Basna : Union Home Minister Rajnath Singh said Thursday that the sacrifice of BJP MLA Bheema Mandavi and the four policemen who were killed in a Naxal attack will not go in vain, and the perpetrators will be punished. Voting began in 91 Lok Sabha constituencies across 20 states and Union Territories today in the first of the mega seven-phase general elections. BJP seems to have the edge in terms of sheer media spend

On Sunday, the ruling Bharatiya Janata Party (BJP) as well as the main opposition party, the Congress, unwrapped their campaign slogans for the Lok Sabha election. While Prime Minister Narendra Modi-led BJP zeroed in on Phir Ek Baar Modi Sarkar (Modi government once again), Congress has come up with Ab Hoga Nyay (justice will happen). Both parties are in full poll mode, having unveiled their respective manifestos. Advertising on social media platforms, as well as on radio, is in full swing. Based on ad insertions, AdEx India, a division of TAM Media Research, claims that a bigger chunk of political advertising is going to television–55% in 2019 compared to 48% in 2014. For now, BJP seems to have an upper hand in terms of sheer media spend to reach out to the voters. Google’s Political Advertising Transparency Report released last week, said BJP spent 1.2 crore in advertising (for 554 ads) on the platform since February, compared to Congress’ 54,100 for 14 ads. The Facebook’s Ad Archive Report said that political advertisers spent 4 crore on Facebook in February, of which, more than half came from BJP and its supporters. Clearly, BJP is strong in propagating its message, but its slogan Phir Ek Baar Modi Sarkar sounds repetitive. Sandeep Goyal, a doctorate in human brands and a veteran advertising professional, sees nothing wrong in being repetitive. “It was a kind of default choice for BJP: A second term for the incumbent based on performance is NaMo’s desired outcome. To that extent, Phir Ek Baar is a predictable choice, though not a very creative one,” he says. Indeed, the current BJP slogan appears more as a sequel, which draws heavily on the success of the original Ab Ki Baar Modi Sarkar. “And, as in the last elections, BJP’s campaign relies entirely on one individual’s image and charisma. The party has once again thrown its combined lot behind Modi,” says Samit Sinha, brand expert and managing partner, Alchemist Brand Consulting. However, he feels that slogans don’t win elections, or even marketing battles for that matter. “Without an existing predisposition based on people’s perceptions, slogans ring hollow. However, a catchy slogan does certainly help in reinforcing a pre-existing belief, while serving as a mnemonic for what the entity behind the slogan represents in the minds of people,” he adds. Goyal finds Congress’ Ab Hoga Nyay a bit open-ended. But the slogan has positivity and promise. Plus, it is short and pithy, he says. Sinha deems it clever. For one, it is an acronym for Congress’ Nyuntam Aay Yojana, which it announced as its trump card. Second, it also carries an implicit promise of equitability and social justice. “And lastly, one could also read it as heralding judgement day for the ruling party,” he says. But outside of Congress’ core support base, it may influence only those who are convinced of the promise and merits of the NYAY scheme, or fence-sitters who are disenchanted with Modi, he feels. For now, Modi may be winning the perception battle. “The biggest perception advantage you can build up as a human brand is that of winnability... and of being the likely winner. NaMo oozes that in every communication,” feels Goyal, adding that he had the incumbency advantage. Modi utilized the resources of the entire government, which he spent in large measure with the Mumkin-Namumkin report card of his government that he put out before the EC’s model code of conduct came into force. “The entire exercise was focused on presenting him as an action-oriented, development-driven Prime Minister. In the perception battle, NaMo surely outscored all the regional satraps,” says Goyal. Besides, he has also upped the promotions game. There’s a web series on him, a film, as well as NaMo TV. “On social media, he dwarfs competition because the BJP has been able to create a cadre-based, shakha-like disciplined army of supporters, agents and volunteers who viralise, like and promote NaMo in a well-orchestrated - Kapilkumar M. in Jet Airways on April 8, has already extended the date for submission of bids to April 12 from April 10 earlier. SBI Caps has the mandate for Jet Airways’ sale on behalf of

the SBI-led consortium of domestic lenders to the debtridden private carrier. It has put between 31 per cent and up to 75 per cent in the airline for investors. “Naresh Goyal

is expected to submit initial bids for Jet Airways sale today (Thursday),” a source close to Goyal said. The bidding norms allow Goyal to participate in the sale process.

