This is why state governments are increasingly trying to pitch in to provide affordable coaching and other forms of help to budding civil servants.The Delhi government, for example, has started a monthly initiative in which young serving officials will share their experience, strategies and insights about preparing for the UPSC exam. The initiative is for Delhi government school students, and the first such interactive session was organised earlier this week.An official associated with the initiative told ThePrint on the condition of anonymity: “Private school-going children often start coaching very early on, and can afford to go to coaching centres where former officers would be teaching them… They get good quality coaching at a high fee. But for government school-going children, the process remains intimidating. This is an attempt to allow them to interact with serving officers, and make it less intimidating.”But Delhi is hardly alone in trying to bridge the socio-economic gap in UPSC coaching — many other states are tackling the problem in various ways.For example, the Uttar Pradesh government launched the ‘Mukhyamantri Abhyudaya Yojana’ earlier this month. office (CMO) blamed the governor’s secretariat for the episode.“The secretariat should have ensured that they had permission to use the aircraft before the governor’s departure from his official residence. The state government is not at fault and the officials at the governor house responsible for negligence will have to face action following the directives issued by the chief minister Uddhav Thackeray in this regard,” the CMO said in a statement.“The chief minister has taken serious cognisance of the episode and has directed the administration to fix the responsibility on the officials concerned at Raj Bhavan,” the CMO said, indicating that action would be taken against the officials for not informing the governor about the need for the government’s permission. SUNVILLA SAMACHAR Uttarakhand Disaster Should lead the Government To a Wake Up Call The terrible disaster in Chamoli district, Uttarakhand on February 7, 2021, has already cost the lives of over 30 persons with another 150 or so missing or trapped. Tragically, most of the dead are workers in different infrastructure and hydroelectric power projects such as the small 13.2 MW project on the Rishiganga river near Raini Village which has been completely destroyed, and the much larger 520MW Tapovan power plant nearby on the Dhauliganga which too is badly damaged and where a number of workers are trapped. These projects were supposed to benefit the region but have become victims of the disaster. This is ironic because such reckless supposedly ‘developmental’ activities are themselves major contributors to such disasters, even if not always the prime cause. The exact cause and circumstances behind the present disaster are still emerging. It appears that the earlier speculation about a glacial lake burst may not be correct. It now seems, based on studies of satellite imagery in India and abroad, and preliminary observations by Indian specialist teams, that a massive landslide was triggered by the breaking-off of a large section of a rocky mountain-top, along with a resulting avalanche involving large quantities of recently accumulated snow and rocks. There is also some suspicion that this entire chain of events may have been initiated by the fall of a broken part of a glacier on to that unstable rock face. Whatever the specifics, this disaster is a grim reminder of mindless man-made “development” ignoring all warnings and without thought about consequences. Two major aspects stand out which both result in, and contribute to, similar disasters in mountain areas especially in the Western Himalayas namely, climate change and thoughtless infrastructure and other construction projects in the region. It is now well known that man-made global warming has led to rapid melting and shrinking of glaciers along with melting of polar ice caps. More recent studies, both internationally and in India, have shown that melt rates are much higher at present than in earlier decades. In India, glaciers are melting more rapidly in the Western Himalayas than in the East. Glacier melt leads to formation of large pools or “glacial lakes,” whose barriers sometimes break, releasing large volumes of water leading to flash flooding downstream, as earlier surmised tohave happened in the present disaster. This process is underway especially rapidly in theWestern Himalayas leading to instability and increasing probability of flash flooding.This problem is exacerbated by the irresponsible rush to build numerous roads, power plantsand other infrastructure in the region. The Himalayas are known to be a young and unstablemountain range, subject to frequent landslides, with cloudbursts and flash floods bringingdown tons of rocks and other debris even under normal circumstances. Expandingsettlements in hilly regions are already putting pressure on the regional environment such asthrough road building, depletion of water sources, and tree felling leading to loosening of soiland rocks which increases landslips and rainwater run-off leading to floods in local streams and rivers. The current rash of construction projects, especially under the presentgovernment, has taken such destruction to new and dangerous levels.A massive number of hydro-electric projects are now under construction in the region. Atpresent there are around 100 dams in the state with many more under construction. Severalof these are supposed to be run-of-the-river projects but, in practice, also involve someimpounding of water and construction activity. According to some estimates, over 450 hydelprojects are planned, meaning there could be one project every few dozen kilometres! Theconstruction of these dams and hydel projects involve treefelling with lackadaisicalcompensatory afforestation, and a lot of construction, often using dynamite and otherquestionable techniques triggering further instability in already unstable hill regions leadingto large- - Kapilkumar M. Agency News: Silchar In fresh trouble along the Assam-Mizoram borders, over 10 people were injured and 20 houses were burnt down by ‘unknown miscreants’, forcing authorities to deploy hu­ ge contingent of security forces, officials said on Wednesday. The violent incidents took place in Kachurthal in Assam’s Hailakandi district adjoining Bairabi in Mizoram’s Kolasib district on Tuesday. The Deputy Commissioner of Hailakandi district, Megh Nidhi Dahal, said to control the situation and to prevent fresh incedents, prohibitory orders under Section 144 of the CrPc were promulgated on Wednesday along the bordering areas, in addition to the deployment of

a large contingent of security forces. “We are investigating all aspects. We are providing relief and other assistance to the affected families. Senior district and police officials are camping in the area since Tuesday,” Dahal told IANS.“The Assam govt PWD has undertaken repair work of a road in Kachurthal village along the Assam-Mizoram interstate border, to which some people from Mizoram objected and attacked the civilians on our side. On Tue­sday night, some miscreants burnt down over 20 houses but fortunately the people inside escaped,” a cop said. A Mizoram cop in Aizawl, however, said 2 employees of Mizoram power and electricity dept and a member of Bairabi village council.

