After a litany of complaints about Electronic Voting Machines (EVMs) being vulnerable to manipulation, the powerful Election Commission has announced that at the start of May, it will hold a hackathon where non-believers can attempt to rig the machines. Before that, the Commission will meet with leaders of all major parties to conduct a demo and illustrate that the machines cannot be reconfigured to suit political parties. Dates for both events have not yet been confirmed. Sources said that hackers will be asked to visit the Commission’s office in Delhi over 10 days and try their luck. Delhi Chief Minister Arvind Kejriwal, an IIT graduate, has been asking for access to a voting machine, claiming that it will take him 24 hours to prove it can be gamed. His complaint was made after his Aam Aadmi Party defied ex-
pectations for a ho-hum performance in Punjab after exit polls predicted that it would either win the state in March or lock the Congress into a tight finish. More than five lakh road accidents take place in India every year claiming close to 1.5 lakh lives. That is why the Lok Sabha’s approval of the modifications to the Motor Vehicle (Amendment) Bill, 2016 which includes a slew of tough measures against violators, is a radical departure for the better from the 30-year-old law that governs traffic in the country. One of the highlights of the new bill is heftier penalties . Those in the habit of driving rashly should be prepared to pay as much as 20 times more than before. Driving without a licence will invite a fine of Rs 5,000: the fine for the offence was Rs 500 earlier. Driving with a licence that has been deemed disqualified can make you poorer by Rs 10,000 , the fine rising from Rs 500. Another significant proposal is a prison term for callous custodians. If a vehicle is registered in the parent’s name and a minor causes a fatal accident while driving it, the parent could go to jail for a maximum term of three years. This should discourage the culture of underage drivers causing mishaps while speeding or carrying out stunts. A strong legislation that makes penalties for violators tougher was required to control the growing indiscipline on India’s roads, particularly in big cities.As many as 1,48,707 people were killed and 4,82,389 were injured in more than 4,64,674 accidents on Indian roads in 2015. The lack of awareness about the consequences of letting their children drive is common in many urban households. Instead of checking the menace, some parents take pride in letting their children drive young. And the offenders are getting younger every passing year. According to government data, the Delhi Police fined 225 juveniles for underage driving in 2015 alone. The menace of drink driving is even more widespread. In 2015, the police prosecuted 5,523 people in the Capital for driving under the influence. The proposal to penalise drink driving with a Rs 10,000-!5,000 fine, is , therefore, welcome. Under the new bill, .compensation for hit-and-run cases will increase from Rs 25,000 to Rs 2 lakh and for fatal road accidents, up to Rs 10 lakh. Also, it proposes the creation of a Motor Vehicle Accident Fund that would extend a compulsory insurance cover to all road users for certain kinds of accidents and the protection of good Samaritans from civil or criminal action. To facilitate the delivery of services to stakeholders, says the bill, the government will lean heavily on e-governance. This includes enabling online learners’ licences, increasing the validity period for drivers’ licences and doing away with the norms of educational qualifications for licences. But this can have a flip side. One of the biggest speed-bumps for the BJP government before it realises the objective of reducing fatalities by 50% in five years is ensuring that only those with requisite expertise get a licence to drive. Although the fear of heftier fines is a step in the right direction, only airtight implementation can ensure that wayward drivers don’t get away by greasing the palms of authorities at various levels.

Portfolio managers’ assets up 18% to Rs 12.30 lakh cr in FY17

The assets handled by portfolio managers have surged by a staggering Rs 1.85 lakh crore to Rs 12.30 lakh crore at the end of the past fiscal, mainly on the back of increase in number of clients. This also marks the sixth consecutive yearly rise in assets base of portfolio managers. Data prior to this period are not available with the Securities and Exchange Board of India (Sebi). A portfolio manager is a body corporate who advises or directs or undertakes on behalf of the client, the management of a portfolio of securities or the funds of the client. According to data available with markets regulator Sebi, total assets under management (AUM) of portfolio managers were at Rs 12,30,482 crore at the end of 2016-17 as against Rs 10,45,428 crore at the close of the preceding fiscal, registering a gain of 18 per cent. Barring February, assets base of portfolio managers rose for the whole of the gone-by fiscal. Besides, the number of clients rose to 77,150, from 52,288, during the period under review. Portfolio managers handled assets worth Rs 9,67,036 crore for discretionary services, besides Rs 1,88,385 crore for advisory services and another Rs 75,061 crore for non-discretionary investments during the period under review.

The Gujarat High Court on Tuesday criticised that either the prohibition policy in the state hasn’t been implemented properly or there is something wrong with the policy. While refusing to quash FIRs against liquor vendors of union territory of Daman, bordering Valsad district of the state, the court also said that the Centre should consider denotifying Daman as a part of the UT and make it a part of the Gujarat. The remark came in the order of Justice J B Pardiwala on a set of petitions moved by liquor vendors of Daman who have been
booked in various FIRs lodged by Gujarat police, majority of them by Surat and Valsad district police. The state had submitted before the High Court that 90 per cent liquor smuggled into Gujarat comes from Daman. The petitions were filed by Kantilal G Tandel, manager of Bhavik Wine Shop, Bhanuben R Patel, her husband Rameshbhai J Patel among others. The husband-wife duo have been booked in a case in which a consignment
