Lockdown makes a comeback in China as Covid-19 cases surges after holiday

Agency News : Beijing Chinese cities were imposing fresh lockdowns and travel restrictions after the number of new daily COVID-19 cases tripled during a weeklong holiday, ahead of a major Communist Party meeting in Beijing next week. The latest lockdown started on Monday in Fenyang city in northern China’s Shanxi province after a preliminary positive case was found in citywide testing the previous day, In the nearby Inner Mongolia region, the capital Hohhot announced that outside vehicles and passengers would be prohibited from entering the city starting on Tuesday. Hohhot has recorded more than 2,000 cases over about 12 days. China is one

of the few places in the world still resorting to harsh measures to keep the disease from spreading. The long-ruling Communist Party is particularly concerned as it tries to present a positive image of the nation in the run-up to a once-infive-years party congress that starts on Sunday. Travel was down during an annual National Day holiday that began October 1, as authorities discouraged people from leaving their cities and provinces. But the number of new daily cases has still grown to about 1,800 from 600 at start of the break.Leaders don’t want a major outbreak to cast a pall over the congress, but their strict “zero-COVID” approach has taken an economic toll, particularly on small businesses and temporary workers. Many in China hope the pandemic policy will ease after the meeting. Outbreaks have been reported across the country, with the largest in Inner Mongolia and the far-west Xinjiang region. Both have been recording several hundred new cases a day.

Those Expecting Lopsided Victory SUNVILLA SAMACHAR for ‘Establishment’ in Cong Chief Amitabh Bachchan, the Familiar Presence Polls Are in for a Surprise: Tharoor Editorial

in Our Lives For Almost Six Decades

When a young, lanky man, accompanied by a friend, walked into the office of K.A. Abbas to ask for a film role, the director liked what he saw. He was tall and there was something in his eyes, he wrote. “They were beautiful.” Abbas offered him a role right there, told him the conditions – just Rs 500 for the whole film, and everyone slept on the floor in a guest house. The boy agreed. But when Abbas found out his name, or rather surname, he said he would have to seek the permission of his father, “my friend Dr Bachchan.” The permission duly came and Amitabh Bachchan joined the film as one of the Saat Hindustani. Around the same time, he also got signed up as a deaf mute in Sunil Dutt’s film Reshma and Shera. Less known is the fact that he was also a pall bearer in one scene in a film, which, when Shashi Kapoor got to know, he got it cut out. With that not particularly glorious or high-profile start, Bachchan came to dominate the Hindi film industry, and as he turns 80 years old today, he is still at it – acting, modelling and doing quiz shows on television. In between, he has been a businessman and also sung in music videos. It has a continuous run of almost 60 years, which is unprecedented not just in India but anywhere. During this span, he has battled with a life-threatening disease, a business that spectacularly failed and brought him to bankruptcy, accusations of secret accounts abroad and of course, the many flops that went along with the hits. His career stalled when his kind of films began to fail and newer, younger stars emerged on the scene. But he bounced back from all these setbacks and came back spectacularly as the host of the quiz-show, ‘Kaun Banega Crorepati’, bringing his baritone and presence to the small screen and seemingly rising above its limitations. Television was looked down upon by the other stars, who saw themselves as too big; once Bachchan did it, the others rushed in, but not one could replicate his success. Bachchan brought an engaging and warm persona to the show, talking to the participants as a friend, with no starry airs whatsoever. The star was very much present of course, as the sheer awe on the faces of the contestants showed, but he was not being superior or smart-alecky; that seeming lack of fake selfawareness (though he is no less conscious of his status) came through on the screen, and soon the show became a phenomenon. Bachchan’s career picked up again and is still going strong. That resilience has kept him going from the beginning. His first few films, in which he was either the villain (Parvana) or the brother of the heroine (Gehra Daag) didn’t create many waves, at least for him. Rajesh Khanna was the reigning divinity in the pantheon of the stars, with a continuous string of superhits. - Kapilkumar M. Hirpara Bachchan was just another hopeful.