Agency News: New Delhi Actor-activist Deep Sidhu, who was arrested for the violence at the Red Fort on Republic Day, has told police that he had no “bad intentions” and went to the historic monument as everybody was going there, officials said on Wednesday. The Delhi Police’s Crime Branch questioned Sidhu on Wednesday about his whereabouts and acts at the Red Fort on January 26.The actor-activist was sent to seven-day police custody on Tuesday by a court here following his arrest a day earlier from Karnal bypass in connection

with the violence at the Red Fort. Sidhu, according to police, was “a prominent player” behind the January 26 incident.Following his arrest by the Delhi Police, he was handed over to the Crime Branch, which is probing the case in connection with the violence and vandalism at the historic fort. On first day of police remand, the focus of investigation remained on how Sidhu reached the Red Fort and his activities there on the day of incident, a senior police officer said.Sidhu initially denied being present at Singhu border on January 25 but after the police presented evidence, he admitted that

he was present at the farmers’ protest site but slept at a spot a bit away from there. The actor-activist claimed that when he woke up on January 26, there were two-three missed calls and messages on his mobile phone about people heading to the Red Fort, so he too reached there with his three friends using his mobile phone to navigate. Sidhu and his friends left Singhu border at around 11 am in a vehicle

and after violence broke out at the fort, they fled to Singhu border in the same vehicle and reached there at around 1 pm, he said. When questioned about his role in the flag hoisting incident at the fort, he denied his involvement and claimed that he did not gather or instigate the crowd, the officer said. According to the officer, when asked why he went to the Red Fort when it did not figure in the route approved

by authorities for the tractor parade, Sidhu claimed that since everybody was going, he too went there but had no “bad intentions”. India’s COVID-19 tally has climbed to 1,08,71,294 with 12,923 fresh cases reported in a day, while the number of recoveries has surged to 1,05,73,372, the health ministry said on Thursday. The death toll in the country due to the viral disease has gone up to 1,55,360 with 108 more people succumbing to it, according to the ministry’s data.The number of people who have recuperated from the disease has surged to 1,05,73,372, which translates to a national COVID-19 recovery rate of 97.26 per cent, while the case fatality rate stands at 1.43 per cent. Meanwhile,

as many as 70,17,114 COVID-19 vaccines have been administered in the country so far. According to the Indian Council of Medical Research (ICMR), 20,40,23,840 samples have so far been tested in the country for COVID-19, including 6,99,185 on Wednesday.The ministry stressed that over 70 per cent of the COVID-19 deaths in the country occurred due to comorbidities. “Our figures are being reconciled with the Indian Council of Medical Research,” the ministry said on its website, adding that a state-wise distribution of the figures is subject to further verification and reconciliation.

Drones, drilling and more to locate workers trapped in Tapovan tunnel

Agency News: Tapovan Rescue teams have intensified efforts to reach the 25-35 men trapped in a sludge-choked tunnel as over 170 people remained missing after the Uttarakhand disaster three days ago.Agencies are using drones, remote-sensing equipment and drilling machines to reach those trapped for three days as the operation continues 24*7.The multi-agency rescue operation at the NTPC hydel project site has been going on uninterrupted since Sunday, when the Alaknanda river system was hit by the flood triggered possibly by a glacier break or an avalanche in the upper reaches of the Himalayas. Two of the men earlier counted among the 174 missing returned home safely after being stranded since the flash flood in Chamoli district. Two more bodies were recovered during the day, raising the confirmed death toll to 34. As the city gears up for the civic body polls in Gujarat, the Aam Aadmi Party (AAP) on Wednesday declared its ‘guarantee card’ that promised action on eight issues like education, property tax among others for citizens in Ahmedabad.AAP Gujarat said it will replicate the ‘Delhi Model’ which will provide high-quality level education in government schools in Ahmedabad if they win the Ahmedabad Municipal Corporation

elections. Further, the party said they will have English, Hindi, Gujarati, and Marathi language schools in every ward.AAP claims that it will begin Mohalla clinics in every

ward of Ahmedabad and will decrease property tax by 50% to provide relief to the people. It will also eradicate water and professional tax.The guarantee card of AAP states

that it will issue students, women, policemen, the disabled, and several others a free pass to travel in the city. Special sports complexes will be established in each ward of the city. A separate sports complex will be made available for women. The guarantee card says that it will focus more on tree plantation and recycling of water along with cleaning of canals and rivers in Ahmedabad. AAP said that it will bring transparency to the budget by making its details available to the citizens.
