Schools along the LoC in Rajouri were on Saturday shut for an indefinite period as a precautionary measure and steps have been taken to evacuate residents of border villages, officials said. ‘Unprecedented’ cyberattacks wreak global havoc, India too hit hard Agency | London

Cyber security experts rushed to restore systems on Saturday after an unprecedented global wave of cyberattacks that struck targets ranging from Russia’s banks to British hospitals and a French carmaker’s factories. The hunt was on for the culprits behind the assault, which was being described as the biggest cyber ransom attack ever. Mikko Hypponen, chief research officer at the Helsinki-based cyber security company F-Secure, told AFP that the attack was “the biggest ransomware outbreak in history”, saying that 130,000 systems in more than 100 countries had been affected. He said that Russia and India were hit particularly hard, in large part because

the older Windows XP operating software is still widely used in the countries. State agencies and major companies around the world were left reeling by the attacks which blocked access to files and demanded ransom money, forcing them to shut down their computer systems. ”The recent attack is at an unprecedented level and will require a complex international investigation to identify the culprits,” said Europol, Europe’s policing agency. The country’s central bank said the banking system was hit, and the railway system also reported attempted breaches. The central bank’s IT attack monitoring centre “detected mass distribution of harmful software” but no “instances of compromise”, it said.

More than 100 militants are active in south Kashmir which has witnessed a spurt in terror activities recently and operations are underway to neutralise them, a top Army officer said here on Saturday. Major General B S Raju, General Officer Commanding (GoC) of Victor Force which is responsible for security in south Kashmir, also said that the Army and Jammu and Kashmir Police are trying to dissuade the local youth from joining militancy by engaging with their families. He said a full scale cordon-andsearch operation, like the one conducted in Shopian recently, will be carried out only in places where the army’s operations are hampered. “We get to listen that the situation is out of control. Stray dogs had bitten away the victim’s face and lower portion of her body which was spotted by a passerby in the urban estate area of Rohtak on May 11, they said. “Two persons, Sumit and Vikas, have been arrested in this connection,” Sub-inspector Sonipat, Ajay Malik said. Sumit was an

acquaintance of the victim, he said. The woman, who was a divorcee, was allegedly kidnapped from Sonipat on May 9 and taken to Rohtak in a car, police said. The victim’s parents had lodged a missing complaint at Sonipat police station. Malik said the woman was first raped and the suspects then hit her with a brick and smashed her face against a stone, adding that the victim sustained grievous head injuries. Sexual violence against women in riots and other mass crimes is being ‘normalised’ Bilkis Bano. The name and the face have been haunting me since the judgment was announced on her case by the Bombay High Court on May 4. In March 2002, our group of six women arrived in Ahmedabad to document what had happened to the Muslim women in course of the Gujarat carnage. We were Muslims, Christians and Hindus, although faith was not a factor in our selection. We were bound to one another by a bond that defies definition. It propelled us from camp to camp, from taluka to taluka. We divided ourselves in two groups so that we could cover more ground. We wanted to meet as many people and families as we could, to authenticate our account and try to seek justice for the people who had lost their families, homes and above all, hope. The report we drafted, pointed out compelling narratives of the most extreme forms of sexual violence during the 2002 riots. Testimonies of rape, gang rape, mass rape, stripping and molestation were cited. Many of the rape victims had been burnt alive so that there would be no evidence to trace back to the perpetrators. The pattern of sexual violence one sees during pogroms is a part of what Paul Brass would call the “institutionalised riot system” through which violence in produced and re-produced. One needs to pay attention to the spirit behind the transgressions that becomes the driving force in the hypermasculinity towards women. The framework of this spirit does not tolerate timidity, but instead, provokes men from majority communities to ‘act’. We live in a social regime where women are seen as an embodiment of men’s izzat (honour). Attacking ‘their women’ then becomes the undoing of the whole community. Over the years, we have not seen the media consistently report gory details of the sexual violence faced by Bilkis, Yasmin, Zarina, Kausar and the multitude of other Muslim women and children, being repeated or debated for getting them justice. We have not seen these dangerous mechanisms of provocation, through speeches and symbolic gestures, having any place in the passionate table-thumping prime time television debates. It is curious how the collective consciousness of the people is not aroused when there is not one but multiple crimes — murder, gang rape, burning alive, stripping in public —committed. What is the responsibility of print, electronic, digital and social media in influencing the mass opinion into selective consciousness? Does this consciousness vary if the location of violence is rural or urban? Does this consciousness lessen if the woman belongs to a minority or other marginalised community? While addressing the press conference, Bilkis said “mujhe insaaf chahiye, badla nahi” (I want justice, not revenge), reminding us of the indomitable Queen of Sheba, who in the Koran bears the name, Bilkis.

Amidst chaos, protest and police protection, the zonal fee regulation committee formed by Gujarat government to decide fee structure of private schools under the Gujarat Self-Financed School (Regulation of Fees) Act 2017 held its first meeting for Vadodara zone at the district education officer (DEO) office here at Karelibaug on Friday. Ahead of the meeting, the Vadodara District Parents Association made an appeal to the committee to allow it make a representation before it. But before the meeting could start, members of the Vali Vedna Congress Samiti floated by the Congress staged a protest outside the premises demanding that parents’ representative should be included in the committee. Karelibaug police, however, detained 13 Congress leaders who were shouting slogans. “The entire process is an eyewash. The committee has been given 90 days time to decide on the application for revision form schools and another 90 days for an appeal at the state level fee regulatory committee. By this time parents would have paid fees for two more quarters. By the time 180 days or six months get over, state elections would be around the corner causing more delay,” said Congress leader Rutvij Joshi. Retired judge G N Rana, who heads the Vadodara zonal committee,