Fishing Cats: Fight to Protect Bengal’s State Animal Gains Momentum; All About this Endangered Feline Agency News : Kolkata

Unfortunately, maximum of us are not aware of the existence of the “Fishing Cat” which is the State animal of Bengal. In a report in January, it was found that three fishing cats were killed by giving poison at Howrah. The butchery has shaken conservationists. In 2009, the fishing cat was acknowledged as a state animal. It is also integrated as a Schedule I species in Wildlife (Protection) Act. So, they deserve equal protection such as tigers, lions, and elephants. Let alone the conservation, the number of animals in the state has not even been surveyed. But this time the news is that the

work of the survey is going to start. According to State Chief Forest Officer (Wildlife), the state is going to start several programmes including surveys, and conservation of fishing cats across West Bengal from April 2023 in collaboration with the Japan International Cooperation Agency (JICA). Sources added, in the project, the younger fishing cat will be released in the forest after breeding among the fishing cat of the zoo. Forest habitats will also be created.

Bishnoi. Apart from warding off any threat to his family bastion, the senior Bishnoi, a two-time MP, four-time MLA and son of Haryana’s three-time chief minister Bhajan Lal, also needs to cement his presence in his new political party, the Bharatiya Janata Party (BJP). The bypoll for the Adampur assembly constituency will be held on November 3. Not his father’s former party Congress, Bhavya’s main competitor is

the new entrant, Aam Aadmi Party (AAP), which could make its presence felt. And if history has anything to go by, Bhavya could have an edge, but the burden of performing cannot be underestimated. Adampur has stuck stubbornly to the Bhajan Lal family. Even though the family members of political stalwarts like Devi Lal and Bansi Lal tried their luck against them in this assembly segment, they have failed.

Currently in power on its own in just two states — Chhattisgarh and Rajasthan — the Congress has embarked on the marathon 3,570 km journey eyeing political and electoral revival, riding on the enthusiasm of former party president Rahul Gandhi. Party leaders are upbeat as the yatra has entered its 34th day. They list three clear positive outcomes an activated Congress which has hit the ground running leaving the past inertia behind, an interactive top brass which is directly engaging the people, and a mobilised organisation which was dormant for many years. AICC general secretary Jairam Ramesh, one of the key drivers of the exercise, sees the yatra as a psychological boost for the party Jairam Ramesh, one of the key drivers of the exercise, sees the yatra as a psychological boost for the party. “I think what the yatra has done is show to the Congress party that we can do it. We are on the roads, on the streets, we are fighting the BJP. We are taking the battle to their camps. We are raising fundamental issues. We are not reactive. In fact, now the BJP is reacting to us and that I think is the greatest contribution of the yatra. It is psychological rather than electoral,” Ramesh said. He expressed confidence that the gains would consolidate as 117 Bharat Yatris traverse the entire 12-state route.

Two components of credits (Rs 10.42 crore and Rs 1.12 crore) in the account of a trust controlled by the Deshmukh family, flagged by the ED, were “not proceeds of crime,” a single-judge bench of the high court had said in the order. The high court also said the statements

given by former Mumbai Police commissioner Param Bir Singh and dismissed officer Sachin Waze alleging that Deshmukh had taken money from police officers for favourable postings were “prima facie hearsay”. The Nationalist Congress Party leader, arrested on November 2, 2021, is also facing a corruption case registered by the Central Bureau of Investigation (CBI). Deshmukh, who was a minister in the previous MVA government, is lodged in Arthur Road jail in Mumbai. The money was channelled to Nagpurbased Shri Sai Shikshan Sansthan, an educational trust controlled by the Deshmukh family, it alleged.

The International Monetary Fund (IMF) predicts that global growth is expected to slow to 2.7 per cent in 2023 due to the fallout from Russia’s invasion of Ukraine, the cost of living crisis and China’s economic slowdown. It also anticipates that the next year will feel like a recession for millions around the world. It is 0.2 percentage points lower than the July forecast. The IMF said that aside from the global financial crisis and the peak of the Covid-19 pandemic, this is “the weakest growth profile since 2001”. Their GDP estimate for this year remains steady at 3.2

per cent, which has gone down from the 6 per cent seen in 2021. ”The worst is yet to come, and for many people, 2023 will feel like a recession,” said IMF economic counsellor Pierre-Olivier Gourinchas in its latest World Economic Outlook that was published on Tuesday. The report also added that the three largest economies the United States, the European Union and China will continue to stall. The IMF in its report anticipates global inflation to peak in late 2022, increasing to 8.8 per cent from its earlier 4.7 per cent. Global inflation will likely decrease to 6.5 per cent in 2023 and will continue to go down to 4.1 per cent by 2024.