Goyal’s response on the issue was awaited. SBI chairman Rajnish Kumar last month said, “It could be financial investor, it could be airline... including Naresh Goyal himself or Etihad. Nobody is barred from bidding or taking over the airline as per the rule.” Naresh Goyal, the founder of Jet Airways, and his wife Anita Goyal last month stepped down from the board of the ailing airline, ceding majority control to the consortium, following reduction in their stake as per the resolution plan formulated by the lenders. Later, shares of RVNL edged higher to 19.55, up 3% from issue price of 19. Investors bid for about 45.8 million shares of RVNL, which undertakes railway projects, or 1.8 times the 25.35 million shares on offer. RVNL initial public offer (IPO) had closed on 3rd April 2019 and the price band

was 17-19 per share. Retail investors subscribed about 2.5 times the shares reserved for them, while qualified institutional buyers (QIBs) portion was subscribed 1.36 times. RVNL is the first Central Public Sector Enterprise (CPSE) disinvestment in the current fiscal, which started on April 1. The government raised about 480 crore by selling 12.12% stake in Rail Vikas

London : Rising U.S. crude stocks dragged oil lower on Thursday but prices continued to find a floor as OPEC-led cuts and freefalling Venezuelan output tightened global supplies. International benchmark Brent futures were at $71.43 a barrel at 0903 GMT, down 30 cents from their last close. U.S. West Texas Intermediate (WTI) crude oil futures were down 35 cents at $64.26 per barrel. U.S. crude inventories surged by 7 million barrels to a 17-month high of 456.6 million barrels last week, the Energy Information Administration said on Wednesday. U.S. crude oil production remained at a record 12.2 million barrels per day (bpd), making the United States the world’s biggest oil producer ahead

of Russia and Saudi Arabia. While U.S. crude stocks built last week, a massive draw on (gasoline) inventories likely buoyed the whole complex,” Vienna-based consultancy JBC Energy said. U.S. gasoline stocks fell by a whopping 7.7 million barrels, sending U.S. RBOB higher by 3.5 percent on their close on Wednesday. Tightening global oil supplies also kept a lid on

further price losses. U.S. sanctions and power outages pushed OPEC member Venezuela’s crude output to a long-term low of 870,000 bpd, the International Energy Agency said on Thursday, even lower than OPEC had reported the day before. Overall output from the Organization of the Petroleum Exporting Countries, which has agreed with allies to withhold 1.2 million bpd of crude from the market since the start of 2019, fell 550,000 bpd in March to 30.1 million bpd, the Paris-based IEA said. The agency, which coordinates the energy policies of industrialized nations, saw oil stocks in industrialized countries fall in February by 21.7 million barrels, remaining 16 million barrels above their five-year average.

Gandhinagar : They live in extremely harsh conditions in the Rann and often struggle for access to basic facilities. But it is the ‘protection’ of a nondescript railway line that runs through their territories that is high on their list of priorities. So much so that about 3,500 agariya (saltpan workers) families of Halvad and Dhrangadhra taluka in Surendranagar district who spend around eight months of

their year in the inhospitable Little Rann of Kutch have threatened to boycott the elections if their demands are not met. The Kuda line for which the families are agitating is the only one that helps the families transport the salt that they produce. The Western Railways had stopped the only train that ran on the line sighting losses but now

their attempts to uproot the railway line is finding stiff resistance from the locals. “Earlier when they stopped plying the trains, we had held discussions with the Railways and even the state government in 2014 and during the 2017 Assembly Elections the state government had promised that they would begin the service. It never began but

recently we came to know that they were uprooting the line. Once the line is uprooted we know the train will never resume service,” said Bharat Samera, of Agariya Heet Rakshak Manch that works with Agariyas in the area. He said earlier the salt farmers would get Rs260 per tonne of salt as they were able to transport the salt by train to markets beyond their local area. “But since the train has stopped plying the routes, the farmers are forced to sell their salt to the local traders for a measly Rs140 per tonne. Salt farming is very hard work and the farmers work in terrible conditions under the harsh sun. The train was their lifeline and now it has stopped forcing them to sell their salt cheap further pushing them into poverty,” said Samera.

Ahmedabad : A ground-level study of implementation of the Agricultural Land Ceiling (ALC) Act in 36 villages of 13 talukas in six districts in Gujarat till 2015 has revealed that 43% of Dalits who were allotted land under the Act did not get actual possession of the land. The findings and its impact on the status of Dalits in Gujarat have been chronicled in a book Land Reforms and Dalits in Gujarat, with the focus on the ALC Act. The book, written by Manjula Laxman, Associate Professor of the Department of Rural Economics, Gujarat Vidhyapith, was released on Wednesday in the presence of Former Professor of Jawaharlal Nehru University Ghanshyam Shah, former Vice Chancellor of Bhavnagar University Vidyut Joshi, Vice Chancellor of Gujarat Vidyapith Anamik Shah and Dalit rights activist Valjibhai Patel. The study found that a total of 1,21,094 acre land was distributed among 23,595 families in Gujarat between 1960 and 2015.

