Hong Kong protests have dented China’s image of invincibility Hong Kong (HK) has seen unprecedented antiChina protests in recent weeks, posing the most serious challenge to Chinese rule over the territory since Beijing resumed sovereignty over it in 1997. The trigger for the current protests was a proposed legislation that allows the extradition of HK residents who face criminal charges to China. Till now, China has been able to pick up HK residents it regards as inimical to its interests by kidnapping them or apprehending them in third countries. The proposed legislation would have rendered such unconventional methods unnecessary. In the face of the protests, the Hong Kong CEO, Carrie Lam, announced on Monday that the extradition legislation is “effectively dead”. But this has not satisfied the protesters who want the legislation withdrawn and insist that Lam resigns. On July 1 (the anniversary of the 1997 handover of HK to China), protesters broke into the territory’s Legislative Council chamber and vandalised it. In an action that can be described as provocative and defiant, they tore down the current official insignia of HK (a pink Bauhinia flower), and put in its place the pre-handover colonial flag. The protests have been severely criticised by Beijing. The State-controlled media have called for “zero tolerance” of the protesters, and warned that any failure to punish the perpetrators would open a “Pandora’s Box” with dangerous consequences. It would be unlike China and its powerful leader Xi Jinping to let this incident pass and if, in course of re-establishing control, the one countrytwo-system mechanism has to be abandoned, it would be done without question. The parallel with the Tiananmen incident of June 1989 should not be forgotten. Despite the international political isolation it entailed, the Chinese government had no hesitation in using indiscriminate and brutal force to drive the demonstrators out from the historic square. Should the current demonstrations go beyond a certain threshold, one should expect a similar treatment. Hong Kong is no longer as important as it once was in providing China with its most useful channel for its external economic dealings. In 1997, nearly 50% of China’s external trade was channelled through HK. Now it is only 12%. Nevertheless, there are other important aspects in which HK continues to be of significant importance to China, particularly at a time of US-China trade tensions. Thanks to the United States-Hong Kong Policy Act of 1992, the territory is accorded separate economic treatment beyond 1997. This enables Chinese companies to evade US trade sanctions by routing exports through HK. Similarly, HK-based entities do not face the same technology-related restrictions from the US as China-based companies on the mainland do. In case of a violent crackdown on the protests, this special treatment of HK will almost certainly be withdrawn and this will only ratchet up both trade and political tensions with the US. There will be major setback to Chinese efforts of the past decade and more to use HK to incrementally promote integration with the international financial markets and the internationalisation of the Chinese currency, the Renminbi (RMB), in case HK loses its status as the world’s third ranking financial centre.

farmer debt, Ribadiya said farmers have not been able to get proper support price for their produce owing to various factors such as price hike on fertiliser and diesel, GST, damage to standing crop by blue bulls (Nilgai) and wild

boars. Ribadiya said the Bill presented an opportunity for the Assembly to aid farmers by waiving their loans.However Deputy Chief Minister Nitin Patel fiercely opposed the Bill and protested the use of the word

‘devaa (debt)’ by the Congress. “Stop calling the farmers of Gujarat ‘devaadar (debtor),” the deputy chief minister said, pointing out that there was a difference between debt and borrowing. “Only when the borrowing turns into an NPA (non-performing asset – when payments are not made) can it be called debt,” he said, stating that most of the Rs 45,000 crore short-term funds borrowed are being paid back by “the honest farmers of Gujarat within the time limit.”He went on to give the figures with regard to loan payments. “In 2014-15, they (farmers) paid back 89.60% borrowing. Similarly, they paid back 95.87% borrowing in 2015-16, 95.46% in 2016-17, 94.6% in 2017-18, and 95.70% in 201819,” said Patel. “I cannot understand why such honest farmers are being defamed like this.” Patel also alleged that earlier Congress governments were to blame for turning farmers into debtors. The Congress did not provide farmers with the facilities.

Ahmedabad: Despite much talk about focus on the social sector, over the years, there has been only a nominal increase in allocation towards education in the state budget. In fact, Gujarat ranks 14th among the 18 big states of India as far as percentage share of education in the overall state budget is concerned. Share of education in the overall state budget for 2017-18 was just 12.8%, much less that states such as Jharkhand and Chhattisgarh. Both these states allocated 14.3% and

19% of their total budget for education, respectively. An analysis carried out by Pathey, an organisation that undertakes budget research, also found that the actual share of education in the consolidated budget of the state has been constantly declining. This year (201920), the consolidated budget estimate for the state stands at Rs 2,04,815 crore, of which, the share of education is just 12.16%. This is lower than the earlier 14.24% allocated to education in the state's budget for 2014-15.

Ahmedabad: A 38-yearold woman, Mumtazbano Shaikh, from Jamalpur area of the city allegedly killed herself by ingesting poison on Sunday at her home. She was frustrated at not being given social status of a wife by her husband Irfan Shaikh, states the FIR filed by the deceased’s brother, Mohammed Ayaz, on Thursday with Gaekwad Haveli police station. The FIR states that Mumtazbano first married 13 years ago with a Vatva resident, Mirza Irfan. But the marriage failed and she divorced him around five years ago. Mumtaz then began running a tuition class in Jamalpur to earn livelihood of her and her 18-year-old son. Later in

2015, she met another man named Irfan Shaikh, who had already married twice, and she decided to marry him. “However, Irfan never took Mumtaz to his home and did not give her the status of his wife in the society. My sister was frustrated with this kind of approach, but I used to make her understand that Irfan would realise his mistake one day, and give her status of his wife,” Mohammed Ayaz stated in his FIR.