Centre wants state governments to scale up internet speed for seamless digital land registration Agency News : New Delhi The centre has asked state governments to install local servers as well as boost internet speed in sub-registrar offices to provide uninterrupted land registration services in rural areas, according to a senior government official. The central government is not only digitalising old land records but has also put in place a system for online registration under the Digital India Land Records Modernization Programme (DILRMP) implemented by the Union Ministry of Rural Development. Currently, over 70 per cent of the records of 94 crore land parcels in the country are maintained in computerised and digitalised format. Some of the sub-registrar offices and tehsils are also integrated with land records now, as per the official data. “We are aware of the slow server issues in some parts. The

centre is supporting the states with funds for this. We have suggested the states to create a local server and enhance internet speed,” said Sonmani Borah, Joint Secretary, Department of Land Records that falls under the Union Ministry of Rural Development. The states can easily set up a local server for the National Generic Document Registration System (NGDRS), which provides various facilities for online property registration. NGDRS is specifically designed for the use of sub registrars, citizens and apex users from registration departments. However, many states are doing land registration process with private vendors and private partners.

The company, which employs over 6.16 lakh people, will take into account all the relevant dimensions while forming its final view on the issue which has been dominating headlines for the last few weeks, “Moonlighting we believe is an ethical issue and it is against our core values and culture,” Lakkad said. It’s the festive season, you log in to an online shopping app to look for that new dress or a flagship phone, and it turns out nothing is beyond reach since you can pay for it in parts, with no-cost EMIs. The deal to pay just the price of a product without any interest on installments, even if it comes at the cost of a big discount that you could’ve bagged by paying up front, seems too good to be true. It turns out that there’s more to

these no-cost staggered payments than meets the eye. Even the RBI has acknowledged in a circular in 2013, that no-cost EMIs are nonexistent and that such schemes are only aimed at alluring customers, so that they end up buying more and paying more at the same time, while interests are camouflaged. In the process of securing the convenience of having only a small part of your monthly bills being deducted for big purchases, you also end up losing out on discounts.

Knight Frank India in its proprietary study Affordability Index for Q3 2022 cited that all markets have seen a decline in affordability due to the recent rise in median loan rates as a result of the 50 BPS rise in REPO rates. The 0.95% cumulative increase in median home loan rate will impact affordability of homebuyers and thus their purchase decisions as well. As per the nine-month assessment (9M CY 2022) of the affordability index, Ahmedabad continued to remain the most affordable housing market amongst the top eight cities, with a ratio of 22% followed by Pune at 26% and Chennai at 27%. Knight Frank proprietary Affordability Index, which tracks the EMI (Equated Monthly Instalment) to income ratio for an average household, witnessed steady improvement from 2010 to 2021 across the eight leading cities of India especially during the pandemic when the Reserve Bank of India (RBI) cut REPO rates to

decadal lows. However, with fourth consecutive REPO rate hikes, the cumulative 50 bps rate hikes by RBI has decreased home purchase affordability on an average by 2% across markets and increased EMI load by 7.4%. Shishir Baijal, Chairman and Managing Director, Knight Frank India said, “The home affordability, due to the rise in median loan rates has worsened in 2022. On 30th September 2022, RBI increased the repo rate by 50 bps taking the cumulative hike to 190 bps in the year 2022. Affordability has worsened by 2% points across cities since the rate cycle changed. The 0.95% cumulative increase in median home loan rate will impact affordability of homebuyers and thus their purchase decisions as well. However, with the need for homeownership still being strong, homebuyers will largely make necessary compromises by considering lower priced housing units rather than deferring their purchases as expectations of further price increases will discourage deferment.”

Educationist and founder of the TreeHouse chain of schools, Rajesh Bhatia is worried that school-going children already dealing with severe academic stress could now also be facing pandemic-related anxiety and residual fear or grief. He says, Much before the pandemic in 2019, The Indian Journal of Psychiatry had mentioned that at least 50 million children in the country are affected by mental health issues. The severe isolation disrupted academics, and the absence of socialisation during the COVID-19 pandemic have further exacerbated the situation.