Of these, 15,300 were Dalits. Only 3% Dalits are farmers in Gujarat and they possess only 2.9% of total cultivable land in the state. The book focuses on implementation of the ALC Act in six districts, Ahmedabad, Amreli, Banaskantha, Bhavnagar, Surend-ranagar and Kutch, where Dalits were allotted maximum land. Ghanshyam Shah, in his foreword, notes, “Regarding the so-called beneficiaries as per the government record, as many as 43 per cent of

them do not have access to land that was supposed to have been allotted to them.” Dominant upper caste people encroach upon the land as Dalits are in a vulnerable position with regard to the power structure of villages, and do not have the power to claim the land, the book found. “Out of 423 beneficiary respondents in the select districts, 57 percent got possession of an average of two acres of land. Of these, 42 per cent got the entitlement between one and five years, the remaining one per cent took more than five years. There are cases in which they received the entitlement only after a legal battle of 25 years,” Shah says in the notes on findings of the book. The book also examines the quality of land given under the ALC Act. “Only 27 per cent of the land was fit for direct cultivation. The remaining was saline, waterlogged, uneven, or stony. In such (land), direct cultivation was not possible…only 4 per cent received somewhat irrigated land,” Shah notes in his foreword to the book.

Vadodara : The rising mercury levels coupled with the election season seems to have brought ‘achhe din’ for dairy farmers in Gujarat. After witnessing a gloom that stretched for over a year, almost all the district dairy unions of Gujarat have started increasing milk procurement prices in the state. If the Kaira District Co-operative Milk Producers Union Limited (KDCMPUL) popularly known as Amul Dairy is increasing procurement price from Rs 610 to Rs 630 per kilo fat with effect from Thursday, other milk unions like Vadodara’s Baroda Dairy, Banaskantha’s Banas Dairy and Godhra’s Panchamrut Dairy have also announced hike in the range of Rs 10 to Rs 20 per kilo fat. Dairies in Sabarkantha, Mehsana, Valsad, Amreli and Junagadh too have hiked procurement prices. It is worth mentioning here that a majority of dairy unions in the state which have a strength of more than 36 lakh farmer members are directly controlled by BJP leaders. Last year, amidst global crashing of skimmed milk powder (SMP) prices, the dairy co-operatives were staring at a milk glut. Many

milk unions in the state for the first time in over a decade and a half had slashed the procurement prices paid to its farmers. Amul Dairy, which had the distinction of paying highest procurement prices in the country, for instance had slashed prices from Rs 680 to Rs 660 per kilo fat in August. The prices had further declined to Rs 610 till the onset of summer. “Almost all our member unions have started paying more to dairy farmers as commodity market is improving and SMP prices are also improving in the global market,” said R S Sodhi, managing director of the Gujarat Co-operative Milk Marketing Federation (GCMMF), the apex marketing body of all the

district dairy unions of the state that markets brand Amul. Milk production too is 1 to 2 % lower this summer compared to last year with Amul’s member unions procuring nearly 230 lakh litres a day at present. “Earlier, all the dairies had huge inventory of SMP as its prices in international market was around Rs 150 per kg which now has improved to Rs 210 to Rs 220 per kg. At the same time, factors like increase in cost of milk production and the beginning of the lean season has led to a fall in production. All these has led to hike in procurement prices,” he said. Sodhi however added that the hike in procurement prices will not impact consumer prices.

I believe the FRC has also served 3-4 notices to the school but there has been no respite. The state government is in support with parents on this and we will represent the same in the Supreme Court on April 12. To us, any school cannot go against the order of provisional fees passed by the FRC and the school has no right to play with the future of innocent children. We had brought this Act two years ago with an intention, and we believe for a positive order soon.” The FRC in its order passed on Monday observed that the school has committed a breach of the provisional as well as the final orders passed by the committee and directed the school to accept the cheques of all such outstanding fees from the parents’ basis on the fees determined by the committee.

Vadodara : A new-born girl, who was abandoned by her mother at staterun SSG Hospital, died in the early hours of Wednesday. The woman Pravina Mali, living at Amarnagar slums in TP13 locality of Chhani, was brought to the hospital by an Accredited Social Health Activist (ASHA) worker on April 7 after she experienced labour pain. Mali delivered the baby girl on Monday and was kept in the baby room under observation. Meanwhile, Mali was shifted to the general room on second floor of Rukmini Chainani ward. After 5pm on Tuesday, Mali disappeared from there.

The ward staff discovered that she was missing late in the evening, but the oneday-old girl was still in the baby room. The hospital staff then informed medicolegal officer who registered the complaint with Raopura police station. The exact cause of the infant’s death will be ascertained after the

post-mortem. Police said they could not trace Mali as she had not mentioned her house number in the address. Fatehgunj police station has been alerted about Mali. Police also could not get through the ASHA worker who had brought Mali to hospital as her phone was switched off.
