Why India can’t have reservations and world class universities

The Ministry of Human Resource Development (MHRD) has last week put out a policy document on establishment of world class institutions, the guidelines of which are uploaded on UGC’s website for inviting comments/views and suggestions from academicians and stakeholders. People in general have also been invited to go through the policy document, regulation and guidelines and send their views and suggestions which if found suitable might be incorporated in future. The government’s policy towards creating world-class educational institutions continues to astound. At one level, as the draft policy on this points out, the fact that India does not have even one college in the world’s top 100, is shameful—the country has over 700 universities and 35,000 colleges while Singapore, which has a tenth the number of universities, has two in the top-100. To that extent, the plan to create 20 world-class institutions—10 each in the public and private sector—is a good one. While it does not formally say the current UGC system is killing India’s higher education sector, the fact that the plan to create top-class institutions explicitly talks of “complete flexibility in fixing of curriculum and syllabus, with no UGC mandated curriculum structure” and UGC regulations “relating to inspection shall not apply” to them makes it clear the plan is to start removing UGC’s chokehold in a few places to begin with; the government planning to select these institutions based on their academic and research plan, among others, is a welcome break from the past. Other serious pain points like government interference in deciding fees or faculty remuneration are also to be done away with—of course, the fact that a limit of 30% has been put for students who can be from overseas, and 25% for faculty, makes it clear the government is ready to cede full control. Even more worrying, after all the talk of the only criterion being that admissions be need-blind—if a student qualifies on merit, adequate scholarships have to be available for the needy—the government brings in the issue of reservations and says these need to be implemented by these institutions. There is some confusion over whether this applies to privately-owned institutions since the discussion paper talks of “World Class Public Institutions” that need to implement this—but the section that talks of this appears in the part of the paper that deals with private institutions. In any case, the fact that this will apply to government-owned institutions is worrying enough, and should settle the debate over whether the government intends to push for faculty reservations in the IIMs, a subject of confusion over the past few months. Given the cost of setting up a truly worldclass institution, the draft policy does well to talk of how they must have a corpus of R200 crore, a guaranteed pipeline of another R500 crore and a plan to raise R1,000 crore, but it is odd to insist the sponsoring organisation must have members whose total net worth is R8,000 crore with at least one member having a net worth of R2,000 crore—that could tilt the field in favour of rich industrialists. And it is surely galling to know the privately-funded institutions vying to be in the list of the top-10 are not going to be allowed to use the word “university” but “may mention the words ‘World Class Institutions Deemed to be University’ within parenthesis suffixed thereto”.

Agency | washington The US space agency and its partner Orbital ATK have postponed the launch of the companys next commercial resupply mission to the International Space Station to no earlier than October 16, as the agency prepares for tropical storm Nicole at its tracking site in Bermuda. The new date of the arrival of the Orbital ATK Cygnus spacecraft to the space station is to be determined, NASA said in a statement. The mission was earlier scheduled for launch from NASA’s Wallops Flight Facility in Virginia on October 13. Cygnus will carry approximately 2,313 kg of cargo, including crew supplies and vehicle hardware, to the orbiting laboratory to support dozens of science and research investigations, NASA said. Tropical Storm Nicole is expected to reach Bermuda as a hurricane on October 13. “The tracking station at Bermuda is required to conduct the Antares launch from Wallops,” said Steven Kremer, chief of the Wallops Range and Mission Management Office.

A DAY AFTER the triple murder in Talaja town of Bhavnagar district, police arrested four persons, including brother of a sitting BJP councilor of Talaja municipality and recovered a revolver from him, on Tuesday. But other seven accused, including three women, remained at large. Acting on a tip off, police raided farmhouse of Gulam Abbas Bhurani alias Gullubhai on Rampara Road, around three kilometres away from Talaja town and arrested four persons at 4 pm. Thirty-two years after a case of alleged corruption was lodged and 17 years after the chargesheet was filed against an IPS officer, now retired, the Gujarat High Court Monday granted relief to A M Chauhan, while allowing his petition for quashing the chargesheet. The case was pending in the High Court since 2003. It was defaulted thrice before it was finally disposed of by the division bench of Justice M R Shah and Justice A S Supehia. Chauhan was the supervising officer in a 1984 murder case: a Muslim man was found murdered at a farmland in Sidhpur. The victim’s family accused four persons of the murder, but

the investigating officer found only one person to be the suspect. The family of the deceased complained against Chauhan and the investigating officer (IO) for demanding bribe, accusing them of shoddy investigation. The Anti-Corruption Bureau (ACB) lodged a complaint against Chauhan and the investigating officer in the same year. Chauhan said that following an inquiry, the ACB concluded that the allegations of demand-

ing bribe was not true. The ACB investigation into the faulty investigation continued. In the meanwhile, Chauhan was transferred and the local police arrested all four suspects. “In 1999, I was served the chargesheet in the case out of the blue. I had lost the memory of the case by the time I was served the chargesheet. In the meanwhile, the sessions case which tried the murder case had acquitted all the accused.

Goa failed Monika Ghurde. The elegant 39-year-old moved to live in the sunshine state to make a new beginning in her life because of the famous tolerance, tranquillity and “live-and-let-live” atmosphere that attracts people from every part of the world. This reputation makes Goa especially sought after and cherished by independent Indian women, who find it a haven compared to the brutish, judgemental, and sexist pressures of the rest of the country. But every scrap of that positive image seems a cruel joke now after gentle, whimsical Ghurde was found assaulted and murdered in her Sangolda home on the morning of October 7. The shocking and horrific nature of the crime immediately recalls Scarlett Keeling’s murder on the beach at Anjuna in 2008. But that particular senseless tragedy was easier to dismiss as an anomaly. Fifteen-year-old Keeling was high on a cocktail of drugs, her family had evidently negligently left her on the beachfront while they travelled to another part of the country, she spoke no local languages and was wandering a notorious beachfront late at night. But Ghurde was attacked in her own home, in a prosperous neighbourhood, in the heart of a stable Goan village being steadily remade with upscale apartments, trendy restaurants, and lifestyle stores. For precisely that reason, it is imperative that state administration and civil society alike ensure a rigorous, painstaking investigation results in full justice being served

for Monika Ghurde. The careless, shoddy mismanagement of every aspect of the Scarlett Keeling case ensured lasting damage to Goa’s reputation, and led to a total lack of trust in both police and the state judicial processes. Back then, every authority tried to cover up the incident, and – to lasting disgrace – the first official post-mortem declared “accidental death.” It took a painful, extraordinarily brave campaign by the teen’s mother, Fiona Mackeown, who faced down systematic slander to force the second examination, which pointed to a callous murder. There is no doubt Monika Ghurde’s barbarous murder is similarly inconvenient and embarrassing to the administration, coming as it does just before tourist season and a series of high-profile events, including the BRICS Summit. There will be immense pressure on the police to quickly resolve the case. But that is precisely the environment in which costly mis-steps and mistakes are made, where dubious evidence and unlikely suspects suddenly materialize. If that happens, Goa will lose doubly and endlessly, a negative publicity spiral identical to what ensued after the thoroughly botched prosecution of Keeling’s murder. Though the insider-outsider debate continues to rage in Goa, as with nearly every other corner of the globe, there is no doubt the state was quietly, subtly enriched when Monika Ghurde chose to make it home. - By Kapil Hirpara
