China’s ability to set up the Asian Infrastructure Investment Bank, overriding the objections of the US, and the BRICS bank, which aims to start lending next year, are just two signs of how some earlier multilateral agency charters do not properly represent current global power equations. If we go back in time and evaluate how some of these agencies came about, it is wise to ponder on a piece George Orwell wrote in the Tribune in 1944, which was given the title “History is Written by the Winners”. The point that Orwell made in his article, where he took the specific instance of German claims about bombing London in 1941-42, when the Luftwaffe was busy in Russia, was that if Germany had won the war, that inaccurate assertion would have become historical fact. What Orwell does not mention in his thoughtful piece is that not only history but also the global institutions that are formed at such a time bear the full imprint of the winners. Once formed, these institutions continue to largely reflect the original power structure. A country’s power is reflected by its economic, military and cultural might — by GDP size, per capita income, the size of its army and weaponry (especially its ownership of nuclear weapons) and finally its ability to exercise cultural and moral power. After World War II, three important institutions were created — the United Nations, the World Bank and the International Monetary Fund. The charter of each of these institutions clearly reflected the results of the war. The primacy of the US was established. Germany, Japan and Italy were ignored. The five nations that formed the permanent members of the UN Security Council were the US, UK, France, the Russian Federation and the Republic of China (Taiwan), brought in by the US as a check on the Russians. This position was maintained until 1971, when the People’s Republic of China replaced Taiwan. The Russians did not join the IMF and the World Bank after the Bretton Woods Conference, and so the primacy of the US and Europe was established there. The president of the World Bank is always from the US and the managing director of the IMF, from Europe. Even in the IMF, the US has over 17 per cent of the voting rights. Japan and Germany were later allowed to join these institutions. Both Japan and Germany joined the IMF in 1952, Japan joined the UN in 1956 and Germany joined the UN in 1973. It is hard to get countries inside the club to vacate their spots, even if their positions have weakened dramatically since the original charter. Nor is it easy to get other countries to get into apex positions. For the 50 years post World War II, the original structure held up quite well. With the collapse of the Soviet Union, the influence of the US became even sharper, but the Russian nuclear stockpile kept it in the Security Council. Over the last 15 years, however, the economic map of the world has been undergoing sharp change, and institutional structures are increasingly less reflective.

Agency | Panaji Billionaire Anil Agarwal-led mining firm Vedanta Ltd today said it is hopeful of restarting iron ore mining in Goa from October. “We have resumed mining in Karnataka in February and we’ve been granted an interim capacity of 5.5 million tonne of saleable ore in Goa and mining is expected to recommence after the monsoons, hopefully from October, after getting the required approvals,” company chairman Naveen Agarwal told shareholders at the 50th annual general meeting here. He said that the company will resume mining even
though the global iron ore price are on free-fall. The iron ore industry in the state has been closed since 2012 after a Supreme Court order. The ban was lifted in 2014 but operations are yet to resume. Mr Agarwal also told the shareholders that the company will be shifting its registered office from Goa to Mumbai. “As a global resource company we are now in the process of shifting the registered office to Mumbai. This is a natural shift of location as the company has a large shareholder base of over 3.5 lakh based out of Mumbai,” Mr Agarwal added.

The total number of telecom subscription stood at 1,002.05 million at the end of May, out of which 975.78 million were wireless connections and 26.27 were wireline. “The number of telephone subscribers in India increased from 999.71 million at the end of April 2015 to 1,002.05 million at the end of May 2015, thereby showing a monthly growth rate of
0.23 percent,” the TRAI statement said. The overall tele-density in India increased from 79.56 at the end of April to 79.67 at the end of May. Total wireless subscriber base increased from 973.35 million at the end of April to 975.78 million at the end of May, thereby registering a monthly growth rate of 0.25 percent. Wireline subscriber base however declined from 26.36 million at the end of April to 26.27 million at the end of May. Net reduction in the wireline subscriber base was 0.10 million at the monthly decline rate of 0.36 percent.

Rumors created havoc in Bapunagar area of the city after some miscreants fled after pelting stones at a municipal school in Bapunagar. The school authorities had to allow the students to go home as several parents rushed to the school after rumors spread in the area that terrorist have struck. According to Bapunagar police officials in the afternoon, some miscreants pelted stones at the school. “After which a rumor broke out that terrorist have entered the school premises. These created a tense situation in the area
as several parents rushed down to the school to take their children home” said a police official. Police officials said they were in crime conference when the news of such rumors reached them. “We immediately rushed to the spot and tried to bring the situation under control. The students were also allowed to go with their parents” said a Bapunagar police official. Primary probe has revealed that some miscreants had tried to create fear among the students by pelting stones. “We are searching for them” said a police source.
The crime conference held at the Police headquarters on Friday had to be cut short as rumors of kidnapping of three children from a school in Bapunagar and two groups of the same community clashing in the walled city area spread like wild fire in the city. The rumors created a major havoc in the eastern part of the city that parents rushed to a few schools to take back their wards. However, the cops breathed a sigh of relief when it turned out to be rumor. Meanwhile City Police chief Shivanand Jha reprimanded the cops for dip in the crime detection rate. “He also came down heavily on the cops for being effective in curbing the rumor mongering” said a senior police official. There was special mention of the armed robbery incident at a jeweller’s shop in Ghatlodia. Four days after the incident took place, the cops including the city crime branch is not able catch the culprits. Ac-
cording to sources Jha expressed concern about under performance of some of the Police inspectors and sub inspectors posted in the city crime branch. “He said nobody should take their place for granted anywhere. He warned the sub inspectors and inspectors to perform or perish” said a police source. After receiving flak for record low results in the secondary and the higher secondary state board examinations that led to a series of brainstorming sessions by the education department for a new roadmap, the Gujarat Secondary and Higher Secondary Education Board (GSHSEB) has come out with a solution to avoid a similar situation in the future. As a token of appreciation to schools scoring 100 per cent results, the GSHSEB has decided to “reward” those with schools scor-
ing below 30 per cent results under its “adoption” policy. As per the latest decision, a total of 646 schools — both secondary (Class X) and higher secondary (Class XII) with 100 per cent results in the 2015 board examinations — have to adopt the nearest schools up to Class X, having a history of “poor” results (below 30 per cent). Orders for the implementation of this scheme from the current academic session has been recently passed to all the district education officers by the GSHSEB. This would be applied to the government as well as
the grant-in-aid schools. Though this adoption scheme started at a lowscale in Bhavnagar by its district education officer (DEO) S L Dodiya last year, it was noticed by the GSHSEB after there was a marked improvement in the schools that were adopted. “While discussing various measures to improve the results, somebody informed about this adoption scheme being introduced in Bhavnagar. When details were sought from the DEO on its implementation and the results, it was decided to replicate it on a larger scale across the state.
