BJP candidates, 12 BSP candidates and 1 AAP candidate. The chances of winning for a candidate with no criminal cases against him/her in the 2015 Delhi Assembly Elections is 8%. This has increased from 7% chances of winning for a candidate with a clean record in 2013 and 6% chances of winning for a candidate with a clean record in 2008.

BJP grassroot workers hope Delhi loss will teach a lesson to Modi, Shah “The BJP needed to be defeated this time. It’s good that it has happened. It is time the BJP leadership, both in government and in the party, realised its follies and took corrective measures,” said a middle-ranking RSS member to Firstpost. He, of course, did not expect (or even wish for) the defeat to be so humiliating for the BJP. He said people had been turning to AAP day-after-day, including some who had earlier turned to him, for sundry favours or guidance. This leader is no fringe element of the Sangh Parivar. He is known for clarity of thought and the work that he does for the Sangh’s ideological expansion. Nor is he the only one who made this resentful remark during the course of the election and after the results were declared. Many people, from Union ministers down to senior leaders from both centre and states, intermediatelevel leaders and foot soldiers were simply unconvinced about what Narendra Modi and Amit Shah, the party’s two supreme leaders, were telling them about the Delhi elections. The BJP’s strike rate in Delhi hit rock-bottom (a four percent success rate, with just three wins out of 70 seats) and is indicative of the turnaround from the 100 percent strike rate achieved during the Lok Sabha polls, when the party won all seven seats. The party failed to convince voters of the merits of its political position. From the perspective of Modi and Shah, the problem is serious as they simply failed to get their own party workers excited about Delhi. Clearly, the top of the party was not in sync with the average worker, either in thought process or action. Finance Minister Arun Jaitley’s famed credentials as a backroom campaign strategist is also being questioned, even mocked, by a section of party workers. These murmurs are surfacing even as the BJP more or less maintained its December 2013 assembly poll vote share. This failed to benefit the party due to the near doubling of the AAP vote share from 29 percent to 54 percent. “Overconfidence” is the word most commonly used to explain away defeats when the reason for failure is not so obvious. But in this case party leaders, workers and Sangh sympathisers are using terms like “arrogance” and “smugness” repeatedly. It should worry Modi and Shah. Most of the people who used these words said they were not doing so out of any sense of malice or ill-will towards the Modi-Shah duo. They said the leadership must change its style of functioning and course-correct. Some of the leaders even recalled the bygone era of Vajpayee and Advani, when the duo functioned as a team with a certain degree of humility. Worse, some BJP sympathisers also drew negative comparisons with AAP. “This election presented a unique situation where we picked up all the bad things that were associated with Arvind Kejriwal in December 2013, including running a negative personal campaign,” said one leader. “On the other hand, Kejriwal picked up all the good things that were associated with us, including running a positive campaign. We both learnt a few lessons from each other but he clearly proved to be smarter.” This candid statement reflected a mix of grudging admiration for Kejriwal and a sudden rising unease with his own party leadership. The disquiet in the Delhi BJP, however, did not begin with the recent assembly elections. “A party which used to function as a parivar has unfortunately been stressing individualism and banking too much on Modi’s persona.

Sonam Kapoor and her mother Sunita Kapoor has registered a complaint at the Juhu police on February 5 after she found a diamond necklace worth Rs 5 lakh went missing from the drawer of her bungalow. The complaint of theft was

Gold prices declined by Rs 50 to Rs 27,830 per ten gram at the bullion market on Wednesday as demand from jewellers and retailers eased at prevailing levels amid a weak global trend. However, silver held steady at Rs 38,100 per kg on scattered demand from industrial units. Traders said slackened demand from jewellers and retailers at existing levels and a weak trend overseas mainly led to the fall in the yellow metal prices. In the national capital, gold of 99.9 and 99.5 per cent purity were down by Rs 50 each

to Rs 27,830 and Rs 27,630 per ten gram, respectively. It had gained Rs 90 on Tuesday. Sovereign followed suit and shed Rs 100 at Rs 23,800 per piece of eight gram. Cotton output at 397 lakh bales in 2014-15 season: CAI

Kutch Union Minister of Road Transport and Highways Nitin Gadkari said today that the Centre would introduce the Inland Waterways Bill to convert 110 Indian rivers into transport channels during the forthcoming Parliament session. “We will develop inland waterways through a public-private partnership (PPP) model. Kutch Rann Utsav hosts Union Tourism and Culture Minister Mumbai Total cotton production is estimated at 397 lakh bales for the ongoing crop season – which began on October 1, 2014 – due to a decline in productivity in the central region, the Cotton Association of India (CAI) said today. The total cotton production stood at 407.25 lakh bales (of 170 kg each) during the 2013-14 season, according CAI data. Total

crop in the central region in January is estimated at 219.25 lakh bales compared to 235.75 lakh bales last year. The central region includes Gujarat, Maharashtra and Madhya Pradesh. The projected balance sheet drawn by the CAI for the year 2014-15, estimates total cotton supply at 468.90 lakh bales while domestic consumption is

estimated at 306.00 lakh bales, thus leaving an available surplus of 162.90 lakh bales. Earlier, in its December estimates CAI had put the cotton production at 400.25 lakh bales. CAI further said that Cotton Corporation of India (CCI) is procuring cotton from the farmers and providing them with the necessary price support on a timely basis.

Act against illegal hotels around Gir sanctuary:HC to Gujarat govt Ahmedabad The Gujarat High Court has directed the state government to take action against the illegal establishments operating in the buffer zones of Gir wildlife sanctuary, the sole home of the Asiatic lions. Admitting a representation made by one Anil Chudasama as a PIL, a division bench of Justices Jayant Patel and S H Vora yesterday directed the state authorities to take necessary legal action by March 5 against 128 such establishments that are being operated illegally in the 2-km buffer zone around the Gir sanctuary. The High Court acted on a report of the Gujarat government which said that there are 128 such units, including hotels and resorts, that are being illegally run around the sanctuary. Rebates spur Rs 2,500 crore inquiries at PlastIndia state will take action against the encroachers in Gir. The conservator of Gir forest has intimated Gir-Somnath district Collector’s office regarding the illegal establishments, Jani said before the High Court. The state forests and environment department had on February 2 submitted a report before the High Court containing a list of 66 private establishments around the sanctuary, saying that the owners are running these hospitality units in the form

of restaurants, hotels and resorts, which is prohibited. The state government had yesterday filed another report before the HC and said that there are 128 establishments spread over the three districts of Amreli, Junagadh and Gir-Somnath. The High Court acted on the PIL based on the representation of Chudasama, who alleged that the local authorities had prevented him from carrying out agricultural activity on a plot purchased by him.
