A major earthquake measuring 6.8 on the Richter scale today hit areas around the India-Myanmar border and its tremors were felt in the northeast, West Bengal, Bihar all the way to Delhi. According to National Centre of Seismology (NCS), the earthquake occurred at 7:25 PM at the depth of 134 km. There were no immediate reports of major damage to property and life. The quake lasted for 8-10 seconds. There was at least one aftershock after the initial quake , according to

Who needs public banks?

Much of the public discussions have focused on two aspects of the debt problem. First, finding clever financial engineering solutions to fill the hole in the books of the banks (mainly public-sector banks or PSBs) as the government has committed woefully inadequate budgetary resources compared to any reasonable estimate of the required recapitalisation needs. But financial engineering doesn’t erase bad debt; it only repackages it. Eventually, there has to be a transfer of real resources to fill the hole created by the bad debt. If the history of debt crises is any guide, it is likely to be India’s households that will pay for it through more financial repression or higher future taxes. The second has been to use this funding pressure as an opportunity to enforce changes in PSBs aimed at improving their investment choices, purportedly because this got them in the mess in the first place. Most of the proposed changes are based on the recommendations of the P.J. Nayak Committee, and they range from greater separation between owners and management to changes in compensation packages that encourage better pricing and assessment of risk. I particularly favour the call for protecting bank managements from legal and criminal charges just because an investment decision turns out to be wrong later. As this year’s Economic Survey rightly exhorts, India needs to learn to tolerate investor mistakes and allow exits. While capitalising PSBs and improving their efficiency are obviously important, I will argue that neither addresses the elephant in the room. Whether financial engineering provides a lease of life to these banks to live through another debt cycle or management changes are made to hopefully dampen future cycles skirts the more fundamental question: Do we need PSBs? When Indian banks were nationalised in 1969, the ability of private banks to mobilise resources, that is household savings, was weak and their competence in allocating resources to meet India’s investment needs questionable. Over the next three decades, PSBs played a critical role in better garnering household savings, funnelling them into the formal financial system, and fund the country’s development needs. But over the last 25 years, successive governments have implemented extensive reforms to liberalise the system that, in turn, has substantially deepened India’s financial markets and allowed private banks and non-bank financial institutions to grow and become important players in the resource mobilisation process. So do we still need PSBs to mobilise savings? Put differently, it is not a question of making the PSB branch in Churchgate function more efficiently, which is what the P.J. Nayak Committee recommendations intend to achieve; the question is whether there is even any need to keep the branch open. No doubt, the process will be arduous with significant political challenges.

The reason is that in industrialised countries educational opportunities are increasing, and people are getting healthier by the year. In other words, it pays off to be born later. The MPIDR-study shows that despite the risks associated with childbearing at older ages, which are attributable to aging of the reproductive system, these risks are either counterbalanced, or outweighed, by the positive changes to the environment in the period during which the mother delayed her childbearing.

Aiming to launch some spadework for the 2017 Assembly polls, Congress chief Sonia Gandhi and vice-president Rahul Gandhi have been invited to address party’s public meetings in the state between May 5 and 25. Sonia Gandhi would be addressing the public meeting to be organised at Rajkot to mobilise farmers and win

over Patidars.v A major chunk of the Patidar community is reported to be angry with the state BJP government over their demand for OBC status for the community and reservation for them in government jobs and admission to educational institutions. The Congress wants to politically capitalise their anger in its favour in the next Assembly elections to be

held in December 2017. As for Rahul Gandhi, he will be addressing a public meeting either at Chhotaudepur or Dahod to mobilise the tribal voters. Party leaders said that the exact venue was yet to be decided but it would either be Chhotaudepur or Dahod. Sources said that Rahul Gandh would be raising the issues pertaining to non-allotment of forest land to tribals and mining of natural resources in their areas, with tribals not benefitting even a penny from it. State party spokesperson Manish Doshi said that “state party president Bharatsinh Solanki had personally called on Sonia Gandhi and Rahul Gandhi a week ago and extended written invitation to them to address public rallies in the state”.

Even as many wellknown faces deemed closer to ruling Bhartiya Janta Party dispensation in Gujarat and two MLAs of the party participated in the symbolic fast organized by Patidar Sangh in Kamrej of Surat today, BJP state president Vijaybhai Rupani claimed

that those affiliated to the party had informed about the move.The seven hour long event in a community hall by the newly floated outfit is meant for creating pressure for an early resolution to the vexed Patidar quota stir. Talking to media persons, Mr Rupani said that there was nothing wrong in participating in the

event with prior information to the party. He also reiterated that the state government was ready to find a solution to the Patidar quota agitation and accepting such related demands which were withing the frame-work of law and constitution. Meanwhile, an incident of scuffle with a Patidar Anamat Aandolan Samiti (PAAS) leader Amul Patel also took place near the venue. A few youths from the outfit tore off Amul’s shirt and pushed him out of the venue. The exact reason behind the incident was not yet known but it is understood that some internal rift was responsible for this. The attackers, caught on the CCTV, claimed that Amul with his pro-government stance had given bad image to the stir.
